Background

Roles and responsibilities

The MEAL Coordinator will ensure quality and coherence of MEAL activities in the Area office. This person will play a key role in providing technical support on implementing MEAL plans. This includes advising on data collection, data management, and data analysis according to the Country MEAL SOP and program needs as well as maintaining quality programme and enhancing downward accountability. 

Generic Responsibilities

  1. Develop and maintain accountable and useful MEAL systems.

  2. Facilitate data analysis that supports decision making, learning, and accountability.

  3. Capture and disseminate lessons learned from monitoring data, PDMs, PCM reviews, evaluations, program studies, and assessments.

  4. Provide technical support to MEAL planning and activities and lead MEAL capacity building.

  5. Manage Area Office Evaluations assuring the quality of the process in close coordination with the project teams.

  6. Manage material and financial MEAL resources in close collaboration with relevant departments.

  7. Plan and manage data collection processes, ensuring data is gathered in a timely and appropriate manner and to an acceptable quality. 

  8. Manage or support data analysis and information presentation activities.

 

Specific responsibilities:

  • Participate in program design and proposal discussions, including support log frame design, and budgeting for MEAL activities in the area office.

  • Support the formulation of the MEAL Matrix and plans to address indicator reporting requirements and ensure the data sets are configured into GORS.

  • Support in developing data collection methodology and tools, and in actual data collection, as needed.

  • Provide technical support on outcome monitoring methodologies, data analysis plan and reporting.

  • Support analysis, reporting and visualization of data capture efforts by field teams. 

  • Ensure that monitoring data are reported in a timely manner to relevant program and managerial staff.

  • Support in Conducting beneficiaries’ verifications exercises. 

  • Oversee/Supervise data enumerators during assessments and any data collection process.

  • Capacity building and training of program staff on MEAL SOP, technical and conceptual areas, as needed.

  • Conduct data quality checks on data reported on GORS to ensure is accurate and address any errors. 

  • Participate in Project review meetings and present M&E data for use.

  • Organise Learning moments withing the area office to promote data

Generic professional competencies

These are skills, knowledge and experience that are important for effective performance. 

 

  • At least 2 years of experience in an international NGO preferably in an emergency or post-conflict setting, including MEAL capacity and systems development.

  • Demonstrated ability to present data and convey information clearly and concisely.

  • Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.

  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.

  • Fluency in both English and Arabic (speaking, reading, writing)

  • Computer skills, including MS Office (Proficiency in Word, Excel is required; familiarity with R, Stata, SPSS or other data analysis’ packages is strongly preferred)

  • Experience with Kobo and other mobile data capture services. 

  • Experience with qualitative and quantitative data collection and analysis
