UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment. Under its Strategic Note 2023–2027, UN Women Jordan promotes women’s economic empowerment, gender responsive governance, and women’s political participation, while implementing a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women in camps and host communities, in support of the Jordan Response Plan.
Within this framework, UN Women, in partnership with the Ministry of Social Development (MoSD), is implementing the Oasis Programme to redesign, transition, and institutionalize the Oasis Model within national social protection frameworks. The programme is supported through multi-donor contributions, including the European Union, and aims to strengthen national systems and capacities for planning, implementation, monitoring, reporting, coordination, and evidence-based decision-making related to Oasis services.
MoSD plays a central role in overseeing Oasis centers operating within Local Community Development Centers (LCDCs) across host communities. To further strengthen programme implementation and ensure consistency in monitoring, reporting, data management, and learning, UN Women seeks to recruit a Monitoring and Evaluation (M&E) Consultant to provide continuous technical assistance. The M&E Consultant will support the overall programme M&E function, including:
• Strengthening MoSD’s monitoring, reporting, and data management systems related to Oasis implementation; and
• Supporting UN Women’s broader programme-level M&E requirements, including coordination and partnerships with key stakeholders such as the Vocational Training Corporation (VTC) and other partners, ensuring coherence across interventions and results frameworks.
The consultant will contribute to programme outputs by supporting monitoring of service delivery, livelihoods, skills development, leadership activities, and progress toward women’s empowerment outcomes through improved data systems, strengthened oversight, and enhanced reporting practices. The consultant will work under the overall supervision of the Programme Manager and in close coordination with a designated focal point within MoSD/ Productivity Enhancement and Housing Directorate, ensuring alignment with programme objectives and contributing to improved systems, tools, and processes that support institutionalization, sustainability, and learning across the programme.
