Job Description

Org. Setting and Reporting

The position is in the Economic Analysis and Policy Division (EAPD) of the Department of Economic and Social Affairs (DESA). The Chief of the Global Economic Monitoring Branch reports to the Director of EAPD. The Division is mandated to provide analysis of global economic trends and macroeconomic policies, analysis of strategies and policies for longterm development; and serve as the Secretariat for the Committee for Development Policy. Responsibilities

Within delegated authority, and under the overall guidance of the Director, the Chief of Branch formulates and implements the substantive work programme of the Branch under his/her supervision. Oversees the management of activities undertaken by the Branch, ensures that programmed activities are carried out in a timely fashion and coordinates work in the different areas both within the Branch, Division and Department, and with other organizations of the United Nations System, as appropriate.
  • Leads, supervises and carries out the work programme of the Branch under his/her responsibility. Provides programmatic/substantive reviews of the drafts prepared by others.
  • Leads the publication of the DESA flagship World Economic Situation and Prospects, and its mid-year update, parliamentary document for the ECOSOC High-Level segment, as well as monthly briefings on the global economy, including the coordination of related activities with the UNCTAD, the five UN Regional Commissions and other offices.
  • Provides thought-leadership to the economic and analytical activities undertaken by the Branch, ensuring that programmed activities are carried out in a timely fashion.
  • Prepares responses to requests for input on specific economic issues and country situations from Senior Management, Regional Commissions, Heads of Committees and Commissions, etc. including statements, briefing papers, background notes, talking points and other contributions as required.
  • Ensures that the outputs produced by the Branch maintain high-quality standards; that reports and publications are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
  • Assists the Director in preparing the work programme of the Branch, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
  • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Branch, including preparation of budgets, reporting on programme performance, evaluation of staff performance (ePerformance), responding to evaluation requests and others from departmental self-evaluation, as well as oversight bodies.
  • Recruits staff within the Branch and contributes towards other recruitment as needed, in compliance with prevailing administrative rules and guidance.
  • Manages, guides, develops and trains staff under his/her supervision.
  • Fosters teamwork and communication among staff in the Branch and works collaboratively with other work units across the Division, the Department and broader United Nations system.
  • Leads and supervises the organization of expert group meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.
  • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue or holds programmatic/substantive and organizational discussions with representatives of other institutions, as directed.
  • Represents the Branch in internal and external meetings and conferences relating to the work of the Branch, and as required, on other matters.
  • Advises and assists the Director with substantive and management questions and assumes responsibility on his/her behalf, as required.

Education

Advanced university degree (Master’s degree or equivalent) in macroeconomics, quantitative economics, econometrics or related area. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of fifteen years of progressively responsible experience undertaking global economic analyses, preferably in a policy-oriented environment is required. Extensive knowledge and application of macroeconomics, international economics, and econometrics is required. Experience in providing intellectual and managerial leadership to a team of economists and demonstrated supervisory skills is required. Experience working in international or regional intergovernmental or multilateral organizations is desirable. Experience in leading and overseeing preparation of publications and similar analytical products is desirable.
