Officer, CATI Program Implementation

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The Federation in delivering its broader Humanitarian and Developmental mission, hosts the Country Support Platform (CSP) of the Global Task Force for Cholera Control (GTFCC) as an operational arm of the GTFCC.

The International Federation of Redcross and Red Crescent -Country Support Platform (CSP) working with Zambia RedCross Society (ZRCS) and Funding from Foreign Commonwealth Development Office (FCDO), supports the implementation and institutionalization of Case Area Targeted Intervention (CATI) approach in Priority Area for Multisectoral Intervention (PAMI) districts in Zambia. This work is undertaken in collaboration with the Ministry of Health (MoH), Zambia National Public Health Institute (ZNPHI), Disaster Risk Management Division (DRMD) and other relevant partners.
The CATI project supports the Government of the Republic of Zambia to strengthen cholera preparedness, prevention, early detection and response.

Reporting to the Regional Coordinator CSP, the CATI Program Implementation Officer (CATI PIO), Country Support Platform (CSP), will The CATI Program Implementation Officer (CATI PIO) will provide day-to-day technical and operational support for the planning, implementation, coordination, monitoring and reporting of CATI activities. The position will support the establishment and strengthening of Rapid Response Teams (RRTs), community-based surveillance, WASH and infection prevention and control activities, Risk Communication and Community Engagement (RCCE), and the timely activation and deployment of CATI interventions following suspected or confirmed cholera cases.

The Officer will also contribute to strengthening coordination and collaboration among IFRC, ZRCS, MoH, ZNPHI, DRMD and sub-national health structures, ensuring that CATI activities are implemented in accordance with national policies and guidelines, approved CATI Standard Operating Procedures (SOPs), IFRC procedures and relevant technical standards.

The CATI PIO will also work very closely with the National Cholera coordination secretariat to ensure effective and efficient cholera control activities at the national and facilitate the same at sub-national level, maintaining ongoing relationships with both national and sub-national counterparts to keep cholera as a key priority amidst competing demands. The role involves supervising and providing capacity-building support for local government staff involved in CATI and NCP implementation, as well as monitoring and evaluating the progress of cholera control implementation at both national and sub-national levels.

The CATI PIO will ensure alignment with the multi-sectoral approach to cholera control as elaborated in the GTFCC cholera roadmap bringing together technical expertise in epidemiology, surveillance, laboratory testing, community engagement, immunization, and WASH to serve country level requirements.

The CATI Program Implementation Officer (CATI PIO) will be responsible for supporting the implementation of CATI activities at national and sub-national levels, ensuring quality, timely delivery and alignment with national strategic guidelines. The role will encompass program planning, technical assistance, stakeholder engagement, coordination, monitoring and evaluation, operational research, reporting, advocacy and resource planning to contribute to sustained cholera prevention and control in Zambia.

Program Management

• Under the guidance and oversight of the CSP Regional Coordinator, provide technical and operational support for the roll-out, implementation and institutionalization of the CATI approach for cholera control in Zambia.
• Support the development, finalization, endorsement, launch and roll-out of CATI Standard Operating Procedures (SOPs) at national and sub-national levels, ensuring they are practical, comprehensive and aligned with national policies, strategies and technical guidance
• Work closely with national and sub-national counterparts to develop CATI activity plans, implementation schedules and budgets and support their effective execution
• Support the integration of CATI activities into existing national and sub-national cholera preparedness and response plans and structures.
• Support the mobilization, planning and efficient use of resources required for CATI implementation.

National Cholera Plan

• With oversight from the CSP Regional Coordinator, support the finalization, endorsement, launch, and roll-out of NCPs at national and sub-national levels, ensuring they are comprehensive, actionable, and aligned with national health strategies.
• Work day-to-day with national and sub-national counterparts and stakeholders to develop activity plans, budgets, and investment cases to support the NCPs.
• Maintain ongoing relationships with national and sub-national counterparts, including government entities, NGOs, and local communities, to ensure cholera remains a key priority.
• Facilitate multi-sectoral collaboration by engaging stakeholders from various sectors such as Health, WASH, Development, and Local Government.
• Ensure that cholera control activities are integrated into broader national health and development.

• Advocate for the inclusion of cholera priorities in national policies and funding

Technical Support

• With supervision from the Director, Emergency Preparedness and Response at the Zambia National Public Health Institute (ZNPHI), work closely and oversee the operations of the cholera coordination secretariat to drive Zambia’s National cholera control agenda. Support ZNPHI, MoH and sub-national health authorities to strengthen community-Based Surveillance, early warning and early detection systems in PAMI districts.
• Develop and deliver tailored capacity-building activities for health workers, Community-Based Volunteers (CBVs) and other stakeholders involved in cholera preparedness and response.
• Support the timely activation, coordination and deployment of CATI RRTs following notification of suspected or confirmed cholera cases.
• Ensure that CATI interventions are implemented in accordance with approved national guidelines, CATI SOPs, technical standards and relevant IFRC procedures.
• Support the integration of RCCE into all CATI preparedness and response activities and deployments, Support the planning and implementation of WASH interventions, including household water treatment, hygiene promotion, water quality monitoring during CATI deployments.

• Contribute to procurement planning, prepositioning and management of CATI supplies, equipment and logistics.
• Support the integration of cholera preparedness and response activities into broader national health emergency preparedness and development strategies.
• Support preparedness and response to other public health emergencies, including Ebola Virus Disease (EVD), measles, mpox, and other emerging and re-emerging infectious disease outbreak.

Coordination

• With supervision from the Director, Emergency Preparedness and Response at the Zambia National Public Health Institute (ZNPHI), work closely and oversee the operations of the cholera coordination secretariat to drive Zambia’s National cholera control agenda. Support ZNPHI, MoH and sub-national health authorities to strengthen community-Based Surveillance, early warning and early detection systems in PAMI districts.
• Under guidance from the CSP Regional Coordinator, work closely with government counterparts, other agencies, NGOs, and stakeholders involved in cholera control to ensure a unified approach and the rollout of the NCP to sub-national level.
• Work under the guidance of the Regional Coordinator to align national activities with regional strategies and objectives.
• Participate in regional coordination meetings and share insights from the national level as requested.
• Facilitate the sharing of information and best practices between different organizations and sectors.
• Oversee cholera emergency response efforts at the national and sub-national levels, ensuring rapid and effective action, as requested.

Monitoring

• Facilitate the development and maintenance of information management systems for tracking NCP progress.
• Ensure accurate and timely data collection, analysis, and dissemination.
• Prepare regular reports on NCP implementation, highlighting achievements, challenges, and recommendations.
• Contribute to internal and external reporting requirements, ensuring compliance with IFRC and donor protocols.
• Participate in periodic reviews and evaluations of NCP activities to assess effectiveness and inform future planning.

• Relevant Medical degree or post-graduate study in a public health field, international health, or program management. (Required)
• Relevant degree or post-graduate study in a Public Health or management field experience. (Preferred)

• At least 5-7 years working experience in a role in a field-based position in humanitarian or developmental programming. (Required)
• At least 5 years’ working experience in facilitation and coordination of multi-sectoral actors preferably in a management or coordination role. (Required)
• At least 5 years’ experience in a multicultural environment, working within government set-up and/or with an international organisation or INGO. (Required)
