Description of the Assignment: To support the Development Agency of Serbia (DAS) and the FDI Unit in assessing the technical, operational and commercial readiness of hospitality assets identified through the National Hospitality Market Mapping and Destination Competitiveness Assessment for affiliation with internationally recognized hotel brands through franchise arrangements. The assignment shall establish an analytical basis for understanding the technical feasibility, investment requirements and commercial suitability of existing hospitality assets for international hotel franchising and branded hotel development. The objective of this assignment is to assess the readiness of selected hospitality assets for international hotel franchising and to identify the investments, operational improvements and commercial conditions required to achieve compatibility with internationally recognized hotel brands. Specifically, the Consultant shall:

• develop a standardized methodology for franchise readiness assessment;
• evaluate candidate hotels identified under the Hospitality Market Mapping Assignment;
• identify technical and operational gaps relative to international hotel brand standards;
• estimate investment requirements necessary for franchise affiliation;
• identify compatible international hotel brands for each assessed property;
• develop a prioritized portfolio of hospitality investment opportunities;
• prepare recommendations supporting future hospitality investment promotion and sector development initiatives.

The assignment shall not include negotiations with hotel operators or franchise companies, preparation of investment incentives, or preparation of franchise agreements.

Proposal should be submitted directly in the portal no later than indicated deadline.
