CALL FOR QUOTATION/APPLICATION FOR CONSULTANCY SERVICES Title of Consultancy Technical consultancy, training and monitoring of an ecological shrimp–crab farming model integrated with mangrove forests in the Duyen Hai area, Vinh Long Province Objective of the Consultancy To select a qualified consultant with relevant technical expertise and practical experience to support the project in developing, training, guiding and monitoring an ecological shrimp–crab farming model integrated with mangrove forests in the Duyen Hai area, Vinh Long Province. The consultant will work directly with participating households, technical staff and the Project Management Team to ensure that the model is implemented appropriately to local natural conditions, pond conditions and the existing mangrove forest status; minimize negative impacts on the ecosystem; ensure appropriate use of inputs; and establish a basis for assessing the model’s economic and environmental effectiveness and scalability. The project is expected to plant approximately 20,000 mangrove trees, equivalent to 10 ha, on aquaculture land of approximately 9 participating households; and to establish an additional approximately 10 ha of mangrove forest in coastal protection forest areas. One of the key project outcomes is the establishment of an integrated mangrove restoration– aquaculture model, thereby increasing forest cover on production land, improving the ecological conditions of aquaculture ponds, enhancing climate resilience, and contributing to improved and more stable household incomes. Under the livelihood support and training component, the project is expected to provide aquatic animal seed, pond environmental treatment materials, water quality monitoring equipment, and training and learning-visit activities on sustainable, circular and zero-discharge aquaculture models. Consultancy Position Details Title: Technical consultancy, training and monitoring of an ecological shrimp–crab farming model integrated with mangrove forests in the Duyen Hai area, Vinh Long Province Category: Consultant Duration: From contract signing until September 2027 Payment Modality: Delivery-based (against accepted deliverables) Description of the Assignment The consultant will support the project in developing, training, guiding and monitoring the ecological shrimp–crab farming model integrated with mangrove forests; work with participating households, technical staff and the Project Management Team; and support the assessment of the model’s technical, economic and environmental effectiveness, as well as its applicability and scalability. Scope of Work

  1. Initial Survey and Assessment
    • Conduct field surveys at participating households in relevant locations within the project area.
    • Assess the current status of pond design, pond embankments, water supply and drainage canals, sluice gates, areas planted with mangroves within/along ponds, and water exchange capacity.
    • Assess current farming practices, seed sources, stocking densities, feed management, use of biological products/environmental treatment inputs, and common disease-related issues.
    • Assess factors affecting the mangrove–aquaculture model, including mangrove cover, arrangement of mangrove trees within ponds, and the potential effects of mangrove vegetation on water circulation and aquatic animal growth conditions.
    • Identify training needs, technical support needs and key risks for participating households.

  2. Development of Technical Procedures and Implementation Plan
    • Develop a detailed technical plan for the integrated shrimp–crab farming model with mangrove forests, adapted to the actual conditions of the participating households.
    • Develop or refine practical technical guidelines for farmers covering pond preparation; water management; selection and quality checking of seed; stocking; stocking density management; feed management; shrimp and crab health monitoring; disease prevention; mangrove management within ponds; harvesting; and post-harvest pond sanitation.
    • Propose principles for the appropriate use of medicines, chemicals, biological products and environmental treatment inputs, prioritizing solutions that minimize environmental impacts and are consistent with ecological aquaculture practices.
    • Develop a minimum set of indicators for monitoring water quality and pond conditions, including guidance on measurement frequency and recording methods.
    • Propose criteria for assessing model performance in terms of technical, economic and environmental outcomes and compliance with the recommended procedures.
  3. Training and Technical Transfer
    • Design training content and programmes appropriate to the knowledge level and needs of participating farmers.
    • Organize or directly deliver training sessions on the mangrove–aquaculture model, ecological shrimp–crab farming, water quality management, disease prevention and mangrove management within ponds.
    • Combine theoretical training with practical, on-farm sessions; provide hands-on guidance on measuring water environmental parameters and responding to common situations.
    • Guide households in maintaining farming logs and records of water quality, seed quantities, feed, inputs and production.
    • Support local technical staff/key farmers to develop the capacity to continue providing technical guidance and sharing knowledge with other households.

