For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), UN Volunteers with at least twelve (12) months of continuous service in IOM, staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Organizational Context and Scope
Under the overall supervision of the IOM Libya Chief of Mission (CoM) and the direct supervision of the Head of Programme Development Support Unit (PDSU), the Monitoring and Evaluations (M&E) and Information Management Officer will be responsible for providing information, guidance and support on monitoring and evaluation, learning and information management aspects to Programme Managers in International Organization for Migration (IOM) Libya as well as support of the implementation and reporting within the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027, the UN Migration Network and the migration related activities of the Sustainable Development Goals (SDGs) in line as well with the IOM Libya and Middle East and North Africa (MENA) Strategic Visions.
1. In collaboration with relevant Programme Managers, develop Monitoring and Evalutation (M&E) frameworks for all projects that include a specific M&E budget line and make plans to ensure that relevant funding is allocated and effectively consumed within the project timeframe.
2. Supervise and coordinate M&E data collection and consolidate them, and support the preparation of monthly, quarterly or annual programmes/projects reviews, process and operations monitoring, real-time, mid-term and final evaluations and lessons-learned workshops;
3. Be the focal point for ongoing Third-Party Monitoring (TPM) and coordinate relevant requests with programme managers in the mission and review inputs.
4. Work closely with project development teams to ensure M&E is embedded in project design and planning through elaboration and revision of the programmes/projects result matrix on a continuous basis, provide inputs in the areas of the objective hierarchy, indicators and monitoring mechanisms.
5. Build staff capacity on M&E and ensure that M&E arrangements meet international standards and comply with donor agreements.
6. Design, test and regularly review information and data collection tools ensuring the compliance with relevant monitoring and reporting requirements. Provide advice and guidance on the information and data collection process in coordination with the monitoring and reporting focal points.
8. Organize and ensure the regular sharing of M&E findings with relevant stakeholders in Headquarters (HQ), Regional Offices and other IOM offices/departments, and discuss and advise on monitoring data in the appropriate forum in a timely manner, particularly in terms of achieving objectives, existing bottlenecks, and implications for future action.
9. Ensure overall revision of reporting documents including but not limited to M&E activity plans and Final Evaluation Reports to ensure adherence to project objectives for submission to donors.
10. Supervise and coordinate the work and tasks of the Mission M&E and Information Management teams and keep a weekly activity log and planning.
11. Support IOM participation in the United Nations Strategic Development Cooperation Framework (UNSDCF 2023-27) process to ensure that the IOM inputs to annual reports and RGs forums are well reflected.
12. Support the mission implementation of Information Management and Common Feedback Mechanism systems, in close coordination with relevant programmatic departments, RO and HQ.
13. Provide capacity building support to relevant IOM Libya programmatic colleagues on M&E, IM and reporting.
14. Perform such other duties as may be assigned.

For this position, fluency in English is required (oral and written).
Working knowledge of Arabic and another official UN language (Chinese, French, Russian and Spanish) is an advantage.
