INTRODUCTION

The Caribbean Development Bank (CDB/the Bank) is seeking to recruit a Division Chief, Procurement Policy for the Procurement Policy Division in the Projects Department. The successful candidate will be based at CDB’s Office located in St. Michael, Barbados.

THE DIVISION

The Procurement Policy Division (PPD) is charged with oversight responsibility for ensuring the relevance of, and compliance with, the Bank’s guidelines, policies, and procedures which govern the procurement of goods and works and the contracting of consultant services financed with CDB resources. Support is extended to both internal and external clients in the area of procurement.

THE ROLE

The Division Chief, Procurement Policy (DC,PP) leads the Bank’s Procurement Policy Division, serving as custodian of CDB’s procurement framework and ensuring that Bank-financed resources are used efficiently, ethically, and transparently to deliver development impact and value for money. Reporting to the Director, Projects, the role provides strategic leadership, technical oversight, and capacity development to Bank staff and Borrowing Member Countries, and leads procurement support across the Bank’s loan and grant portfolio. As the Bank’s principal procurement expert, the DC,PP supports country procurement assessments, procurement reform, e-procurement, and governance and anti-corruption initiatives, while advancing MDB harmonisation to strengthen development effectiveness. The role requires strong stakeholder engagement and communication skills and represents CDB on the Heads of Procurement of MDBs Group.

 
 

KEY RESPONSIBILITIES

The DC,PP will be required to:

  • Set the strategic direction for the procurement function, ensuring it supports the Bank's operational priorities, including climate finance, digital transformation, and private sector development.

  • Lead the development, updating, and interpretation of the Bank's Procurement Framework, including policies, regulations, and guidelines.

  • Champion procurement innovation, promoting the use of e-Procurement systems, data analytics, and sustainable procurement practices.

  • Oversee compliance with CDB’s procurement policies and procedures related to the acquisition of goods, works and services by CDB’s BMC’s under CDB-financed projects.

  • Lead the evaluation and development of improvements to the procurement regulations and practices of clients, including the strengthening of their institutional capacity, and monitoring and reporting on the progress of procurement reforms.

  • Monitor the on-going supervision of borrowers’ procurement activities, including claims processing under CDB-funded loans and grants, and any additional procurement aspects related to the design, processing, administration, and evaluation of loan and technical assistance operations within CDB.

  • Review complaints from bidders and consultants regarding compliance with procurement processes on CDB-financed projects.

  • Identify, assess, and mitigate strategic and operational procurement risks across the Bank's portfolio, including fraud, corruption, and collusion.

  • Collaborate closely with ICA on integrity and anti-corruption investigations, including establishing preventive measures.

  • Develop and monitor country, sector and project procurement performance indicators in order to promote project quality, transparency, fair competition and efficiency.

  • Lead, mentor, and manage a diverse team of procurement professionals.

  • Set clear performance goals, prepare and manage the division's budget, and ensure efficient resource allocation.
 

QUALIFICATIONS AND EXPERIENCE

The successful candidate shall have:

  • A Master's degree in Procurement, Business Administration, Engineering, Law, Public Administration, or a related field. Further professional development including accredited procurement certifications is required.

  • Minimum of ten (10) years of progressively responsible professional experience of which at least five (5) years as a supervisor of staff, with a strong emphasis on sovereign procurements, development finance and service delivery. Experience within an international financial development institution is an added advantage.

  • Excellent representational skills that will enhance the profile of the Bank.

TERMS OF APPOINTMENT

This role is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal. The salary is competitive and commensurate with qualifications and experience. The salary scale for this Grade 22 role starts at USD165,672 per annum net of taxes. The benefits package includes a pension plan, life and medical insurances.
