DESCRIPTION OF DUTIES:

Advisor, Health Systems and Services

Join us and be the driving force behind strengthening health systems and advancing universal health across Brazil

The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking a strategic, collaborative, and results-oriented Advisor, Health Systems and Services to provide technical cooperation and leadership in strengthening health systems based on Primary Health Care, supporting universal access to health, universal health coverage, and resilient health services throughout Brazil.

Under the direct supervision of the PAHO/WHO Representative (PWR), and the technical guidance of the Director, Health Systems and Services (HSS), the selected candidate will:

  • Advise and collaborate on the development, implementation, and evaluation of technical cooperation programs related to health governance, health policy, health systems development, and health services organization and management.
  • Support national efforts to strengthen resilient health systems that guarantee universal access to health, universal health coverage, and effective responses to health emergencies, including pandemics.
  • Provide technical cooperation to strengthen integrated, people-centered health service delivery networks, primary health care, health financing, and health information systems.
  • Promote evidence-based decision-making by supporting health systems research, policy analysis, program evaluation, and the dissemination of knowledge, good practices, and lessons learned.
  • Build and maintain partnerships with governments, academic institutions, development organizations, private sector partners, and other stakeholders to improve access to quality health services and reduce health inequities.

What is required for this position?

Education

A university degree in one of the health, social or management sciences and a master´s degree in public health, health systems and services administration or management, from a recognized university.

Experience

Nine years of combined national and international experience in areas related to health systems development, health services delivery, extension of health care services to underserved populations/areas and developing strategies to overcome barriers to accessing health care services. Experience should also include management of health care services at either the facility or systems levels.

Languages

Fluency in Spanish or English with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

  • Knowledge and skills in the areas of organization, management and provision of health care services, including primary, secondary and tertiary care, public health services, and strengthening primary health care-based health systems.
  • Competencies in regulation, financing and public health functions, extension of health care services to underserved populations and areas, equity in access to health services, quality of health services, and strategies to overcome barriers to accessing integrated health services.
  • Knowledge and proficiency in the management of health systems and services research, as well as competency development in the area of public health.
  • Knowledge and skills in the formulation of technical cooperation interventions and the development of criteria and instruments for evaluating program interventions.
  • Knowledge and skills in policy analysis and project formulation, leadership and regulatory functions, financing for universal health, public health functions and services, purchasing of services, educational development, human resources management, and operations research in primary health care services.
  • Strong professional oral and writing skills, including the development of reports, oral presentations, and technical and persuasive documents for consideration at the highest levels of the Organization and country authorities.
