Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In the Philippines, it has played an important role in supporting critical agencies in aligning mandates and their articulated commitments to the global normative standard of human rights, gender equality and empowerment of women and including important international conventions particularly the Convention on the Elimination of Discrimination Against Women, the Beijing Platform for Action and UN Security Council Resolution 1325. With the continued work and strengthened resolve to deliver on its normative, coordination and operations mandate as articulated and further committed through its new Strategic Plan for 2026 – 2029, UN Women deliver on various actions through coordination, technical and policy support across key thematic areas to include women’s economic empowerment, ending violence against women, and in particular governance, peace and security.
The consultant will be reporting to the WPS Programme Specialist, with oversight from the Country Programme Coordinator, and will be supported by the WPS Programme Associate, who will be the point of contact on the contract and payment issues. The national consultant will help ensure delivery of technical, coordination and policy support across critical thematic areas in the Philippines especially in the work stream for Governance, Peace and Security.
Description of Responsibilities /Scope of Work
1. Provide coordination and substantive technical support to the implementation and management of key initiatives and interventions linked to governance, peace and security including the emerging work on women, climate, peace and security through:
2. Provide implementation support to other UN Women and W/CPS programs, such as the Women Peace Humanitarian Fund (WPHF), MTCP Project, “Securing Peace, Advancing Equality: Women, Peace and Security in the Indo-Pacific” and Joint Programme on “Empowering Women for Sustainable Peace in the BARMM”
3. Advocate and facilitate knowledge building and management and communication
4. Provide policy support across key thematic areas, aligning to international and regional UN Women frameworks and normative standards
Consultant’s Workplace and Official Travel
The National Consultant is expected to be based in Manila, Philippines, with applicable field missions in GPS project areas (BARMM,
Region V, Region VIII, Region CAR, Region CARAGA). UN Women will provide the National Consultant with substantive inputs to ensure the completion of deliverables in line with the objectives of the organizations. This is a home-based consultancy, with reporting to UN Women Philippines office as needed. The consultant may access the UN Women Philippines office for printing of relevant documents or when required to work on-site at any point during the assignment.
As part of this assignment, there will be a possible mission outside the duty station. Any travel linked to the deliverables will be arranged by UN Women according to its rules and regulations.
