Job Description

Background:

1. The work of the Programme Office in Bishkek (POiB) focuses on a range of security and economic issues, including countering terrorism and transnational threats such as human trafficking, to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality, and building open and resilient societies.
2. The post is located in the Economic and Environmental Department (EED) within the OSCE Programme Office in Bishkek. The EED’s work is based on close co-operation with partners in the areas of good governance, economic development, environmental security, and natural resource management. The post is located in the Environmental Unit of the EED and supports the co-ordination of environmental activities conducted by the OSCE Programme Office in Bishkek, as well as the exchange of relevant information and programmatic practices with national counterparts and partners.

II. Main Purpose

1. To provide substantive input to the EED’s environmental activities in planning, implementation, and co-ordination, including by providing guidance and advice, supporting the delivery of assigned activity outcomes, facilitating the exchange of relevant information and programmatic practices, and contributing to the development and implementation of environmental initiatives in line with the OSCE POiB’s mandate and priorities.
2. Working under the close supervision and guidance of the Head of the Economic and Environmental Department, the National Environmental Officer supports the planning, development, implementation, and monitoring of environmental activities and projects. He/she contributes to the preparation of project documents, reports, presentations, and other substantive outputs; conducts research, collects, analyses, and presents environmental data and information in the required format; provides technical support and guidance on environmental matters; facilitates the exchange of relevant information and programmatic practices; and supports coordination with stakeholders to ensure effective implementation of environmental initiatives in line with the OSCE POiB’s priorities.

III.Work Relationships

1. The National Environmental Officer (NP1) reports directly to the Head of Economic and Environmental Department (S3), while the Deputy Head of Programme Office (DHoPO) acts as a second-level supervisor. The National Environmental Officer directly supervises two (2) Programme Associates (G6) and one (1) Programme Assistant (G5) within the project implementation team of the EED.
2. Internal contacts are mainly with the project implementation teams and other departments within the OSCE Programme Office in Bishkek to obtain and clarify information related to programme implementation, co-ordinate activities, and provide functional support. External contacts are mainly with representatives of local authorities, national institutions, international and local organizations, and other stakeholders to exchange and discuss information on environmental initiatives, facilitate co-operation, and support the effective implementation of projects and activities in line with the OSCE’s environmental priorities.

Tasks and Responsibilities:

Under the overall supervision of the Head of Economic and Environmental Department, the successful candidate will be tasked with the following duties:

  1. Conducting comprehensive research, assessment and analysis of environmental governance, policies and emerging environmental issues in the host country, identifying trends, challenges and opportunities, and preparing analytical reports, background papers, policy briefs, concept papers and other substantive inputs to support programme planning, policy dialogue and decision-making;

  2. Providing substantive policy analysis, expert advice and recommendations to the Head of the Economic and Environmental Department on environmental matters, including relevant national policies, legislation, institutional developments and international commitments, and keeping the Head informed of developments and their potential implications for the POiB;

  3. Contributing to the strategic planning, development and implementation of the EED programme and environmental projects, including the formulation of programme priorities, objectives, expected results and resource requirements, as well as the design and implementation of projects throughout the project cycle;

  4. Monitoring and evaluating the implementation of EED environmental projects and programme activities, assessing progress against planned results and indicators, identifying implementation challenges and risks, providing substantive reporting and recommending appropriate corrective measures and follow-up actions;

  5. Providing substantive inputs to Programme Budgeting, mid-year and annual programme revisions, budget reviews and other planning exercises, including analysing implementation progress, resource utilization, emerging needs and proposed adjustments to programme activities and priorities;

  6. Establishing, maintaining and developing strategic working relationships with relevant government institutions, civil society organizations, international organizations, development partners and donor agencies, facilitating policy dialogue, coordination and cooperation, and representing the OSCE/POiB, as delegated, at relevant meetings, conferences, seminars, consultations and other external events;

  7. Planning, coordinating and supporting the substantive organization of OSCE events, conferences, seminars, workshops and visits by OSCE/POiB delegations, including preparing briefing materials, background documents, agendas and talking points, ensuring substantive follow-up, and undertaking other related assignments as requested by the Head of the Economic and Environmental Department.

Necessary Qualifications:

  • Education:

    • First-level university degree in law, environmental science, environmental engineering, ecology, biology, good governance, agriculture, hydrology, water management, natural resources management, public policy, economics or public administration.

  • Experience and knowledge/skills:

    • Minimum two (2) years of working experience in the field of sustainable development, disaster risk management, environmental governance, or multilateral conventions on environmental matters, part of which preferably in an international organization;

    • Minimum of one (1) year of supervisory experience;

    • Established knowledge of the subject matter, specifically in the area of national and regional context and programme matters in regard to disaster risk management, environmental governance, and sustainable development;

    • Experience in project management, including project design, planning, implementation, monitoring and reporting;

    • Advanced computer literacy with practical experience in Microsoft Office applications;

    • Ability to collect and comprehend various information to perform appropriate analyses;

    • Ability and willingness to work as a member of the team with people of different cultural and religious backgrounds, different genders, and diverse political views while maintaining impartiality and objectivity;

    • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

  • Languages:

    • Excellent spoken and written communication skills in English and Russian/Kyrgyz languages.


Remuneration Package:

Monthly remuneration, subject to social security deductions is 1917.8 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
