Job Description

The EIB, the European Union's bank, is seeking to recruit for its Group Information Systems Directorate (GIS), Digital Transformation & Innovation Department* (DTI), at its headquarters in Luxembourg, a Head of Artificial Intelligence Division (AI)**. This position is based at our Luxembourg headquarters and requires regular office presence.

This is a full-time position at grade 7 for which the EIB offers a permanent contract.

Purpose

As Head of the Artificial Intelligence Division, you will be shaping and scaling AI capabilities across the Group. You will define and execute the Group’s AI strategy, turning business ambition into a coherent, secure and scalable AI ecosystem. You will build and operate the Group AI Hub, combining deep expertise in AI engineering and platforms with strong leadership and change management. Working closely with business and IT stakeholders, you will drive adoption of AI solutions that deliver measurable value while ensuring compliance, resilience and ethical use.

Operating Network

The Artificial Intelligence Division designs, builds, and operates the Group’s AI capabilities, including AI platforms, engineering frameworks, model lifecycle management, and enabling services for business-driven AI use cases. The Division ensures that AI solutions are secure, compliant, scalable, and aligned with enterprise architecture and regulatory requirements.

You will report to the Head of the Digital Transformation & Innovation Department and work closely with the other Heads of Divisions of the Directorate, as well as with business users who participate in projects and initiatives led by the Division.

Accountabilities

  • Define and lead the EIB Group’s AI strategy, aligning AI technologies, platforms and operating models with business priorities and Groupwide digital ambitions.
  • Provide leadership and direction to the Division, ensuring clear objectives, timely decision-making and effective resolution of complex issues, while fostering a culture of continuous learning and knowledge sharing.
  • Build, scale and operate the Group AI Hub, establishing enterprise AI platforms and engineering foundations that enable AI adoption at scale across the organisation.
  • Drive AIenabled transformation by partnering with senior business and IT stakeholders to embed AI into core processes and deliver measurable business value.
  • Ensure trusted and responsible AI by embedding security, resilience, ethical principles and regulatory compliance (including AI Act, DORA and data protection) across all AI solutions.
  • Advance the Group’s AI maturity by leveraging data as a strategic asset and enabling robust, datadriven intelligence at enterprise level.
  • Build and lead a highperforming, multidisciplinary AI organisation, developing talent, capabilities and culture to sustain longterm impact.
  • Represent the AI Division internally and externally, contributing to governance, architecture and peer institution forums, and shaping the Group's position in the AI ecosystem.
  • Manage vendors, partners and procurement in the AI domain, ensuring value for money, compliance and effective service delivery through clear SLAs and quality metrics.
  • Monitor AI technology and market trends, scaling team capabilities and tooling to keep the Group at the forefront of AI innovation.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in computer science, artificial intelligence, data science, engineering, or a related information technology domain.
  • At least 10 years of progressive experience managing large-scale IT and digital initiatives, with exposure to AI, advanced analytics, data platforms, or large enterprise technology landscapes.
  • Experience in or proven ability for managing and coaching people ideally in multicultural environments or international organisations (e.g. contribution to: deciding on team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback).
  • Experience in implementing larger scale of AI Programme at the level of the Organisation with experience in re-skilling the staff and re-engineering existing AI Platforms.
  • Strong technical background in AI engineering and platforms, including machine learning, generative AI, model lifecycle management, MLOps.
  • Good expertise in the modern AI landscape, including market standards, models, automation frameworks, platforms, and enterprise grade AI services
  • Experience delivering secure, scalable, and resilient solutions in hybrid (on-prem/cloud) environments, with strong attention to security, data protection, and operational robustness.
  • Solid business acumen, preferably in the banking or financial services sector, with the ability to translate business needs into effective AI solutions and ability to understand regulatory and risk constraints.
  • Strong leadership and change management skills, with a proven track record in driving adoption of new technologies and operating models across multiple business and IT domains.
  • Excellent knowledge of English. Knowledge of other EU languages would be an advantage***.

(***) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
