    Introduction

    Country: Zambia

    Description of the Assignment: The Cabinet Office, through the Decentralisation Secretariat, seeks the services of two (02) consultants to conduct a comprehensive assessment of existing sub‑national institutional arrangements and to propose a coherent governance architecture that fully operationalizes the constitutional framework on devolution. The assignment responds to perceived and persistent functional overlaps, role conflicts, and coordination weaknesses among national, provincial, district, and local authority structures following the implementation of devolution under the Constitution of Zambia (Amendment) Act No. 2 of 2016.

    Arising from the foregoing, Cabinet Office seeks to:

    (a) Clarify and rationalize roles and functions across all levels of government, including constitutionally silent institutions;

    • (b) Eliminate functional overlaps and role conflicts without requiring constitutional amendments;
    • (c) Strengthen intergovernmental coordination mechanisms consistent with constitutional intent; and
    • (d) Address internal operational weaknesses within the Provincial Administration to enable them to perform their coordinating role effectively.

    Period of assignment/services (if applicable): 90 days
