Job Description

Organizational Setting

This position is located in FAO Pakistan, based in Quetta. The main aim of the FAO country offices, which are headed by FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, help to develop the agricultural, livestock, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

The following position is at SB3 SC6 level.

Balochistan has been experiencing an unprecedented surge in terrorism, militant activities, sectarian violence and attacks on public infrastructure which has led to disruptions in normal socio-economic activities, humanitarian, and development operations. An efficient Security Support mechanism within organizational settings supports programme delivery by conducting security risk assessments, monitoring the security situation, coordinating with local authorities, providing security briefings, supporting field mission planning, ensuring compliance with UN security procedures, and contributing to emergency preparedness.

The incumbent will contribute to maintaining a secure operating environment that enables programme implementation in accordance with FAO policies and the United Nations Security Management System framework. The position requires close liaising with UNDSS, members of UNSMS, local authorities, law-enforcement agencies, and relevant security networks.

Reporting Lines

Under the overall supervision of the FAO Representative, direct supervision of the Provincial Office head and under the guidance of NPO (Safety & Security) CSOS at Representation Office, the Security Associate will perform the following tasks.

Technical Focus

Provide operational support and advice to the International Project Manager (IPM) FAO on safety and security related matters in Balochistan.

Tasks and responsibilities

•     Develop, implement, and periodically review Security Management Plans for FAO operations in Balochistan in coordination with the International Project Manager (IPM), UNDSS, and other relevant stakeholders.
•     Conduct security risk assessments of programme locations, offices, field activities, and operational modalities, and recommend appropriate risk mitigation measures.
•     Monitor compliance with approved Security Risk Management Measures (SRMMs), Area Security Risk Management (ASRM) requirements, UNDSS policies, and FAO security procedures, and follow up on corrective actions where required.
•     Develop, review, and update security-related Standard Operating Procedures (SOPs), travel security measures, contingency plans, evacuation plans, and emergency response arrangements with regards to the staff and assets.
•     Provide timely security advisories, threat assessments, and contextual analysis to support the safety and security of FAO personnel, assets, and operations.
•     Establish and maintain effective working relationships with UNDSS, government authorities, law enforcement agencies, security institutions, local communities, and other relevant stakeholders.
•     Collect, analyse, and disseminate security information and maintain security information networks to support informed decision-making and operational planning.
•     Advise programme managers and field teams on security matters and support the implementation of risk mitigation measures through training, awareness sessions, and capacity-building initiatives.
•     Conduct security assessments and field missions for existing and prospective programme areas and develop security frameworks for new operational locations.
•     Maintain incident reporting and security information management systems, including incident analysis, security trend monitoring, stakeholder mapping, and periodic risk reviews.
•     Deliver security briefings, inductions, and awareness sessions for newly recruited personnel, consultants, visitors, and mission staff.
•     Support the development, testing, and maintenance of medical evacuation plans, emergency communication procedures, and business continuity arrangements.
•     Ensure the Warden System is effectively established and maintained, and that staff contact lists and accountability mechanisms are reviewed and updated on a quarterly basis.
•     Support provincial and district teams in maintaining effective security arrangements and implementing risk reduction measures across all operational locations.
•     Participate in Security Cell meetings, Area Security Management Team (ASMT) meetings, and other security coordination forums as required.
•     Prepare periodic security reports, assessments, and recommendations for management to facilitate informed decision-making and programme continuity.
•     Perform any other security-related duties assigned by the National Professional Officer (Safety and Security), CSOS, and Provincial Office head.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements 
  
•     University (Bachelor’s) degree from recognised University preferable in International Relations (IR), Business Administration, Political/Social Science.
•     Minimum 5 years of relevant work experience, preferably in a law enforcement agency (Police) or UNSMS security role.
•     Proficiency in English speaking and writing, along with working knowledge of Urdu and local provincial languages (Pashto, Balochi, and Brahvi).
•     Working Knowledge of MS applications
•     National of Pakistan
