UN Women has placed emphasis on improving its results monitoring and reporting by applying the Results-Based Management (RBM) throughout all the work of UN Women to better communicate results internally and externally at country, regional and global levels. This requires dedicated efforts to strengthen results culture in the organization. In order for UN Women to communicate impact stories on women and girls at the corporate level with aggregated results and financial data across all the countries and regions, it is crucial to further strengthen UN Women’s capacity to monitor and report on results with qualitative and quantitative data more systematically and effectively.
Through UN Women’s unique triple mandate, the China Country Office supports and carries out work on (i) women's economic empowerment; (ii) ending violence against women; (iii) gender-responsive institutions and high-quality services; and (iv) global partnerships and sustainable financing for gender equality and women’s empowerment. The office’s work is further supported and catalysed through policy analysis, strategic partnerships – including with private sector partners, strategic communications, and operations.
Under the guidance and direct supervision of the Head of Office, the Consultant is responsible for supporting the programme planning, monitoring, evaluation and reporting of select programmes and the Country Office. The Consultant provides strategic guidance and technical support to teams to ensure high quality results monitoring and reporting at the programmatic and country level, ensuring compliance with the corporate standard of RBM and the relevant corporate policy and procedures on monitoring and reporting. They provide guidance, technical support and quality assurance to the Country Office associated with the UN Sustainable Development Cooperation Framework (UNSDCF), Strategic Note and workplans from the strategic planning and RBM perspectives.
The Consultant works closely with Country Office and Regional Office colleagues in their region. The Consultant also coordinates with Regional Planning, Monitoring, Evaluation and Reporting Specialists in the Regional Office. In carrying out the functions, they also coordinate and collaborate closely with relevant HQ Divisions and units as needed, including the Strategy, Planning, Resources and Effectiveness Division (SPRED) and the Policy, Programme and Inter-Governmental Division (PPID) at HQ in order to ensure the implementation of corporate policy, procedures, guidance and systems associated with monitoring and reporting in their respective region.
Key Functions and Accountabilities:
Provide guidance and technical support to the Country Office to ensure timely and high-quality results monitoring and reporting at the country level in line with corporate requirements, including reporting to UN Women Strategic Plan
Provide guidance and technical support to the Country Office to support planning of monitoring and reporting work at the planning stage of Strategic Note, workplans and projects in line with the corporate requirements
Provide guidance and technical support to the Country Office on programme planning, monitoring and evaluation
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
Payment details
Payments shall be made following certification by UN Women that the services related to each deliverable, as specified for each task, have been satisfactorily performed and the deliverables have been achieved by or before the due dates specified for each task.

This is a home-based consultancy.
