INTRODUCTION
The Caribbean Development Bank (CDB/the Bank) is seeking to recruit an experienced professional to provide strong leadership and innovative management of the Economic Infrastructure Division of the Projects Department. The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.
THE DIVISION
The Economic Infrastructure Division (EID) oversees the complete lifecycle of infrastructure projects – from identification and design to implementation – encompassing critical sectors such as transportation, energy, water and sanitation and urban development. In addition, EID plays a pivotal role in coordinating post-disaster recovery to ensure the rapid restoration and resilience of essential infrastructure. The Division forms part of the Projects Department.
THE ROLE
Reporting to the Director of Projects, the Division Chief (DC), EID contributes to the strategic and operational management of the PD. The DC, EID’s accountability covers responsibility for delivery of the Division’s work programme, quality of work, results, and risk management, including compliance with Bank policies and procedures. As a member of the PD management team, that accountability extends to the modeling of appropriate behaviours and the relevant competencies (listed below).
As leader of the EID team, the DC is expected to provide general guidance, technical and procedural expertise, and advice to his/her team on complex tasks. He/she is expected to contribute knowledge and experience to the various document review processes within the Operations Area and across the Bank. In terms of results, the DC, EID is accountable for the management, development and execution of the project cycle management process for CDB-funded capital and TA projects for infrastructure sectors. The DC, EID is supported in the delivery of these results by a team of middle managers, technical officers and administrative staff.
KEY RESPONSIBILITIES

The DC, EID must have a broad understanding of the socio-economic context within which the Bank is operating and an excellent grasp of current development banking issues. They must be able to plan and facilitate meetings and high-level conferences to create opportunities for the exchange of information and best practices, and to create a platform for policy dialogue.

TERMS OF APPOINTMENT
This role is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal. The salary is competitive and commensurate with qualifications and experience. The salary scale for this Grade 22 role starts at USD165,672 per annum net of taxes. The benefits package includes a pension plan, life and medical insurances.
