State Program Officer - Type 1 Diabetes

Program Overview

Type 1 Diabetes (T1D) is an auto-immune condition characterized by reduced ability to produce insulin in the body, leading to a lifetime dependence on insulin for survival. The condition is associated with a significant strain and poor quality of life and leading to a high financial burden for people living with Type 1 Diabetes (PLT1D) and their families. However, with access to timely diagnostic, initiation on treatment and proper management of the condition, people living with T1D can lead healthy and productive lives, while achieving life expectancy comparable to the general population.

There are an estimated 9.4 million PLT1D globally, with India having the second highest share accounting for 8%-10% of the global prevalence. However, nearly 18% of children and adolescents with T1D (~0.3 million) live in India, the highest in the world. The incidence of T1D in the 0-19 age group is increasing more than any other age group. The estimated global incidence of T1D in the 0-19 age group was 8.15 per 100,000 in 2024 and is estimated to increase to 13.95 per 100,000 by 2040.

While the burden of T1D has continued to rise over the years, survival has remained poor. Survival rates for children and adolescents with T1D in India is worse compared to countries with similar socio-economic development. On average, in India, PLT1D is estimated to lose approximately 42 healthy years of life due to the combined effects of premature mortality, illness, and disability associated with the condition.

There is an urgent need to strengthen access to services and care for T1D. WJCF’s T1D program aims at strengthening and improving access to quality T1D care in India, with the overall goal of achieving longer, healthier, and more productive lives for PLT1D. The program aims to address critical barriers to access and delivery of quality T1D care in India by building awareness, improving access to detection, diagnosis, treatment, and follow-up services and care, enabling treatment adherence and self-management, and strengthening governance and policy framework for delivery of T1D care.

Position Summary

WJCF is looking for a driven, detail-focused professional with strong coordination skills and a proven track record in operations and stakeholder management to take up the role of State Program Officer, T1D (MP). The SPO will provide catalytic support to the program coordination function of WJCF's Type 1 Diabetes (T1D) program in Madhya Pradesh, contributing to the initiative to operationalise approximately 35 new T1D clinics. The position exists to speed up progress on core programmatic work — routine follow-up with PLT1D, tracking how Mission Madhuhari is progressing on the ground, maintaining and managing T1D operational trackers, and making sure implementation issues are escalated and resolved without delay.

The person we are looking for brings excellent interpersonal skills, works well independently, stays flexible, is at ease coordinating operations across cross-functional teams, and holds a high bar for their own work. 1. Program Implementation and Operational Coordination

• Offer day-to-day operational supervision and hands-on support to District Program Coordinators, including joint workplan development aligned with prevailing state-level priorities
• Convene and lead weekly or bi-weekly reviews to track implementation progress, surface bottlenecks, propose corrective measures, and follow through on agreed action points
• Drive the set-up and ongoing functioning of T1D clinics in line with approved phased scale-up plans, keeping trackers current on readiness, implementation status, milestones achieved, key gaps, and outstanding actions
• Follow up regularly with schools and colleges on the establishment and functioning of T1D/Madhuhari Corners, and help ensure planned activities happen on time
• Routinely flag under-performing geographies, districts, or clinics and travel to those locations to help DPCs get to the root of the problem. To strengthen this support, the SPO may cultivate working relationships with government officials at state, district, and health facility levels.
• Monitor availability of insulin, syringes, glucometers, test strips, HbA1c consumables, and cold chain integrity at clinics; coordinate with state and district supply chain officials to pre-empt and resolve stock-outs
• Oversee PLT1D enrolment and follow-up processes — keep the PLT1D registry current, track scheduled follow-up visits, and drive tracing and re-engagement of PLT1Ds lost to follow-up
• Coordinate training and refresher sessions for clinic teams (physicians, nurses, counsellors, and FLWs), and provide on-site mentoring during field visits
• Support awareness and demand-generation activities across schools, communities, and health facilities in coordination with the state team

2. Monitoring, Reporting, and Quality Assurance

• Contribute to performance management, capacity-building, and quality improvement through regular feedback, coordination, quality assessments, and field validation visits, in consultation with the state-level WJCF team
• Prepare progress dashboards, review decks, and briefing notes for state and divisional review meetings, and represent WJCF in these forums alongside the State Lead

3. Coordination, Risk Management, and Administrative Support

• Establish and sustain strong working relationships with relevant state, divisional, and field stakeholders so that implementation runs smoothly and activities are delivered on schedule
• Spot operational and systemic challenges, help put mitigation measures in place, and escalate high-priority risks or issues so they are resolved in time
• Support planning and execution of activity budgets, procurement, travel, and logistics for trainings, field visits, and state-level events, including follow-through on approvals and expense documentation
• Support recruitment, onboarding, and performance appraisal of District Program Coordinators, and mentor them on the ground
• Document SOPs, case studies, and best practices emerging from Madhya Pradesh for replication across other states
• Keep activities aligned with approved implementation plans and take on additional or ad hoc workstreams assigned by the program leads, including coordination, follow-up, and documentation support for emerging priorities during scale-up

• Bachelor's degree in public health, social work, healthcare management, social sciences, or a comparable discipline. A Master's in public health (MPH) or in Hospital/Healthcare Administration is preferred.
• Minimum 10 years of experience across public health programs, healthcare operations, field implementation, and program coordination, including supervising district or program coordinators and health facility staff, allocating tasks, following up, and monitoring performance.
• Direct experience working with NHM and state health department structures, government reporting systems, and public health portals.
• Proven ability to manage multiple program priorities under tight timelines across varied geographies — identifying roadblocks, planning and deploying course corrections down to the health facility level, and escalating issues through the right channels without delay.
• Experience tracking key indicators, maintaining reports, and circulating operational updates promptly.
• Strong communication and coordination skills for working with government officials at state, district, and health facility levels, as well as with partner agencies.
• Hands-on experience with programmatic M&E and joint activity planning with field teams. Experience managing large field teams is an added advantage.
• Working proficiency in MS Office, data management, and documentation.
• A demonstrated sense of accountability, adaptability, and a collaborative way of working.
• Fluency in Hindi and English, written and spoken.
• Willingness and ability to travel extensively across program geographies (approx. 50-60% of time), in discussion with the program lead.
