People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation, providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 5 million vulnerable IDPs, returnees and host communities in urban and rural areas.

General information about the role of the person:
Under the supervision of the Economic and Green Recovery Technical Lead, the Economic Recovery Technical Coordinator will provide technical and analytical support to the design, quality assurance, monitoring, and continuous improvement of PIN's economic recovery programs in Ukraine.
The position involves:
- supporting the development and adaptation of economic recovery methodologies, tools, and technical guidance;
- providing technical support to program teams without taking over the management of their implementation;
- supporting the development of proposals, concept notes, needs assessments, studies, and program frameworks;
- documenting lessons learned, best practices, and evidence generated within economic recovery programs;
- supporting capacity development of teams on relevant technical approaches and tools;
- participating in coordination and technical exchange with relevant internal and external stakeholders;
- supporting the Technical Lead in ensuring coherence and quality across the economic recovery program portfolio.
- conducting and supporting field-based technical work, including field visits, assessments, consultations, data collection, and technical follow-up, either jointly with or on behalf of the Technical Lead;
- engaging with external stakeholders and representing PIN’s interests in relevant technical discussions, meetings, consultations, and coordination forums, as needed
Description of general duties:
1. Technical Quality and Methodology
- Facilitate the development, analysis, and adaptation of technical approaches, methodologies, tools, standard operating procedures (SOPs), and recommendations for economic recovery programs. Maintain a clear record of methodological revisions, consolidate feedback from teams, and submit proposed changes to the Technical Lead for review before wider use.
- Analyze the technical quality, relevance, and consistency of programmatic approaches and provide recommendations for their improvement.
- Provide support to teams in adapting and aligning technical approaches across different projects and contexts.
2. Technical Support to Program Implementation Teams
- Participate in grant committees and conduct application assessments. Review applications and business plans against agreed eligibility and scoring criteria, assess technical feasibility and market assumptions, and document recommendations and clarification requests for committee consideration.
- Provide program teams with technical advice on the application of economic recovery methodologies and tools. Respond to technical questions during implementation, review practical examples with staff, and escalate unresolved methodological issues to the Technical Lead. Keep programme delivery decisions with the responsible implementation teams.
- Support teams in interpreting and applying technical guidance, targeting approaches and selection criteria, monitoring requirements, and program methodologies.
3. Technical Monitoring and Quality Assurance
- Conduct regular technical monitoring visits to program implementation regions and activity sites. Agree visit objectives with the Technical Lead and implementation teams; prepare checklists, review available project records, and consult participants, businesses, partners, and staff as relevant. Conduct visits jointly with or on behalf of the Technical Lead as agreed.
- Assess the technical quality of implementation against approved methodologies, SOPs, program frameworks, and relevant standards.
- Identify technical, methodological, and quality issues and prepare recommendations for corrective actions.
- Coordinate monitoring work with MEAL, Protection, Grants, Partnerships, and Programme Implementation as needed.
- Prepare technical monitoring reports, action lists, and recommendations for follow-up. Record findings, supporting evidence, recommended actions, responsible colleagues, and agreed timeframes. Follow up on technical improvements with the relevant teams and flag recurring or unresolved quality issues to the Technical Lead.
4. Program Analysis, Evidence, and Learning
- Support the development and interpretation of economic recovery indicators and monitoring tools. Work with MEAL on indicator definitions, data sources, collection methods, and interpretation of baseline, monitoring, and endline findings. Identify data gaps and limitations before drawing conclusions about results.
- Contribute to the analysis of program results, including economic impact and changes in livelihoods, income, employment, business performance indicators, and resilience, as relevant. Compare results across locations and participant groups where the data allow; examine barriers to economic recovery and explain the practical implications for programme adjustments.
- Support the identification of needs within the economic recovery sector.
5. Program Development and Proposal Preparation
- Support the Technical Lead and relevant program teams in developing new economic recovery concepts and project proposals.
- Participate in technical discussions during program design and implementation where specialized economic recovery expertise is required.
- Collect and analyze information needed for program design.
- Conduct stakeholder mapping in the economic recovery sector.
- Support the development of intervention logic, targeting approaches, selection criteria, technical methodologies, and monitoring systems. Prepare technical inputs on activities, expected outputs and outcomes, assumptions, risks, and resource needs. Check that proposed approaches are feasible, evidence-based, and consistent with the agreed programme framework.
- Support the development of new economic recovery initiatives in line with PIN's strategic priorities and identified needs.
6. Needs Assessments, Research, and Analytical Work
• Support needs assessments, market and sector analyses, and other economic recovery research to contribute to PIN’s evidence base on economic recovery in Ukraine. Help define research questions, assessment tools, stakeholder consultations, and field data collection plans. Analyse market demand, employment opportunities, business constraints, access to services, and recovery needs as relevant; validate findings with teams and stakeholders and prepare practical recommendations.
Coordination with Programme Implementation and Livelihood Functions
The Economic Recovery Technical Coordinator works closely with the Livelihood Coordinator and relevant Programme Implementation teams.
The Coordinator does not:
- manage the day-to-day implementation of program activities;
- replace the Livelihood Coordinator in coordination with operational departments;
- take on responsibility for logistics, procurement, finance, or administrative support to implementation;
- take on Programme Implementation's responsibility for delivering program activities;
- duplicate the operational reporting and control mechanisms of the Programme Implementation structure.
Internal Coordination
- Maintain regular coordination with Programme Implementation, MEAL, Grants, Partnerships, and other relevant departments. Agree technical priorities and follow-up actions, share findings that affect programme quality or reporting, and clarify responsibilities where technical and implementation functions intersect.
- Coordinate with technical colleagues in Protection, WASH, Shelter, and Education when economic recovery activities involve cross-sectoral approaches.
External Technical Engagement
Under the guidance of the Technical Lead:
- participate in relevant technical working groups, coordination meetings, workshops, and consultations;
- support technical communication with relevant CSOs, private sector representatives, service providers, research institutions, and other stakeholders;
- support stakeholder mapping and identification of relevant technical resources and partnerships;
- represent PIN at selected technical meetings as needed. Prepare agreed technical inputs and briefing points, document discussion outcomes, and share relevant opportunities and follow-up actions with the Technical Lead and programme teams.
Functional Relationship with the Livelihood Coordinator
The two positions are complementary:
Livelihood Coordinator > Programme Implementation
- oversight of implementation;
- coordination with operational departments;
- implementation planning and follow-up;
- resolution of operational issues;
- ensuring delivery of program activities.
Economic Recovery Technical Coordinator > Programme Quality / Technical Function

