Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.

In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.

We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.

Purpose

Health Field Officer 2 contributes to implementing, running, and monitoring the health program(s) in cooperation with the health team, according to the objectives set out in the delegation's annual planning (Planning for Results) for a specific geographic area or field of activities. Based on the skills required for this position, s/he has the capacity to oversee programs with a degree of autonomy (e.g., delegations with remote management) and/or deliver services with autonomy (e.g., health facility settings) and contributes actively to planning and coordinating health activities at field level.

Relationships

• Internally, interacts with health staff (Health Coordinator, Deputy Health coordinator, Program Managers, Health Delegate, Health Field Officers), Head of operations, other departments at the Sub-delegation level.
• Externally, interacts with national health authorities, international and local stakeholders (International Red Cross and Red Crescent Movement partners, UN, NGOs) in his/her geographic area or field of responsibility.

Functional Responsibilities

• • Implements health programs within his/her geographic area or field of responsibility/ expertise.
  • Assists the health delegate and the health coordinator in designing operational strategies and planning the health program(s) at local/facility and national levels.
  • Conducts assessments and regular field visits (when relevant) to monitor activities and health-related threats to the population.
  • Ensures proper management of information collected and appropriate, relevant reporting.
  • Participates in analysis of and reflection on the overall health situation; contributes to realistic project proposals in line with the delegation's objectives and priorities.
  • Helps organize meetings; advises staff members on various matters such as culture, politics, the economy, security, etc.
  • Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
  • Interprets at meetings and translates documents into local languages.
  • Liaises and builds networks with local stakeholders to facilitate communication on and coordination of activities, thereby ensuring more efficient implementation of health programs. Represents the ICRC vis-à-vis national authorities.

Delegation Specific Duties

• Assesss, identifies, and prioritizes the health needs of a given population, considering vulnerable groups and community coping mechanisms and involvement.
• Communicates and reports on the health context and population needs as well as on relevant local security and policy matters.
• Contributes to the design of project proposals and ICRC contingency plan for the AoR.
• Attends coordination meetings with stakeholders and maintains networks with them to ensure the efficient implementation of health programs.
• Provides relevant assistance responses as per the MoU with TRHB, ICRC guidelines, and national standards.
• Ensures donations of medical and non-medical items are requested according to the needs, by the agreed deadline, and follows up on process of donations to the targeted health facilities.
• Ensures improved access to health services and continuum of care in the assigned geographical area by engaging stakeholders working at community level (Woreda health, HEWs, etc.), and managing support with cash for referrals through the targeted health facilities.
• Monitors the projects implementation on regular basis and adjusts activities as required, under the supervision of the health delegate.
• Reports on conducted field visits and meetings, and with data analysis collected according to ICRC guidelines.
• Analyses health facilities collected/reported from supported health facilities.

Delegation Specific Duties 2

• Collaborates with ICRC staff working in assistance and protection departments to address common interest and cross-cutting related issues.
• Develops and promotes Health Care in Danger-related initiatives, and report on incidents according to ICRC guidelines in coordination with protection department.
• Ensures the reports and documents are up to date.
• Supports the Health team members in the field and cover gaps.
• Replaces the HiD focal point in his absence when needed.
• Replaces the Health Delegate in his absence when needed.
• Occasionally Assists the staff health focal point during severe medical evacuations from the field.

Certifications / Education and Professional experience required

• Degree in medicine or nursing midwifery.
• Qualifications in public health or health management a strong asset.
• Fluent written and spoken command of the local working language Tigrigna as well as English.
• Licence to practice in his/her own country (Ethiopia).
• 3 to 5 years of total work experience (including 2 years of clinical experience) with minimum 2 years’ experience in the humanitarian sector.
• Good connections with local health authorities or groups of interest for the ICRC.
• Excellent knowledge of the assigned geographic area.
