This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union's bank, is seeking to recruit for its Projects Directorate (PJ), Housing, Cities and Regions Department (HCR), Urban Mobility Division (URBMOB), at its headquarters in Luxembourg, an Associate Sector Specialist - Urban Mobility*.
This is a full-time position at grade 4. The term of this contract will be 3 years.

Join the EIB's Projects Directorate and contribute, as part of multidisciplinary teams, to the due diligence of transport and urban mobility projects and programmes. You will assess their technical, economic and financial viability, market relevance, policy consistency and expected impact in order to support robust EIB investment decisions and the Bank's EU Climate Bank mandate.
You will join the Urban Mobility Division (URBMOB) within the Housing, Cities and Regions Department (HCR) of the Projects Directorate and report to the Head of Division. You will work closely with sector and senior executive staff in the Department, as well as colleagues across other EIB services.
The Division manages a large and geographically diverse portfolio of operations, with a significant concentration of operations outside the European Union, including active operations in Ukraine. The role is likely to include work on this portfolio and may require travel to Ukraine in line with security requirements.
In this role, you will work closely with professional staff in the Urban Mobility Division and Housing, Cities and Regions Department, other teams in the Projects Directorate, and colleagues in Lending, Global and Portfolio Management and Monitoring. You will contribute within multidisciplinary teams throughout the appraisal and monitoring of transport and urban mobility operations.
You will also engage with firms, organisations, public authorities, European Union institutions, project promoters and other relevant counterparts, including through advisory assignments, selected sector events and project-related exchanges.
The following activities will be carried out with the backing and under the supervision of senior experts, and mainly in support of their work:
University degree (minimum equivalent to a Bachelor degree) in civil or transport engineering, transport economics or another relevant technical discipline.
At least 3 years of relevant professional experience in the infrastructure sector; experience in the transport sector would be an advantage.
Strong analytical thinking skills.
Experience in industry and/or technical or management consulting, as well as exposure to technology, market, and environmental analysis, would be considered an advantage.
Experience of applied quantitative methods, economic and financial modelling, including cash flow modelling, cost-benefit analysis and risk analysis would be considered as an advantage.
Excellent knowledge of English and/or French, with a good command of the other (**). (Knowledge of other languages, especially Ukrainian, Russian, German, Polish and Arabic, would be an advantage).

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
