Introduction

The Universal Social Protection Department (SOCPRO) is responsible for promoting enhanced coverage and effectiveness of social protection for all through comprehensive, efficient and sustainable national social protection systems, including floors, in line with provisions of the Recommendation concerning national floors of social protection, 2012 (No. 202) and other ILO social security standards, and reflected in the SDGs. It provides, at the request of member States, technical advice for the formulation of national policies, the design of social protection systems, including floors, as well as for their implementation and monitoring.

The temporary position is located within the Public Finance, Actuarial and Statistics Unit of the Universal Social Protection Department (SOC/PFACTS). The Public Finance, Actuarial and Statistics Unit is responsible for providing financial, actuarial and statistical advice to constituents applying the principles and values of ILO social security standards. The unit leads work on articulating ILO positions on social security reforms, as well as costing and financing of schemes, providing options for fiscal space and financial governance of social protection schemes. The unit is also responsible for the collection, statistical processing and production of global social protection data through the Social Security Inquiry (SSI). The unit collaborates with the International Social Security Association (ISSA) on various matters, including the development and maintenance of the country information on social security programmes.

Within the framework of Development cooperation projects and the Global Flagship Programme on Building Social Protection Floors for All (Flagship Programme), the Social Protection Technical Officer will support statistical research, data collection and data analysis activities, including with a focus on gender-disaggregated data, as well as specific research on informality and social protection.

The Social Protection Technical Officer will work within the Public Finance, Actuarial and Statistics Unit (SOC/PFACTS) of the Universal Social Protection Department. The incumbent will work under the direct supervision of the Specialist on Social Protection Statistics and the overall supervision of the SOC/PFACTS. The incumbent will be placed under the overall responsibility of the Director of the Universal Social Protection Department of the ILO.

Description of Duties

1. Provide technical support to the SOC/PFACTS Unit of the Universal Social Protection Department in the areas of development of internationally comparable social protection statistics and indicators, including on health protection. More specifically, the incumbent will contribute to the technical improvement, adaptation and application of the ILO Social Security Inquiry (SSI), including SSI-calculator module; compilation of data and SDG monitoring, through collaboration with and providing technical assistance to development cooperation programmes and projects. Support the continuous improvement of the World Social Protection Database (in Azure) and data visualization, in particular, World Social Protection Data Dashboards
2. Assist in supporting constituents in strengthening their national social protection statistical systems, including within the framework of development cooperation projects. This includes supporting countries in establishing national dialogues and inter-institutional working groups on social protection statistics, with capacity-building activities delivered both online and on site; coordinate meetings and training sessions; and provide technical assistance and backstopping for the drafting and publication of national social protection bulletins. Provide assistance in the design and data analysis for the second national statistical bulletin of DRC
3. Support knowledge sharing and dissemination on the extension of social security to workers in the informal economy and ensuring adequate social protection for workers in all types of employment (webinar, inputs to working paper and brief, and updating of electronic resource platform), in collaboration with SOC/POLICY Unit.
4. Provide technical support to the Social Security Inquiry data compilation in Uganda, perform data verification and consistency check, indicator calculation and update, to the national drafting of the first Uganda Social Protection Statistical Bulletin and any relevant work, ensuring methodological consistency. Support data analysis for the countries in MENA region with the focus on GCC, in collaboration with STREAM project.
5. Provide technical support to social protection statistics activities under the framework of the Great Lakes projects in Burundi, DRC and Rwanda, including the ILO/SSI application in Burundi and DRC, comprising of pre-filling of the questionnaires with the information compiled previously, assisting in the coordination of data collection, training of national consultants, quality control of data, and calculation of SDG 1.3.1 indicators, with a focus on the migrant and refugee community.
6. Contribute to collection, analysis and visualization of social health protection data as well as quantitative evidence on the impact of social protection on health, including sourcing data from P4H partners such as the WHO and the World Bank, for the purpose of aligning the evidence base in the World Social Protection Database and key messages in the World Social Protection Report and other publications
7. Provide technical input into, and quality control to the development, peer review and editing of policy briefs, working papers, reports including the World Social Protection Report, publications and other knowledge products and contribute to their dissemination. Provide evidence-based technical content for social media, digital and other knowledge-sharing tools and platforms, with a view to reaching broad and diverse audiences.
8. Provide inputs to the design, development, implementation, monitoring and evaluation (M&E), reporting and activities of development cooperation projects, including under the framework of the ILO Global Flagship Programme on Building Social Protection Floors for All.
9. Perform other relevant duties as assigned.

Required qualifications

Education

First level university degree in economics, development studies, public policy, social sciences, international studies, statistics or a relevant field.

Experience

At least three years of relevant experience in social protection statistics, database management and extension of social protection to informal sector, including at international level.

Languages

Excellent command of one working language (English, French or Spanish) of the Organization and a working knowledge of another, one of which should be English.
