Project Context and Scope
Within the framework of the regional project "Leveraging the Potential of Diaspora to Advance EU Accession and Labour Mobility in the Western Balkans (2025–2027)," IOM is supporting the Government of North Macedonia in strengthening migration management governance and advancing alignment with the EU acquis through evidence-based policy dialogue, institutional capacity-building, and multi-stakeholder cooperation.
As part of the project, IOM will organise a ‘national capacity building on preventing labour exploitation: strengthening cooperation among social partners and relevant stakeholders’, to strengthen dialogue on preventing labour exploitation and promoting fair and ethical labour practices. It will bring together representatives of workers’ organisations (trade unions), employers’ organisations, chambers of commerce, and other key stakeholders to discuss challenges, good practices, and opportunities for enhanced cooperation.
To support the successful preparation and implementation of this activity, IOM seeks to engage a local consultant to coordinate the organisational and technical aspects, moderate and facilitate the workshop discussions, and ensure the timely preparation of all related documentation and materials.
Objectives of the Assignment:
The overall objective of the assignment is to provide technical and organisational support for the preparation and successful implementation of the national capacity-building on migration management, with a focus on labour exploitation.
Specific objectives include:
Final workshop report summarising discussions, conclusions and recommendations.
All outputs should be delivered in a timely manner and in accordance with IOM quality standards.
Scope of Work
The expert shall undertake the following tasks:
Perform any additional coordination tasks related to the successful implementation of the activity, as requested by IOM.
Effective facilitation of workshop sessions, ensuring active participation, constructive dialogue and achievement of the workshop objectives.
Timely completion of all agreed deliverables.
Effective coordination with participating organisations and stakeholders.
Quality and completeness of workshop documentation.
Successful implementation of the capacity building.
Timely submission of the workshop report.
Responsiveness and regular communication with IOM throughout the assignment.