Development of the Role
The position of Economic Recovery Technical Coordinator is being created to strengthen PIN Ukraine's technical capacity in the field of economic recovery.
As the economic recovery program portfolio expands, the position may gradually take on responsibility for specific technical areas or thematic components, including coordination of particular technical strands across multiple projects.
The role may also evolve toward greater responsibility for technical coordination, quality assurance, program development, and technical representation, depending on program needs and demonstrated performance.
Team and Partner Capacity Development
- Identify technical capacity needs of teams and partners and agree development activities with the Technical Lead.
- Deliver technical onboarding, refresher training, and mentoring on economic recovery methodologies and tools. Use practical exercises and programme examples, gather participant feedback, and provide follow-up support to help staff apply the tools consistently.
- When requested, support technical recruitment, preparation of terms of reference, and assessment of candidates’ technical skills; this does not imply line management.
- Provide technical guidance to PIN partners, support monitoring of their programme quality, and facilitate knowledge sharing.
Documentation and Application of Learning
- Document lessons learned, good practices, and research findings; prepare technical materials, recommendations, and internal updates.
- With MEAL, support review of baseline and endline tools and use evidence to improve programmes.
Inclusion, Environmental Sustainability, and Accountability

- Under the Technical Lead’s guidance, support environmental sustainability and climate resilience in relevant economic recovery activities.

Qualification Criteria:
Education and Speciality:
Higher education in economics, development studies, business administration, agriculture, social sciences, or a related field.
Required Skills and Competencies:
- Strong analytical and methodological skills. Ability to conduct field visits, assessments, and technical monitoring. Skills in preparing technical recommendations, reports, tools, and training materials. Ability to advise teams without taking over implementation management functions. Strong communication and coordination skills. Fluency in Ukrainian and working proficiency in English.
