Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women Myanmar Country Office is implementing the Project “Women’s Resilience, Empowerment, Access, Capacities and Human rights (Women’s R.E.A.C.H. Project).” The project overall goal is to address immediate and long-term needs of GBV survivors and other at-risk women and increase their resilience capacities through an evidence-based delivery of integrated livelihoods and GBV prevention interventions. This combined approach aims to mitigate the harmful and gendered effects of the multiple crises at-risk women face and avert the widening conflict-driven gender inequality. The project focus on achieving the following outcomes: (1) Vulnerable women, GBV survivors and other at-risk women and their families in crisis areas have increased resilience capacities through improved access to livelihood and income generating opportunities (2) Community support for women’s socio-economic participation, GBV prevention and response services is increased through gender transformative social norms change and strengthened leadership of women’s CSOs.
Reporting to the Representative, the Monitoring and Reporting Analyst will provide support to the Myanmar Country Office colleagues in incorporating monitoring and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences.
Key Functions and Accountabilities
- Facilitate and substantively contribute to the incorporation of monitoring and reporting into programme formulation
- Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes.
- Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation.
- Contribute to annual work plan monitoring, reviews and reporting.
- Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys.
- Support the development, review of project results framework and the development of the project management tool.
- Facilitate the clearance of donor agreements and Programme Cooperation Agreements.
2. Contribute substantively to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan
- Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes.
- Monitor the quarterly data submission from partner and review and provide substantive inputs and do regular management briefs to inform decision making
- Participate in project field visits, to support monitoring of results, evaluation and planning processes.
- Support in the monitoring and analysis of the Project work and financial plan and other Project/Programme accomplishments vis-à-vis project targets, expenditures and disbursements
- Support the development, review and monitor the implementation of the Women’s REACH Project and Country Office Monitoring, Evaluation, and Research Plan.
3. Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences
- Facilitate the Country Office process to comply with internal and external reporting requirements and deadlines, including annual reporting process.
- Draft donor and programme reports (both narrative and financial).
- Support the planning of project evaluations and implementation and identify relevant evaluation findings, conclusions and recommendations to input in the project and programme reporting.
- Review progress reports submitted by partners and provide inputs and feedback to improve quality and timeliness of reporting.
- Collect, analyze and maintain project and programme data for country, regional and global corporate reports, mid-term reviews, and final evaluations.
4. Provide technical support to the CO in the implementation of the Project and the UN Women Evaluation Policy
- Coordinate the implementation of UN Women’s Evaluation plan in the Country Office.
- Provide guidance to programme staff and implementing partners on monitoring and evaluations.
- Ensure communication between the CO and RO regarding Evaluations.
- Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).
5. Contribute to knowledge building and capacity building
- Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities.
- Contribute to the development of capacity development tools, including training materials and packages.
- Facilitate capacity building opportunities for staff and partners in the region/country in the areas of Results Based Management (RBM), Monitoring and Evaluation.
- Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.

| IV. Recruitment Qualifications |
| Education and certification: | - Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

| Experience: | - At least 2 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes is required.
- Experience in the United Nations systems is desirable.
- Field experience is desirable.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