  4. Field Monitoring and Technical Support
    • Conduct periodic monitoring visits and technical inspections at model ponds.
    • Monitor key stages, including pond rehabilitation and water preparation; stocking; the early farming stage; the growth stage; mangrove management within ponds; response to abnormal signs; and harvesting.
    • Check implementation of the farming procedures and compliance with recommendations on environmental management, seed, feed and disease management.
    • Analyze emerging issues and provide timely recommendations for corrective action.
    • Coordinate with project staff to collect data on water environment, growth, survival rate, production and economic indicators.
  • • Coordinate with the forestry expert/staff to ensure that aquaculture activities and mangrove management are implemented in a balanced and compatible manner. 5. Assessment, Synthesis and Recommendations for Scaling Up
  • Analyze shrimp and crab production results of participating households against technical, economic and environmental indicators.
  • Assess input costs, revenue, profit, labour efficiency and factors affecting the effectiveness of the model.
  • Assess the benefits and challenges of integrating mangrove forests with aquaculture.
  • Identify the conditions required for scaling up the model, including land conditions, water resources, technical requirements, household capacity, inputs and market access.
  • Propose procedures and a set of good-practice criteria for use by the project in training and scaling-up activities. Qualifications and Experience

  • Master’s degree or higher in aquaculture, fisheries, aquatic animal health/pathology, fisheries science, fisheries resource management, or a related field.
  • At least 7 years of professional experience in aquaculture; candidates with practical experience in shrimp–crab farming, improved extensive aquaculture, ecological aquaculture, or mangrove–aquaculture integrated systems are preferred.
  • Direct experience in training and providing guidance to farmers and monitoring brackish- water aquaculture models in the Mekong Delta; experience in the Duyen Hai area, Vinh Long Province is preferred.
  • Practical knowledge of water quality management, pond management, seed quality, nutrition, aquatic animal health, disease prevention and measures to reduce environmental impacts.
  • Ability to assess the economic performance of the model and translate technical findings into materials that are easy for farmers to understand and apply.
  • Strong communication and farmer-training skills, with the ability to work with communities and coordinate with government authorities, international organizations and multidisciplinary experts.
  • Experience in ecological aquaculture, Nature-based Solutions (NbS), mangrove restoration or mangrove–aquaculture integrated models is an advantage. Trong hợp phần hỗ trợ sinh kế và tập huấn, dự án dự kiến hỗ trợ giống thủy sản, vật tư xử lý môi trường ao nuôi, thiết bị giám sát chất lượng nước và tổ chức các hoạt động tập huấn, tham quan học tập về các mô hình nuôi trồng thủy sản bền vững, tuần hoàn, không xả thải.   • Đánh giá phương thức nuôi hiện tại, nguồn giống, mật độ thả, quản lý thức ăn, sử dụng chế phẩm/vật tư xử lý môi trường và các vấn đề dịch bệnh thường gặp.
  • Đánh giá các yếu tố ảnh hưởng đến mô hình rừng – thủy sản, bao gồm độ che phủ rừng, bố trí cây rừng trong ao, khả năng ảnh hưởng của cây rừng đến lưu thông nước và điều kiện sinh trưởng của thủy sản.
  • Xác định nhu cầu đào tạo, nhu cầu hỗ trợ kỹ thuật và các rủi ro chính đối với từng nhóm hộ. Xây dựng quy trình kỹ thuật và kế hoạch triển khai

