Job Description

Generic Responsibilities:

  1. Line management responsibilities for directly reporting staff. This includes the

    • Performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement.

    • Responsible for key processes as workforce planning, recruitment, staff induction and development and ensure Duty of Care for own staff

  2. Ensure compliance with NRC policies, handbooks, and guidelines, and with National Laws.

  3. Ensure compliance with HR Function strategy, tools, handbooks, guidelines, and standards.

  4. Provide technical support and capacity building for the staff.

  5. Monitor the progress of team activities and ensure they are implemented according to standards.

  6. Implement complex systems and procedures in line with NRC policies, SOPs, and handbooks.

  7. Assess, promote, and document ideas for technical improvement and further program development options.

  8. Implement and train staff on NRC HR policies and procedures and implement the delegated Human Resources function portfolio according to the plan of action.

  1. Promote the rights of internally displaced/returnees, in line with the advocacy strategy.

  2. Actively promote PSEA (Protection from Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

  3. Compliance and adherence to NRC policies, guidance and procedures, (if a function role) and a specific responsibility for the functions policies and procedures

 

Specific responsibilities:

  • Advise line managers and staff on the implementation of NRC HR policies and procedures.

  • Manage all national staff recruitments in west and central Darfur including reviewing JDs to ensure in line with NRC standards, posting advertisements, coordinating tests and interviews, representing HR on the interview panel, compiling recruitment reports, requesting references

  • Ensuring that NRC People NRC’s recruitment tool and staff management tool is updated in a timely manner.

  • Responsible for the onboarding of new staff in west and central Darfur

  • Responsible for ensuring good data management of west and central Darfur staff, ensuring NRC People is updated in a timely manner for changes related west and central Darfur based staff, and promoting a culture of data protection.

  • Disseminating HR information and messages to all staff under their area of responsibility

  • Provide advice to line managers and staff on work and development plans and general performance management.

  • Responsible for completing the HR induction of all national staff in west and central Darfur

  • Ensuring all documentation related to staff in west and central Darfur Office is properly filed on the NRC Area filing tree.

  • Ensure NRC leave tracking and attendance system monitoring are implemented in accordance with policies for all NRC Nyala Office staff.

  • Responsible for preparing and checking payroll within the deadline for NRC west and central Darfur Office staff.

  • Support with fact-finding and disciplinary processes when required.

  • Management of all premises offices and guest house including preparation payment of rents, and addressing issues with landlords

  • Checks health and safety standards of offices & guest houses (according to MOSS and MORSS) in collaboration with the Health & Safety Security Officer

  • Management of offices and guest house at area level, including supervision of staff assigned to premises, cleaning, maintenance and repairs including equipment/furniture, processing payment of water/waste bills, ensuring functioning and securing office equipment’s, provision of office and ensure adequate supply of stationery and office supplies

  • Arrange accommodation for visitors and staff in the guest house.

  • To maintain the incentive workers records in the line with NRC related standard operation procedures (SOP).

  • To facilitate and advise staff on the local medical insurance and verification of medical reimbursement

  • Any other tasks as requested by the line manager.

Generic professional competencies:

  • Experience working in HR in a Humanitarian/Recovery context.

    • Previous experience working in complex and volatile contexts in Humanitarian organizations

    • Knowledge of own leadership skills/profile.

    • Fluency in English, and Arabic both written and verbal

Context related skills, knowledge and experience:

  • Bachelor’s degree or equivalent in HR or business management

    • Minimum 3 or 4 years of experience in a similar HR role in Humanitarian organizations

    • Proficient in MS Office Applications specifically Outlook, Word, Excel

    • Extensive experience working with HR online systems.

    • Excellent writing and reporting skills

    • Proven experience in interviewing at all levels
