Duty Station of the Consultancy: Port Moresby, Papua New Guinea, with extensive field travel across provinces.

Duration of Consultancy: The assignment will be for an initial period of six (6) months, with the possibility of extension subject to satisfactory performance, availability of funding, and continued organizational need.

Nature of the consultancy: Provision of specialised technical leadership to design, establish, and support the implementation of an integrated Monitoring, Evaluation, Accountability and Learning (MEAL) system across IOM Papua New Guinea programmes. The consultant will design and strengthen MEAL frameworks, tools, and capacities while ensuring practical operationalisation and sustainability within mission structures.

Project Context and Scope: Papua New Guinea experiences complex mobility dynamics driven by natural hazards, climate change, displacement, migration pressures, and structural development challenges. IOM Papua New Guinea manages an expanding and diverse portfolio covering humanitarian assistance, disaster risk management, migration, environment and climate change, durable solutions, peacebuilding and community stabilization, immigration and border governance, protection and counter-trafficking, labour mobility, and social inclusion.

To strengthen programme quality, accountability to affected populations, risk-informed decision-making, and compliance with donor and institutional requirements, IOM Papua New Guinea seeks specialized technical support to design, operationalise, and manage a mission-wide Monitoring, Evaluation, Accountability and Learning (MEAL) system.

This consultancy will provide technical leadership to establish and oversee integrated MEAL frameworks, processes, and tools across the mission, ensuring consistent implementation and practical application within programme cycles. The consultant will lead the development and rollout of MEAL approaches aligned with IOM’s global Evaluation and Monitoring Policies, the Results-Based Management (RBM) Roadmap, Strategic Results Framework (SRF), donor requirements, and UN Country Team (UNCT) reporting frameworks, while strengthening internal capacity to sustain the system beyond the consultancy period.

 

Organizational Department / Unit to which the Consultant is contributing:  Programme Support Unit (PSU). The Consultant will work under the overall supervision of the Chief of Mission and the direct supervision of the Project Development and Reporting Officer and in close technical coordination with the Regional MEAL and Risk Management Officer (Bangkok), while collaborating with Project Managers, field teams, partners, and the Data Analytics Unit.

a) MEAL System Design, Implementation and Management

  • Lead the design, operationalisation, and ongoing management of a mission-wide MEAL system aligned with IOM Evaluation & Monitoring Policies, the RBM Roadmap, PRIMA requirements, and donor frameworks.

  • Develop, review, and refine country-level MEAL strategies, frameworks, tools, and workplans to ensure consistent application across all programming portfolios. 

  • Ensure appropriate integration and implementation of MEAL into project design, results matrices, theories of change, monitoring plans, and proposals.

  • Oversee project risk monitoring processes, including maintenance and updating of Project Risk Register Matrices and Risk Treatment Plans, ensuring MEAL inputs inform risk-informed decision-making.

  • Establish and apply quality assurance mechanisms, including data quality assurance (DQA), indicator validation, and field verification.

  • Maintain and periodically adjust programme and project monitoring frameworks in coordination with Programme Managers, senior management, and the Information Management/Data Analytics Unit to ensure alignment with country-level MEAL strategies and institutional requirements.

  • Coordinate identification of key performance questions, indicators, and monitoring parameters, ensuring alignment with the Strategic Results Framework (SRF) and institutional reporting systems.

b) Monitoring and Evaluation

  • Oversee the design and implementation of monitoring frameworks, real-time monitoring systems, outcome monitoring, and Post-Distribution Monitoring (PDM).

  • Ensure alignment of MEAL tools with global standards and promote the consistent use of digital data collection platforms (e.g. Kobo, ODK, CommCare).

  • Lead or technically support baseline, midline, endline surveys, evaluations, feasibility studies, and special studies as required.

  • Support the management of external evaluations, including drafting or reviewing TORs, advising on consultant selection, and quality review of evaluation reports.

  • Contribute to inter-agency and UN monitoring initiatives, including UNSDCF-related assessments and joint evaluations.

  • Supervise and coordinate MEAL support activities carried out by staff and field focal points, including workload planning, mentoring, and performance monitoring to ensure full coverage of monitoring and evaluation activities across project cycles.

