Background:

NRC has provided first-line humanitarian response since 2021 through multisectoral activities in shelter, education, livelihoods and food security, and information, counselling, and legal assistance. Our focus is on supporting people in hard-to-reach areas, working in partnership with authorities and local actors. We are piloting cash-based interventions with displaced populations living in host communities. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s six core competencies; Shelter, Education, Cash & Market Systems, WASH and Information, Counselling and Legal Assistance (ICLA) and Protection from Violence.

NRC Somalia is part of NRC’s East & South Africa regional operation, which comprises large-scale multi-country humanitarian and early recovery interventions spread across ten countries (Kenya, Somalia, Ethiopia, Djibouti, Eritrea, South Sudan, Uganda, Tanzania, Sudan and Mozambique).  NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi-country programming and ensure quality and coordination.

BRCiS is establishing a roster of qualified enumerators to support its diverse and ongoing MEAL activities. The primary purpose of this recruitment is to build a pool of talented individuals who can be rapidly deployed on an ad-hoc basis to conduct both remote (call-center) and field-based data collection.

This initiative is designed to:

• Ensure BRCiS has immediate access to skilled data collectors across its operational areas.

• By recruiting enumerators directly from the communities they serve, BRCiS harnesses local knowledge and cultural sensitivity to build trust, facilitate open dialogue with project participants, and significantly enhance the quality and credibility of the data collected.

• Actively promote inclusivity by encouraging female candidates and individuals proficient in various Somali dialects (including Maay, Maxaa Tiri, and Bajuni) to apply.

• Foster local capacity by providing a unique growth opportunity for recent graduates who demonstrate motivation and a willingness to learn, alongside experienced professionals.

Generic responsibilities

• Participate in mandatory initial orientation and refresher training sessions before each new assignment to review protocols, humanitarian principles, safeguarding, and data collection tools.

• Administer mobile-based questionnaires with accuracy and adherence to pre-agreed survey protocols.
• Ensure the confidentiality, security, and integrity of all collected data, adhering strictly to data protection principles and organizational policies.
• Perform accurate data entry and ensure the proper filing and archiving of all hard and soft data, strictly in line with NRC data management policies and organizational procedures
• Meet daily interview targets while maintaining the highest standards of data quality.
• Safeguard and maintain all assigned equipment, including mobile devices and call-center resources.
• Escalate any technical challenges, respondent issues, or safeguarding concerns to the BRCiS MEAL Officer in a timely manner.
• Handle respondent queries professionally and with cultural sensitivity.
• Provide flexible support to the BRCiS MEAL team on any data collection-related tasks as required.
• Perform any other duties as assigned to support the successful implementation of consortium activities.

Specific responsibilities:

• Conduct routine monitoring surveys by calling randomly or purposively selected project participants.

• Handle high-volume call-center data collection with efficiency and professionalism.

• Maintain call-center equipment and report any technical issues promptly.

• Verification Activities: Physically observe and verify the completion and quality of project activities implemented by BRCiS partners, engaging directly with project participants.

• Community Engagement: Facilitate Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) to collect qualitative feedback.

• Spot Checks & Back Checks: Conduct independent, targeted interviews during broader field data collection exercises to validate the work of implementing partners.

• Other Support: Assist the MEAL team with any other data collection tasks as assigned, such as baseline assessments or impact evaluations.

Professional competencies

Generic professional competencies: 

• Minimum of a high school diploma is mandatory; a university degree or Diploma in Business Administration, Agriculture, Public Health, Social Sciences, or a related field is an added advantage.

• Fluency in Somali and intermediate proficiency in English (written and spoken) are required. Proficiency in Somali dialects is highly desirable.
• Computer literacy in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook) is required.
• Excellent communication, interpersonal, and community mobilization skills, with the ability to resolve conflicts and engage diverse groups effectively.
• Demonstrated ability to work independently, under pressure, and with minimal supervision while consistently meeting deadlines.
• A thorough familiarity with the local context, cultural norms, community dynamics, and geographic realities of the district for which the candidate is applying is essential.
• Prior experience in data collection, community engagement, or monitoring and evaluation within the public or private sector is a significant advantage.
• Proven experience using digital data collection tools (e.g., ONA/ODK, KoBoToolBox) is highly valued.
• Experience handling sensitive community feedback and managing personal data in compliance with data protection principles, ethical guidelines, and organizational policies is an added advantage.
• Familiarity with facilitating participatory discussions, such as focus group discussions and key informant interviews, is an asset.
• A strong understanding of humanitarian principles, Do No Harm, and protection/safeguarding protocols is desirable.
• Knowledge of or experience working within the humanitarian sector is advantageous.
