The Economics Department (ECO) leads co-ordinated, innovative, international action with respect to the OECD’s work on economic policy, both international and domestic. The Department implements the priorities of the Programme of Work and Budget (PWB) set by Member Countries and the Secretary-General in its area of business.

The Economics Department aims at enhancing economic performance in Member and non-Member countries through sound and innovative policy advice with a view to seeking an inclusive and durable increase in living standards. It deals with a wide array of policy areas combining macro-economic management, with a strong emphasis on structural policy issues to address policy objectives covering material well-being, social concerns and green aspirations. Its policy advice is derived from a variety of sources such as country surveillance, cross-country benchmarking and evidence derived from empirical research. Much of the Economics Department’s policy analysis and advice is provided as input to committee-based peer review and multilateral surveillance processes and contributes to the overall OECD mission. The Economics Department interacts with several other OECD directorates working in specific policy fields.

The Economics Department is launching a pooled recruitment campaign for Statisticians to cover the full cycle of statistical activities from data collection, data management and analysis, to data dissemination for specific statistical subject matters.

Job Description

Main Responsibilities

Data collection and dataset management

• Gather data from OECD member and non-member countries, develop and implement innovative and efficient approaches to data collection, including the use of digital data sources, automated data collection and data transfer solutions and AI-assisted methods where appropriate.
• Convert national data collected from countries into specific OECD formats, including data manipulation and various other analytical calculations, using efficient, reproducible and increasingly automated data-processing workflows.
• Verify the accuracy, coherence, quality and internal consistency of the data and metadata using appropriate validation procedures, automated quality checks and other modern data-quality tools.
• Manage statistical databases covering the range of statistical activities relevant to the work area, ensuring that data are well structured, documented, accessible and fit for analytical and dissemination purposes.
• Update and maintain the international comparability of data including methodological changes (e.g. when new international definitions are introduced), and research new data and data sources to expand the database coverage, including non-traditional and emerging sources where relevant.
• Build and maintain contacts with statistical staff in national and other international statistical agencies, with a view to improving data coverage, relevance and availability of methodological information, data transfer and timeliness.
• Keep abreast of the work of other international and national organisations (e.g. UN, Eurostat, the World Bank) on topics relevant to the Department’s statistical work, as well as developments in statistical standards, data technologies and emerging sources of data.

Analysis, methodology, drafting, documentation and presentation

• Use advanced and innovative statistical and analytical methods to analyse data with the objective of reporting on the main findings, using individual country level or cross-country data.
• Participate in the drafting and production of statistical and analytical publications and/or reports.
• Develop clear, accurate and compelling charts to communicate statistical findings and analytical results effectively to technical and non-technical audiences and present complex data in an accessible and policy-relevant manner.
• Contribute to improving the design of questionnaires in order to extend data coverage, enhance their relevance and improve the availability of methodological information, data transfer and timeliness, including by considering opportunities for digital data collection and alternative sources of information.
• Develop suitable data solutions to support ECO’s policy research and economic analysis, including integrated datasets, analytical tools and reproducible data pipelines where appropriate.
• Respond to the changing needs of users by contributing to statistical development work.
• Develop and maintain clear documentation on work procedures covering all aspects of the production cycle and all aspects of the national data (e.g. methodologies)

IT work and other tasks

• Develop and adapt computer programmes and procedures in a variety of statistical packages (e.g. R, Python or STATA and other appropriate data-processing and analytical tools).
• Develop, maintain and improve reproducible and automated workflows for data collection, processing, validation, analysis and dissemination, making effective use of modern programming and data-management technologies.
• Assist in the preparation of data files used in the dissemination of data (e.g. OECD Data Explorer, CSV) and in establishing the layout of documents and publications.
• Carry out statistical work in support of the wider analytical work of the directorate.

Qualifications

Academic Background

• Advanced university degree or equivalent, preferably in statistics, economics, mathematics, engineering or a scientific field and a good knowledge of statistical databases and information technology (including basic programming).

Professional Background

• Experience in the production and/or use of statistics including documentation on sources, definitions, coverage, methodology, reliability and comparability gained in an international or national statistical office.
• Experience in the analysis of complex macro-and micro-level datasets and/or knowledge of other key areas of work such as trade, health, energy, education, environment, national accounts, transport, or other key areas of OECD work would be an advantage.
• Experience in statistical concepts and in presenting statistical analysis to non-technical audiences.
• Experience in applied econometric techniques would be an asset.

Tools

• Excellent command of Microsoft Office software, especially Excel (including macros and pivot tables).
• Good command of R, Python and STATA, is highly desirable. Proficiency in MatLab would also be welcome, and knowledge of other programming language such as Eviews and VBA would also be useful.
• Experience using AI tools for research and programming is desirable.
• Good knowledge of large statistical databases and practical experience with statistical software to manage those databases. Solid experience working with private-sector databases (e.g. Thomson Reuters, Bloomberg, CEIC) and database design would be an advantage.

Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
• Knowledge of other languages would be an asset.

Contract Duration

• This vacancy may be used to create a pool of candidates for comparable positions, both for open-ended and fixed-term functions. The appointment type will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate.
• Please note that, in accordance with the OECD’s Staff Regulations, Rules and Instructions, the mandatory retirement age is 67.

Selection Process