  • Monitor compliance of monitoring and evaluation arrangements with donor, UN, and institutional requirements, ensuring that evaluation findings and monitoring reports are uploaded to relevant institutional systems including PRIMA.

  • Review existing sectoral and socio-economic data sources and methodologies to strengthen baseline development, analytical studies, and evidence generation.

c) Accountability to Affected Populations (AAP)

  • Provide technical support for the implementation and strengthening of IOM’s AAP framework, including information sharing, community engagement, and feedback and complaints mechanisms.

  • Support the establishment and/or strengthening of functionality of inclusive, confidential, and culturally appropriate feedback systems.

  • Set up and manage systems to collate, and analyse feedback trends and ensure timely responses and closing of feedback loops.

  • Promote protection principles, gender equality, and disability inclusion across MEAL activities.

d) Learning, Research and Knowledge Management

  • Facilitate learning processes such as after-action reviews, learning reviews, pause-and-reflect sessions, and thematic learning events.

  • Support the development of knowledge products, including learning briefs, evaluation summaries, analytical reports, and research outputs.

  • Promote the use of evidence and lessons learned to inform programme adaptation and decision-making.

  • Provide technical inputs to research initiatives relevant to migration, displacement, resilience, and protection in Papua New Guinea.

  • Ensure systematic dissemination of monitoring and evaluation findings to stakeholders through regular learning briefs, evaluation digests, and knowledge-sharing platforms, and facilitate discussions of findings to address implementation bottlenecks and corrective actions.

e) Reporting, Communication and Data Use

  • Lead the drafting and technical MEAL review  of donor reports, government submissions, institutional reporting products, and coordinate IOM inputs to UNCT frameworks.

  • Lead the review and quality assurance of partner and field reports for data quality, consistency, and alignment with approved indicators.

  • Support the development of dashboards and data visualizations in coordination with the Data Analytics Unit.

  • Contribute to situation reports, project briefs, and analytical products as required.

  • Draft regular monitoring updates and performance analyses for internal and external stakeholders, highlighting implementation bottlenecks, risks, and recommended corrective measures.

f) Capacity Strengthening, Coordination and Representation

  • Provide technical mentoring and capacity-building support to staff, partners, and community focal points on MEAL, RBM, AAP, evaluation methods, and digital data collection.

  • Design and deliver MEAL-related trainings and workshops as required.

  • Represent IOM PNG in MEAL, AAP, assessment, and monitoring technical working groups and coordination fora, as requested.

  • Support MEAL inputs to project development processes, including concept notes and funding proposals.

  • Ensure that project proposals and budgets include adequate provisions for monitoring, evaluation, and learning activities, including evaluations and data collection requirements.

  • Participate in partner selection and oversight processes related to surveys, studies, and evaluations, including development/review of TORs and quality assurance of deliverables.

Performance indicators for the evaluation of results

  • MEAL systems and tools developed or strengthened and effectively applied across projects.

  • Improved quality, consistency, and timeliness of monitoring data and evaluation outputs.

  • Functional AAP mechanisms with documented analysis and response to feedback.

  • Learning products produced and evidence of their use in programme adaptation.

  • Timely and accurate MEAL contributions to donor, institutional, and UN reporting.

Education, Experience and/or skills required

Education

  • Master’s degree in International Development, Social Sciences, Public Health, Statistics, Economics, Migration Studies, or related fields with at least two (2) years of relevant experience; or

  • Bachelor’s degree with at least four (4) years of progressive professional experience in MEAL.

Experience and Skills

  • Demonstrated experience in MEAL within humanitarian and/or development contexts.

  • Strong knowledge of RBM, monitoring systems, evaluation methodologies, and data analysis.

  • Experience working with UN agencies, INGOs, government counterparts, and community-based structures.

  • Experience supporting AAP mechanisms and community engagement approaches.

  • Proficiency with digital data collection tools (e.g. Kobo, ODK, CommCare, PRIMA).

  • Strong analytical, reporting, facilitation, and coordination skills.

 

Travel required: Frequent in-country travel, including to remote and hardship locations.

 

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
