Description of the Assignment: 01 International Sustainability and Climate Resilience Consultant
Period of assignment/services: November 2025 to May 2026 (116 days)
The United Nations Development Programme (UNDP) has been supporting the Government of Viet Nam in achieving its development priorities for more than 45 years. Its work is guided by the Country Programme Document (CPD) 2022–2026, which contributes to the Sustainable Development Goals (SDGs) and the United Nations Sustainable Development Cooperation Framework (UNSDCF), and is aligned with national strategies as well as UNDP’s Strategic Plan 2022–2025. Within this framework, UNDP Viet Nam supports the Government to accelerate progress towards the SDGs across three Outcomes: shared prosperity through sustainable economic transformation; climate change, disaster resilience and environmental sustainability; and governance and access to justice.
The Climate Change, Energy and Environment Unit leads the second Outcome and operates through six portfolios covering climate and disaster resilience, green and low-carbon development, circular economy, waste and plastics, natural resources and biodiversity, the climate–health nexus, and the Global Environment Facility (GEF) Small Grants Programme. These portfolios directly support Viet Nam’s commitments under its NDC, NAP, Climate Change Strategy to 2050, Green Growth Strategy and related policy frameworks.
Through its climate and disaster resilience portfolio, the Climate Change, Energy and Environment Unit works closely with national and subnational governments, development partners, civil society and local communities to design and implement projects that build systemic resilience, reduce disaster risks and promote sustainable blue economic development. The Climate Change, Energy and Environment Unit provides technical assistance for policy development and planning, supports the integration of adaptation and disaster risk reduction into sectoral and local development strategies, and mobilises finance for climate-resilient infrastructure and livelihoods. It also pilots and scales nature-based solutions such as mangrove restoration, seagrass protection and climate-smart aquaculture, which strengthen natural defences while contributing to carbon sequestration and biodiversity conservation.
UNDP is mobilising a Sustainability and Climate Resilience Consultant to reinforce these efforts, with a particular focus on strengthening Viet Nam’s adaptation planning and resilience-building agenda. The Consultant will support the Climate Change, Energy and Environment Unit in advancing its climate and disaster resilience portfolio, especially in areas directly linked to the country’s climate policy commitments and international pledges.
