Finance Specialist - Internal only

Duty Station : Sittwe

Report to : Support Services Manager

Overall purpose of the role:

Under the supervision of Support Services Manager (SSM) the Finance Specialist will ensure that all financial functions within Rakhine state, including moderate planning, analysis, accounting, payments & payroll, budgeting, financial reporting, grant financial management, and day-to-day tasks, and ensure compliance are done effectively and in a timely manner in adherence to DRC’s Internal Controls and support.

Responsibilities:

• Support the development and implementation of financial management capacity building of staff and partner finance staff if possible.
• Provide technical support and advice to the area finance team.

Financial Management:

• In close cooperation with Managers in geographical area reinforce existing procedures and systems for financial and budget management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines and donor requirements
• Support to the supervisor timely delivery of quality financial BFU reports and staff and operation allocation.
• Ensure compliance with relevant area statutory and other financial obligations such as tax, levies and statutory returns
• Monthly financial briefings to relevant Manager and monitor forecasting in timely where in needs and report to the relevant budget holders
• Ensure thorough and effective budgetary control in the area programs
• Liaise with relevant Managers on key financial issues for all programs in the area level, including co-funding, financial reporting, key variances and any remedial action
• Collecting cash forecasts from all Program Managers and requesting funds in a timely manner
• Maintain a continuous overview of funding levels and pay particular attention to shared support costs, including staff salaries
• Ensure all required documentation for financial audits in cooperation with Coordination staff and prepare for local audit if needed
• Ensure monthly meetings are held with project managers to discuss key variances, reasons for these, and any remedial action that is required
• Contribute to the development of proposals with regards to budgeting in cooperation with Managers
• Responsible for providing specialized knowledge and operational know-how within a specific discipline
• May also have technical line responsibilities, but generally on technical or operational matters

Financial Accounting, Management and Reporting:

• Reviewing over month end accounting cycle in Dynamics including bank & cash reconciliations.
• Oversee maintaining of the timely and accurate accounting records in compliance with DRC policies and procedures for the Sittwe office.
• Monitor day-to-day accounting functions, including regular cash verification, cash/bank reconciliation, monthly closing cashbooks, outstanding advances, timely submission of accounts to CO.
• Monitor payments to suppliers and recurrent expenditures are made in a timely manner and authorization is done as per Area IDRA
• Monitor is all financial documents filed and archived systematically and safely stored.
• Ensure cash flow of field offices is maintained; Coordinate with program managers to get bi-weekly projections and supervise CTRs and send them to CO.
• Support SSM in developing and updating the Master budget preparation.
• Technical support for financial analysis/ budget implementation/ budget revision in accordance with donor’s guidelines and compliances.

DRC Dynamics ERP System

• Ensure that processes under supervision are handled properly via DRC Dynamics
• Ensure ERP finance functionalities are properly used by concerned staff and team has proper knowledge and access to information to use DRC Dynamic

Any other duties relating to the nature of the job as requested by the Manager

Required experience and technical competencies

• Master’s degree in finance/accounting or business administration or professional certification in accounting.
• Minimum 3 years of international practical experience in financial management
• Proven experience in managing large budgets
• Competence in providing technical guidance and training
• Proven experience in working with national partners, local/government authorities
• Working experience with relevant donors (e.g. UNHCR, ECHO, SDC, UNICEF, OKF or NORAD guidelines)
• Advanced proficiency in Excel
• Full professional proficiency in English
• Fluency in local language

Condition

Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band G2- non management. Only applicants who can work and be based in Sittwe, Rakhine State, are eligible for this position.
