UN Women ECARO works on analysis, research, and knowledge management that provides the evidence base to UN Women country and regional office on gender equality and women's empowerment. Furthermore, UN Women Europe and Central Asia Regional Office (ECARO) develops and manages regional level programmes and provides policy and technical support to regional and country offices on ending violence against women (EVAW) and women’s economic empowerment (WEE).
The EU-funded UNDP and UN Women regional -programme “EU4 Gender Equality – Women’s Economic Empowerment and Ending Violence Against Women in the Western Balkans” aims at addressing women’s barriers to entrepreneurship and active safe participation in the green and digital economy and creating enabling environment for increased economic opportunities as well as to advocate and provide technical assistance for the introduction of specific gender-sensitive normative and regulatory frameworks and services of survivors of violence against women including technology-facilitated violence.
To this end, UN Women will undertake research to produce non-available comparable recommendations for improving the women’s entrepreneurship ecosystem in the IPA beneficiaries, mentor women entrepreneurs to accelerate their ' access to markets and finance and build disadvantaged women’s digital skills. UN Women will also build the capacity of key stakeholders in the referral system, including government, policymakers, law enforcement officials, the judiciary, the health sector, and civil society organizations, to provide quality, coordinated offline and digital services for survivors of violence, including online and technology-facilitated violence is strengthened; while it will partner with women’s rights organizations, service provider, media and tech companies to develop regulatory frameworks, tools and initiatives to prevent and respond to violence against women.
UN Women Country Office in Bosnia and Herzegovina (CO BiH) is looking for a Monitoring Analyst, to work alongside a team of Monitoring Officers from other IPA beneficiaries i.e. Albania, Kosovo, Montenegro and North Macedonia, to support implementation and monitoring of the UN Women component of the regional programme “EU4 Gender Equality – Women’s Economic Empowerment and Ending Violence Against Women in the Western Balkans” and contribute to achieving the intended results, under the portfolios on EVAW and WEE.
Reporting both to the Programme Management Specialist at CO BiH and to Regional Programme Analyst, under the overall supervision of the BiH Country Representative, the Monitoring Analyst is estimated to dedicate approx. 12.5% of their work time under each of 4 outputs, mainly for overseeing and monitoring the work of specific implementing partners and external consultants, and overall partnership engagement and building at IPA beneficiary/national level. In total for the overall programme, the Monitoring Analyst will be engaged at 50% in UN Women BiH Sarajevo Office.
The Monitoring Analyst will facilitate the delivery of UN Women programme by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develop enhancements if necessary and work in close collaboration with the programme and operations team, UN Women Regional Office personnel, Government officials, the donor and civil society ensuring successful UN Women programme implementation.

Education and Certification:
• Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required.

• A project/programme management certification would be an added advantage.
Experience:
• At least 1 yearof relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
• Proven experience in the EVAW and WEE areas is desirable
• Proven experience coordinating and liaising with government agencies and/or donors is desirable.
• Experience in managing/implementing EC funded projects/initiatives is an asset.
• Demonstrated experience at developing detailed reports for donors in an asset.
• Demonstrated experience in supporting more than one office simultaneously is an asset.
Languages:
• Fluency in English and BCS is required.
