The Department of Partnerships, Governance and Communications (DPGC) sits within the Executive Director’s Office (EDO). The EDO Directorate drives GGGI’s strategic direction, strengthening institutional performance, and enhancing global positioning.

The EDO Directorate plays a dual role: internally, it supports the organization in delivering on its Strategy 2030 and institutional priorities; externally, it enables GGGI to engage effectively with Members, partners, and stakeholders, and to mobilize political and financial support for GGGI’s mission.

Within this context, the Department of Partnerships, Governance and Communications is responsible for strengthening GGGI’s institutional partnerships, expanding its membership, mobilizing resources, and ensuring effective governance processes across the Assembly, Council, and Management and Programme Sub-Committee (MPSC).

POSITION SUMMARY

Reporting to the Chief of Staff, the Director of Partnerships, Governance and Communications provides strategic leadership to position GGGI as a trusted, high-impact partner for its Members and stakeholders.

The Director leads the development and execution of GGGI’s partnership and resource mobilization strategies, with a strong focus on securing core funding, expanding and deepening relationships with Members and strategic partners, and diversifying the organization’s funding base.

The role also oversees GGGI’s governance architecture, ensuring effective functioning of the Assembly, Council, and MPSC, and facilitating transparent, inclusive, and timely decision-making among Member States. Furthermore, the Director oversees GGGI’s internal and external communications, branding strategies, knowledge sharing efforts and the development of strategic communication initiatives.

PURPOSE

The Director of Partnerships Governance and Communications will:

  • Strengthen GGGI’s engagement with Members, prospective Members, and strategic partners, including governments, international organizations, development finance institutions, and philanthropic actors;
  • Lead the development of proactive public-private partnerships and positioning strategies to reinforce GGGI’s role as a trusted and results-driven international organization;
  • Direct organization-wide efforts to secure, sustain, and diversify core funding, ensuring long-term financial sustainability;
  • Oversee the effective functioning of GGGI’s governance bodies, ensuring high-quality support to the Assembly, Council, and MPSC and facilitating informed decision-making; and
  • Drive GGGI’s membership expansion efforts, strengthening the organization’s global footprint and political relevance.

ENGAGEMENT

The Director will actively engage across the organization and externally to:

  • Advise and support the Executive Director in high-level stakeholder engagement, including with Member States, donors, and strategic partners;
  • Build and maintain strong relationships with governments, development partners, private sector actors, and philanthropic organizations to advance GGGI’s strategic objectives;
  • Lead senior-level engagement with existing and prospective donors to secure core contributions and strategic funding partnerships;
  • Represent GGGI in key dialogues and donor and stakeholder engagements related to BIMP-EAGA ROK Cooperation Fund(BKCF).
  • Engage with Member States to strengthen governance processes, transparency, and ownership of GGGI’s strategic direction;
  • Facilitate effective interaction with Assembly, Council, and MPSC Members, ensuring alignment on key institutional priorities;
  • Lead outreach to prospective Members, supporting accession processes and strategic positioning of GGGI globally;
  • Bring together governments, private sector actors and financial institutions to structure and scale public-private partnerships; and,
  • Enhance GGGI brand, visibility and reputation.
DELIVERY

The Director of Partnerships, Governance and Communications will:

  • Oversee the development and implementation of organization-wide partnerships, resource mobilization and communication strategy to engage key stakeholders, including governments, international organizations, private sector, philanthropic organizations, NGOs, and other development actors;
  • Oversee the development and implementation of strategies to secure core funding through a diversified approach, engaging both bilateral and multilateral donors, while cultivating and managing strong donor relationships to ensure sustained financial support for the organization;
  • Provide strategic support to the Executive Director in identifying, planning and executing key stakeholder engagements to ensure successful partnership outcomes;
  • Provide strategic and operational leadership over the BKCF, including transparent project selection support, fund monitoring, and donor reporting.
  • Oversee adherence to governance frameworks, including the GGGI Establishment Agreement, ensuring processes are transparent, inclusive, and in compliance with best practices;
  • Oversee efficient preparation and delivery of governance processes in the Council, Assembly, and MPSC, as well as support to Member States for effective decision-making; and
  • Promote cross-departmental and cross-divisional alignment by ensuring partnership and governance initiatives are in line with GGGIs broader strategies, fostering cohesion and enhancing organizational efficiency.
  • Oversee the formulation and implementation of branding & communication strategies, and visibility plans
REQUIREMENTS
QUALIFICATIONS
  • At least Master’s degree in international relations, development cooperation, public administration or other relevant disciplines;
  • Have a minimum of 15 years of relevant proven combination of hands-on operational experience in government relations, international development, donor relations and/or program management with a strong focus in the area(s) of sustainable development, climate change, management consulting for non-profits, preferably at the international level;
  • A at least 2 years of international experience living and working outside of home country;
  • Experience in senior positions within Ministries of Foreign Affairs of GGGI Member Countries is a strong asset;
  • Fluency in English and Korean, written and oral; and
  • At least 5 years of international development experiences with a proven track record in the development and implementation strategies at national, regional levels. Global level strategy development is an asset.
FUNCTIONAL
  • Demonstrate ability to design and implement strategies of expanding organizational partnerships, including with donors, governments, and private sector entities;
  • Have knowledge of governance frameworks and protocols of intergovernmental organizations and proven experience in facilitating dialogue among Member States;
  • Have a track record of securing funding for the organization from diverse sources;
  • Demonstrate expertise in advising the senior leadership in strategic partnership, governance and communication matters in alignment with the organization’s goals;
  • Ability to build and maintain close relationships with Member States and partners, ensuring effective collaboration; and
  • Proven ability to lead and manage diverse teams while fostering a culture of collaboration that maximizes team performance.

WORKING CONDITIONS

The Director of Partnerships, Governance and Communications is an G12, international grade level in GGGI's salary scale. For G12 International grade, the base salary starts from USD 140,208. Determination of base salary is subject to candidate's experience, academic background and internal equity. In addition, GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. For eligible candidates, a monthly expatriate allowance of 20% of base salary, education and relocation benefits.
