Job Description

This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.

The EIB, the European Union's bank, is seeking to recruit for its Chief Financial Controller Directorate (CFC), Financial Reporting and Accounting Department (FRA), Corporate Accounting and Reporting Division (CAR), Accounting, Reporting & Payments Unit (ARP), at its headquarters in Luxembourg, a Reporting and Accounting Officer*.

This is a full-time position at grade 5 for which the EIB offers a permanent contract.

Purpose

As a Reporting and Accounting Officer, you will contribute to the unit’s work in evaluating the accounting impacts for administrative expenses and fee income in view of formulating recommendations on process optimisations as well as on the application of accounting policies, whilst also carrying out regular controls, preparing analytical reporting aiming to ensure the accuracy of the EIB Group financial statements within the framework of EU Directives and International Financial Reporting Standards (IFRS).

Operating Network

You will be reporting directly to the Head of the Accounting, Reporting and Payments Unit (ARP) within the Corporate Accounting Division.

Accountabilities

  • Hold responsibility for executing accounting, control and reporting processes in operating and capital expenses and fee income.
  • Deliver on payment processes for administrative expenses including HR related transactions.
  • Execute regular reviews and evaluations of business processes. Update of their procedure manuals and the related Internal Control Framework.
  • Contribute to the communication of accounting, reporting and payment related strategies, policies and procedures throughout the organisation to ensure an efficient delivery of the unit’s responsibilities.
  • Contribute to digital transformation projects and cross-directorate process improvements to align the Bank’s processes and policies to best practice.
  • Participate in the communication and the implementation of best-in-class practices and policies throughout the Bank and within the own directorate to ensure an efficient delivery of the unit’s responsibilities.
  • Maintain external and internal relations relating to accounting and financial reporting to enable the Bank to comply with applicable accounting standards and apply best in class practices and policies.
  • Provide guidance and support to more junior staff.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in Business Administration, Accounting, Finance or related fields
  • At least 5 years of relevant professional experience, ideally in a similar role in accounting, finance or related areas in a multinational organization or a major audit firm.
  • Sound knowledge of International Financial Reporting Standards (IFRS) and European Directives on accounting standards.
  • Experience in the preparation of analytical financial reporting and policies.
  • An internationally recognized professional accounting qualification (like ACCA, ACA, CIMA, etc.) would be an advantage.
  • Knowledge of payment tools and processes would be an advantage.
  • Knowledge of software applications such as PeopleSoft Financials (GL, AP, AR), Business Objects, Wall Street Suite (TRM, CLM), Certent Disclosure Management will be an asset.
  • Excellent knowledge of English and/or French (***) with a good command of the other. Knowledge of other EU languages would be an advantage.

(***) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
