Mission and objectives
UNDP’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from the United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”. UNDP/PAPP is a responsive development agency that works together with the Palestinian people to fulfil their aspiration for sustainable human development based on self-determination, equality and freedom.Context
Task Description
Within the delegated authority and under the supervision of the Results Based Management Analyst, or his/her designated mandated representative(s), the UNV RBM Associate will undertake the following tasks: a) Support project design/ planning, M&E, and results reporting - Support the RBM Analyst and Programme team with all design and M&E activities throughout the project cycle, including development of results frameworks, Theory of Change and M&E plans, review progress against milestones/ targets, design of survey or feedback forms and assist in field visits as well as support in identification of lessons learnt and good practices; -Support the RBM Analyst in the review of project reports to ensure they are results-oriented and evidence-based; - For a shorter or longer period of time the UNV RBM Assistant can be designated by Management to support one or several projects on a full part-time basis. b) Support planning, implementation and quality assurance of project evaluations and the use of findings - Support the RBM Analyst in drafting ToRs, evaluate bidders, support hired evaluation teams with required inputs, review evaluations reports as well as the use of findings and inputs for communication materials; - Lead on the regular update and management of the Evaluation Resource Center (ERC), including uploading evaluations details, management response and key actions on the corporate system as well as follow-up with project/ programme teams to ensure key actions are addressed in a timely manner with support from the RBM Team Leader. - Support the RBM Analyst in the design and implementation of internal evaluation tools including online surveys, field visits, focus group discussions and meetings with beneficiaries and stakeholders. c) Support quality assurance and compliance with corporate requirements - Track the quality assurance assessment of projects (design, implementation and closure) with support from the RBM Team Leader; - Coordinate with project managers to ensure continuous update of projects profiles in Quantum and Quantum+ with all required information and ensure no issues flagged in IATI platform. - Organize and coordinate all current and new projects contribution to PAPP’s PPF Results Framework and UNDP’s Strategic Plan (SP) IRRF, and collect quantitative and qualitative projects reporting as part of the Results-Oriented Annual Reporting (ROAR); - In coordination with BSSC colleagues, support the project teams in preparing for audit and evaluation missions in coordination with the RBM Analyst as needed. d) Support internal RBM learning - Support the RBM Analyst and RBM Coordinator in the identification of trainings needs among UNDP staff on RBM and other related topics; - Take part in learning activities, including webinars and virtual training held by Regional office and HQ. - Regularly update projects lists and ensure tracking of compliance with corporate reporting, risks log, and other corporate requirements. e) Any other related tasks as may be required or assigned by the supervisor.Competencies and values

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. A 12-month contract with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. A Volunteer Living Allowance (VLA) of ILS ILS 5730 is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as Exit allowance for satisfactory service.
