Job Description

Organizational Setting

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety. 
Mongolia, having signed the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, is actively committed to forging a sustainable path characterized by low-carbon development and enhanced resilience to climate change. In recognition of the pressing need to enhance its capacities for transparent climate change reporting, Mongolia has initiated the GEF-funded project titled "Enhancing Climate Change Transparency in Mongolia" (CBIT-2). The primary objective of this project is to address the significant gaps in Mongolia’s transparency framework. Although the country has made strides in preparing the first Biennial Transparency Report and has initiated improvements to its transparency system under previous CBIT support, there remains a need to further strengthen and operationalize an integrated, systematic, and digitized approach for monitoring and reporting climate-related data.

FAO is currently seeking Data Management and Information Systems Specialist who will provide the technical blueprint and oversight for the digitization of Mongolia’s climate transparency framework.

Reporting Lines

The incumbent will operate under the overall supervision of the FAOR in Mongolia, direct supervision of Project Management Unit of the FAO, the Ministry of Environment and Climate Change, the Information and Research Institute of Meteorology, Hydrology, and Environment of Mongolia.

Technical focus

Provide technical leadership and oversight for the design, development, operationalization, and sustainability of Mongolia’s national climate transparency information management system under the CBIT-2 project. The specialist will support the integration, digitization, quality assurance, and management of climate-related data and information required for Biennial Transparency Reports (BTRs), National Communications (NCs), greenhouse gas inventories, NDC tracking, adaptation reporting, and climate support reporting. The incumbent will guide the establishment of a robust national transparency platform, strengthen institutional capacities for data collection, management and reporting, and ensure that information systems, methodologies, and workflows are aligned with the Enhanced Transparency Framework (ETF) requirements under the Paris Agreement and contribute to the long-term sustainability of Mongolia’s climate transparency system.

Tasks and responsibilities

•     Review and enhance the existing architecture of the Integrated ETF Information Portal to improve interoperability, integration and scalability.
•     Develop and operationalize modules for tracking NDC implementation, climate finance, mitigation actions and adaptation measures in line with ETF requirements.
•     Strengthen data governance arrangements, including institutional roles, user access management, approval workflows and data-sharing protocols.
•     Establish and implement data quality assurance and quality control procedures, including validation checks and data archiving mechanisms.
•     Provide technical support for system development, testing, deployment and operationalization of the ETF Information Portal
•     Develop technical documentation, user manuals and standard operating procedures for system operation and maintenance.
•     Deliver training and capacity-building activities to enable national stakeholders to effectively operate, maintain and sustain the ETF Information Portal over the long term.  BTR preparation and long-term sustainability.
•     Perform any other task required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

•     Advanced university degree from an IAU/UNESCO-recognized institution in a relevant field such as data management, business analysis, software management, information system and information technology. Applicants with a bachelor’s degree must have two (2) additional years of relevant professional experience.
•     Minimum 5 years of experience in product management, software development, and business analysis
•     Full proficiency in English

Technical/Functional Skills

•     Excellent communication skills in English

•     Experience in the UN system is an asset 
•     Experience with the design, development and management of databases, data management systems and web-based information platforms.
•     Knowledge of system architecture, data interoperability and integration of information systems.
•     Familiarity with greenhouse gas inventories, reporting under the Enhanced Transparency Framework (ETF), and climate related management system is an asset;
•     Experience in data governance, data quality assurance/quality control (QA/QC), metadata management, user access management and data security principles.
•     Demonstrated ability to process complex data and analyse information as the basis for professional mastery of subject matter; 
•     Teamwork and strong soft skills including interpersonal, ethical, listening and communication skills, proactive, problem solving, self-organizing, planning, setting priorities and efficient use of time;

Selection Criteria

•     Demonstrated ability to develop or oversee the development of tools and databases to track government key metrics is an advantage 
•     Proven leadership in similar assignments involving a digital registry system
•     Academic background, professional certifications, and formal training relevant to climate change, environmental data management, mitigation action tracking, or ICTU of NDCs
