    Description of the Assignment:

    The International Consultant will deliver the following areas of work in close collaboration with government:

    1. Strategic Coordination on Digital Government

    a. Digital Government Sensitization and Coordination Mechanisms

    Advise on and support organisation of activities with NCDT, MTC, PMO, and MOF and key UNDP offices at the regional and global level (RBAP, Digital, AI and Innovation Hub), to define digital government priorities, agree sequencing criteria, and identify priority investments, as part of the drafting of a whole-of-government Digital Action Plan.

    Support organization of 4x peer-to-peer knowledge exchange sessions with ASEAN counterparts on digital government coordination approaches and reform sequencing, coordinating with the UNDP Regional Digital and Innovation Team, to include content creation and moderation.

    Support the work of NCDT through the delivery of technical assistance to 3x meetings of the committee to enhance the role of the committee as a coordinating platform for digital transformation in Lao PDR.

    b. UN Country Team Joint Programme Development

    Support conceptualization of UNCT Joint Strategy and Joint Programme on Digital Transformation, including strategic pillars on digital government, economy, and society, and incorporating a results framework, governance / roles, a costed workplan and resource mobilization strategy.

    Coordinate with the UN Resident Coordinator's Office (RCO) and UN agencies to define comparative advantages and areas of intervention.

    2. MTC Capacity Assessment and Development

    Undertake skills audit of select staff at MTC, PMO, and MOF, assessing current competencies against requirements for leading digital transformation planning and budgeting across government.

    Develop competency framework for agreed government roles linked to the digital transformation agenda in alignment with international standards.

    Prepare capacity development plan with recommendations for training, mentoring, and organizational strengthening to support MTC, PMO and MOF's coordination and technical leadership role at the NCDT.

    Develop a costed, sequenced, whole-of-government digital government action plan developed in conjunction with the NCDT, with clear complementarity and alignment between ministries, indicative costing, and implementation sequencing.

    Provide technical advice and support to prepare key strategic documents by providing recommendations on technical approach, sequencing, and investment priorities.

    Develop and co-design through a participatory process a comprehensive Planning Toolkit to support MTC, PMO, and MOF engagement with ministries and provinces in developing their digital transformation plans, including templates for:

    Project design templates and costing methodologies, as well as project brief templates for donor engagement

    Safeguards guidance

    Gender equality and social inclusion (GESI) considerations

    Organizational readiness assessment tools aligned with the competency framework

    Implementation arrangements and results frameworks

    Design Training of Trainers programme for relevant government staff to deliver toolkit training across government to equip staff at MTC to prepare investment-ready project briefs and proposals including feasibility analysis, safeguards frameworks (privacy, security, gender equality, inclusion), and results frameworks suitable for donor/IFI appraisal

    Facilitate initial toolkit workshops with line ministry and provincial digital transformation focal points.

    Develop resource mobilization strategy with donor mapping identifying bilateral donors (Australia / DFAT, Korea / KOICA, Luxembourg, India, China), IFIs (World Bank, ADB), and private sector partners aligned with priority investments.

    Prepare donor engagement materials including presentations and concept notes for priority investments.

    Support initial donor meetings, positioning UNDP as trusted partner for digital transformation.

    Support preparations for a Digital Government Conference to present the Action Plan and mobilize partner interest.

    Period of assignment/services: April 2026 to January 2027
