Job Description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment. Under its Strategic Note 2023–2027, UN Women Jordan promotes women’s economic empowerment, gender responsive governance, and women’s political participation, while implementing a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women in camps and host communities, in support of the Jordan Response Plan. 

Within this framework, UN Women, in partnership with the Ministry of Social Development (MoSD), is implementing the Oasis Programme to redesign, transition, and institutionalize the Oasis Model within national social protection frameworks. The programme is supported through multi-donor contributions, including the European Union, and aims to strengthen national systems and capacities for planning, implementation, monitoring, reporting, coordination, and evidence-based decision-making related to Oasis services. 

MoSD plays a central role in overseeing Oasis centers operating within Local Community Development Centers (LCDCs) across host communities. To further strengthen programme implementation and ensure consistency in monitoring, reporting, data management, and learning, UN Women seeks to recruit a Monitoring and Evaluation (M&E) Consultant to provide continuous technical assistance. The M&E Consultant will support the overall programme M&E function, including:
• Strengthening MoSD’s monitoring, reporting, and data management systems related to Oasis implementation; and
• Supporting UN Women’s broader programme-level M&E requirements, including coordination and partnerships with key stakeholders such as the Vocational Training Corporation (VTC) and other partners, ensuring coherence across interventions and results frameworks. 

The consultant will contribute to programme outputs by supporting monitoring of service delivery, livelihoods, skills development, leadership activities, and progress toward women’s empowerment outcomes through improved data systems, strengthened oversight, and enhanced reporting practices. The consultant will work under the overall supervision of the Programme Manager and in close coordination with a designated focal point within MoSD/ Productivity Enhancement and Housing Directorate, ensuring alignment with programme objectives and contributing to improved systems, tools, and processes that support institutionalization, sustainability, and learning across the programme.

Purpose of the Consultancy 

The purpose of this consultancy is to:

  • Build and enhance MoSD’s institutional capacity in monitoring, evaluation, reporting, and evidence generation related to the Oasis Model.
  • Provide ongoing technical guidance and capacity strengthening to MoSD and relevant partners to ensure consistent, high-quality monitoring and reporting.
  • Support accurate and timely monitoring, data collection, analysis, and reporting across programme outputs, including partner-implemented components.
  • Strengthen and harmonize the overall M&E architecture of the redesigned Oasis Model, including the development of practical monitoring tools that remain with national counterparts.
  • Support the UN Women Programme Manager in all M&E-related aspects of overall programme implementation, including partnerships with VTC and other stakeholders.
  • Provide technical support to the preparation, validation, and timely submission of narrative and results‑based donor reports, ensuring full alignment with donor requirements, UN Women reporting standards, and evidence generated through the Oasis Model M&E framework.

A. Strengthening MoSD’s M&E Systems and Capacities 

The consultant will support MoSD staff at ministerial, governorate, LCDC levels and partners by:

  •  Providing technical guidance and training on:
    - Results-Based Management (RBM)
    - Monitoring tools and processes
    - Indicator tracking and data quality assurance
    - Financial and programmatic monitoring linkages
    - Reporting (monthly, quarterly, donor-aligned formats)
    - Gender-responsive and inclusive M&E approaches
  • Developing and refining practical M&E tools that serve as knowledge products, including:
    - Standardized data collection tools
    - Monitoring and supervision checklists
    - Reporting templates for LCDCs and partners
    - Indicator Tracking Tables (ITTs)
    - Basic financial tracking components linked to programme outputs
  • Providing on-the-job coaching to strengthen MoSD’s independent and sustainable M&E capacity. 

B. Monitoring, Reporting, and Partner Follow-Up 

The consultant will support monitoring and reporting across the programme by:

  • Supporting MoSD and UN Women to follow up on M&E with implementing partners, including VTC and civil society organizations.
  • Reviewing and verifying partner monitoring and progress reports.
  •  Conducting joint monitoring visits with MoSD and UN Women.
  •  Ensuring alignment of partner reporting with MoSD, UN Women, and donor requirements.
  •  Supporting consolidation and analysis of partner and programme-level data, including beneficiary-level datasets and progress on skills development, certification, and employment outcomes.
  •  Supporting preparation of:
    - Monthly monitoring summaries
    - Quarterly indicator tracking updates
    - Semi-annual and annual programme reports
    - Inputs to steering committees, reviews, and donor reporting processes

C. Data Analysis, Learning & Knowledge Generation

  • Analyze programme and partner data to identify trends, results, gaps, and lessons learned.
  • Prepare analytical briefs, dashboards, and visual summaries to support evidence-based decision-making.
  • Facilitate learning and reflection sessions with MoSD, UN Women, and partners to strengthen adaptive management and programme quality.
  • Develop a standardized monitoring tool as a knowledge product that integrates programmatic and basic financial tracking, strengthens data analysis and learning, and serves as a sustainable capacity‑building resource for MoSD and programme partners.

Consultant’s Workplace and Official Travel This is an office-based consultancy. 

The consultant is expected to work on a full-time basis, reporting physically to MoSD at least two (2) days per week and the remaining days from UN Women JCO premises, with flexibility based on programme needs, reporting cycles, and field monitoring requirements.

Functional Competencies:

  • Proven experience in applying results-based monitoring and evaluation methodologies to strengthen programme performance and accountability. 
  • Strong knowledge of data management, analysis, and visualization techniques to support evidence-based planning and reporting. 
  • Ability to design and deliver effective capacity-building sessions, trainings, and on-the-job coaching for government counterparts. 
  • Experience in producing high-quality, accurate, and timely monitoring reports, analytical briefs, and indicator tracking updates. 
  • Ability to coordinate and maintain effective working relationships with MoSD, LCDCs, and implementing partners to ensure coherent monitoring process

Required Qualifications:

Education and Certification:

  • Master’s degree in Monitoring and Evaluation, Social Sciences, Development Studies, Statistics, Economics, or related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum 5 years of experience in M&E in humanitarian or development programmes is required
  • Experience working with government ministries (MoSD experience) is an asset
  • Strong background in gender-responsive M&E, RBM, and social protection programming is required
  • Experience with data collection and analysis tools such as Kobo, Power BI, Excel, and qualitative research methodologies is required
  • Experience with EU-funded project reporting is an asset.

Languages:

  • Fluency in Arabic and English is required.