  • Thiết kế nội dung và chương trình tập huấn phù hợp với trình độ và nhu cầu của nông hộ.
  • Tổ chức hoặc trực tiếp thực hiện các lớp tập huấn về mô hình rừng – thủy sản, nuôi tôm – cua sinh thái, quản lý chất lượng nước, phòng ngừa dịch bệnh và quản lý rừng trong ao.
  • Kết hợp đào tạo lý thuyết với thực hành tại ao nuôi; hướng dẫn trực tiếp cách đo các thông số môi trường nước và cách xử lý các tình huống thường gặp.
  • Hướng dẫn hộ dân ghi chép nhật ký nuôi, nhật ký môi trường nước, lượng giống, thức ăn, vật tư và sản lượng.
  • Hỗ trợ cán bộ địa phương/hộ nòng cốt có khả năng tiếp tục hướng dẫn và chia sẻ kỹ thuật cho các hộ khác. Giám sát và hỗ trợ kỹ thuật tại hiện trường
  • Thực hiện các đợt giám sát định kỳ và các chuyến kiểm tra kỹ thuật tại các ao mô hình.
  • Theo dõi các giai đoạn quan trọng: cải tạo ao và chuẩn bị nước; thả giống; giai đoạn đầu vụ; giai đoạn tăng trưởng; quản lý rừng trong ao; xử lý các dấu hiệu bất thường; thu hoạch.
  • Kiểm tra việc thực hiện quy trình nuôi và mức độ tuân thủ các khuyến nghị về môi trường, giống, thức ăn và quản lý dịch bệnh.
  • Phân tích các vấn đề phát sinh và đưa ra khuyến nghị điều chỉnh kịp thời.
  • Phối hợp với cán bộ dự án thu thập số liệu về môi trường nước, sinh trưởng, tỷ lệ sống, sản lượng và các chỉ tiêu kinh tế.
  • Phối hợp với chuyên gia/cán bộ phụ trách rừng để bảo đảm việc nuôi thủy sản và chăm sóc rừng được thực hiện hài hòa. Đánh giá, tổng hợp và khuyến nghị nhân rộng
  • Phân tích kết quả nuôi tôm – cua của các hộ tham gia theo các chỉ tiêu kỹ thuật, kinh tế và môi trường.
  • Đánh giá chi phí đầu vào, doanh thu, lợi nhuận, hiệu quả sử dụng lao động và các yếu tố ảnh hưởng đến hiệu quả mô hình.
  • Đánh giá các lợi ích và thách thức của việc kết hợp rừng ngập mặn với nuôi thủy sản.
  • Xác định các điều kiện cần thiết để nhân rộng mô hình, bao gồm điều kiện đất đai, nguồn nước, kỹ thuật, năng lực hộ dân, đầu vào và thị trường.
  • Đề xuất quy trình và bộ tiêu chí thực hành tốt để dự án sử dụng trong hoạt động tập huấn và nhân rộng.

Yêu cầu về trình độ và kinh nghiệm

  • Tốt nghiệp Thạc sĩ trở lên về nuôi trồng thủy sản, thủy sản học, bệnh học thủy sản, khoa học thủy sản, quản lý nguồn lợi thủy sản hoặc lĩnh vực liên quan.
  • Có tối thiểu 7 năm kinh nghiệm chuyên môn trong nuôi trồng thủy sản; ưu tiên ứng viên có kinh nghiệm thực tế với mô hình tôm – cua, nuôi quảng canh cải tiến, nuôi sinh thái hoặc nuôi thủy sản kết hợp rừng ngập mặn.
  • Có kinh nghiệm trực tiếp tập huấn, hướng dẫn nông hộ và giám sát mô hình nuôi thủy sản nước mặn tại Đồng bằng sông Cửu Long, ưu tiên khu vực Duyên Hải, Vĩnh Long.
  • Có kiến thức thực hành về quản lý chất lượng nước, quản lý ao, con giống, dinh dưỡng, sức khỏe thủy sản, phòng ngừa dịch bệnh và các biện pháp giảm tác động môi trường.
  • Có khả năng đánh giá hiệu quả kinh tế của mô hình và chuyển hóa kết quả kỹ thuật thành tài liệu dễ hiểu, dễ áp dụng cho nông hộ.
