Job Purpose

To provide strategic leadership for: 1) developing and implementing OPH’s portfolio of high quality, impactful programs; 2) strengthening the way in which OPH develops, works with, and relates to, the organizations that we are in partnership with; 3) providing strategic leadership in positioning OPH for sustainable growth through strategic partnerships, resource mobilization, policy influence, and thought leadership at national, regional and global levels. S/he is a member of the Senior Management Team and contributes to the overall leadership and management of Oxfam Pilipinas.

What we are looking for: SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:

Essential

  • Degree in social sciences, economics or political science
  • At least 10 years of experience working in the humanitarian and development sector and at senior-level positions
  • Significant experience of development work, program design and management, resource mobilization, and multi-country or regional program leadership.
  • Demonstrated competencies in donor relations, proposal oversight, consortium-building, and securing institutional funding.
  • Significant experience in program management at senior level and across a range of programs(including, but not limited to gender, climate justice and humanitarian programs)
  • Significant experience of and proven ability to build, sustain, and manage strong partnerships and work collaboratively with a wide variety of organizations including government agencies, CSOs, NGOs, and private sector institutions
  • Experience working with coalitions, alliances, multi-stakeholder platforms, or regional networks involving civil society, government, development partners, and private sector stakeholders.
  • Previous experience of managing and developing a team with a demonstrated capacity to lead high performing teams, and motivate and develop others
  • Able to be a behavioural role model across the organisation with regard to working in partnership
  • Mature understanding of transformation derived from direct experience in a development and/or humanitarian context
  • High level of influencing skills with proven ability to establish credibility at all levels
  • Well-developed analytical and strategic planning skills with the ability to influence the wider country programme strategy
  • Sound understanding of gender and gender mainstreaming approaches
  • Demonstrated ability to identify and implement opportunities for innovation
  • Demonstrated track record of improving efficiency and effectiveness in areas of responsibility
  • Proven ability to influence, negotiate, and build relationships with leaders across donor agencies, government institutions, private sector organizations, CSOs and Oxfam structures.
  • Experience in leading organizational transformation, change management, adaptive programming, and strategic growth initiatives.
  • Excellent communication skills and fluency in written and spoken English and Filipino

KEY RESPONSIBILITIES:

Programs and Partnerships

  • Leads program design/development of the over-all OPH program to ensure program integration, coherence, quality and impact; and oversees the management and implementation of OPH portfolios and projects.
  • Leads the development and implementation of OPH’s Strategic Partnership Model, including developing and embedding partnership assessment and capacity development tools across the organization, maintaining and expanding partnerships that support innovation and high-quality delivery of OPH’s strategy, and addressing partnership-related challenges in a mutually beneficial and amicable way, ensuring open and transparent communication among all parties.
  • Leads strategy development on resource mobilization and funding diversification, donor stewardship and engagement, opportunity positioning, and consortium formation and development, to ensure alignment with program strategies and quality standards.
  • Leads assigned OPH or OPH-led programs, including strategic oversight of large-scale, multi-country and donor-funded programs, ensuring delivery, compliance, risk management, and quality assurance across implementing partners.
  • Provides strategic oversight and guidance to OPH-led coalitions, consortia, and networks to strengthen collaboration, accountability, sustainability, and collective impact.
  • Contributes to the design, implementation and review of strategic monitoring, evaluation, learning and social accountability mechanisms to ensure alignment with program strategies and quality standards.
  • Represents OPH with donors, government, and other stakeholders on matters relating to programs and partnerships, and as delegated.

Strategic Leadership

  • Provides strategic inputs to the organization’s strategy, portfolio programs, program design for business development, campaigns, and monitoring and evaluation to ensure the achievement of agreed organisational goals and vision.
  • Supervises and mentors assigned OPH staff to ensure effective and efficient delivery of programs.
  • Leads horizon scanning and strategic opportunity identification, driving innovation initiatives that strengthen OPH's programmatic impact, strategic positioning, and funding portfolio.
  • Contributes to developing high-quality policy and communication approaches in support of Oxfam’s campaigning and influencing agenda.
  • Contributes to organizational processes as a member of the Senior Management Team.
  • Supports the Executive Director in engaging with the Oxfam confederation.

Other

  • Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
  • Contribute positively to other cross-functional teams as appointed
  • In times of emergency and disasters, supports humanitarian surge capacity.
