Job Description

Overview of position

The Field Security Officer (FSO) supports the safe and effective delivery of CTG operations in Haiti by providing contextual security analysis, movement advice, incident response, and practical risk guidance

The role monitors the operating environment, assesses the operational impact of security developments, supports informed decision-making, and contributes to CTG's Duty of Care through timely advice, coordination, and field-based security support.

Role objectives

Risk Analysis & Context Monitoring

  • Analyse security developments, including armed group activity, civil unrest, access constraints and local security trends, assessing their relevance to CTG activities.
  • Identify emerging risks, movement restrictions and changes in the operating environment, providing recommendations to inform planning and decision-making.
  • Produce concise security reporting focused on operational implications, risks and required actions.

Operational Support & Movement Advisory

  • Provide advice on staff and consultant movements, including routes, timings, communications, contingency measures and security considerations.
  • Monitor conditions affecting travel and access, adjusting movement guidance based on security developments, road conditions and local constraints.
  • Coordinate with relevant personnel and client counterparts to facilitate safe movement and activity planning.

Briefings & Awareness

  • Deliver clear, context-specific security briefings and inductions
  • Promote situational awareness and practical risk ownership among staff
  • Tailor messaging to reflect behavioural patterns, access sensitivities, and cultural and community dynamics in the operating environment

Incident Management & Escalation

  • Support immediate response to security incidents, including information gathering and coordination
  • Ensure disciplined escalation and clear communication during incidents
  • Contribute to After Action Reviews, focusing on root causes, operational impact, and lessons learned

Stakeholder Engagement & Security Interfaces

  • Maintain working-level relationships with relevant security counterparts, including client security structures, UNDSS, security coordination forums, local authorities, and other relevant stakeholders as required
  • Support coordination with client security teams during movements, incidents, and operational planning
  • Provide insight into how formal and informal dynamics, including local power structures and access constraints, may affect posture and delivery
  • Ensure engagement remains practical, focused on enabling operations, and aligned with CTG’s role and responsibilities

Security Planning & Documentatio

  • Support the development and maintenance of practical security procedures, annexes, and guidance aligned with CTG standards
  • Ensure documentation reflects operational realities and is usable by field teams
  • Contribute to simplifying processes where they create unnecessary operational friction

Capacity Support & Continuous Improvement

  • Provide ongoing support and coaching to staff on security awareness and practical application
  • Identify recurring issues, gaps, or inefficiencies and propose improvements
  • Contribute to strengthening how security is applied operationally, not just documented

Project reporting

This position reports operationally to the Regional Director - Asia, with a functional dotted-line to the Global Risk Director.

Key competencies

Education

  • University degree or equivalent professional experience in a relevant field (e.g. security management, international relations, humanitarian operations, risk advisory, or related disciplines)

Experience

  • 3-5 years’ experience in security, access, risk advisory, or operational support roles in complex, fragile, or conflict-affected environments, preferably including Haiti, the Caribbean, Francophone contexts, or comparable high-risk urban settings.
  • Proven ability to operate in complex stakeholder environments, including coordination with local authorities, community actors, clients, and international partners
  • Experience contributing to incident response and operational decision-making under pressure, with sound judgement and discretion
  • Experience supporting movement planning, incident response, and security coordination in environments affected by armed violence, access restrictions, civil unrest, or kidnapping risk is desirable.

Languages:

  • Good command of English written and spoken
  • French and/or Haitian Creole required; fluency in both is strongly desirable

Competencies:

  • Strong contextual judgement and situational awareness.
  • Ability to build trust with diverse stakeholders in sensitive environments.
  • Demonstrated experience drafting and operationalising security procedures and SOPs in complex environments.
  • Ability to support and structure security responses during incidents, including first-hour actions and coordination.
  • Strong judgement in dynamic environments, with the ability to translate risk analysis into practical guidance.

Travel Requirements: This role requires travel within Haiti, including to field locations and areas where access may be constrained by security conditions, infrastructure limitations, or operational need. The role also requires flexibility to work irregular hours and provide support in emergency situations, including weekends and holidays.

This role does not have team management responsibilities
