Organizational Setting and Reporting Relationship

While the position of Senior Project Officer (Energy) resides with the Energy Sector Division (SD1-ENE) within the Sectors Department 1 (SD1), you will be strategically assigned to Turkmenistan Resident Mission (TKRM) within the Central and West Asia Department (CWRD) based at our Resident Mission Office in Ashgabat.

You will report to the designated Technical International Staff or Director, SD1-ENE and the Country Director, TKRM, and will oversee junior team members.

Your Role

As Senior Project Officer (Energy), you will provide in-depth technical expertise, operations support, and leadership to support country engagement in the energy sector. You will collaborate with relevant government entities, support project and technical assistance identification, processing, implementation and analysis. You will help administer delegated energy sector projects and technical assistance projects. You will also support SD1-ENE in the administration of non-delegated energy sector projects. Additionally, you will be responsible for overall monitoring of the status and performance of the ADB's Turkmenistan portfolio, which includes delegated and non-delegated projects in the energy sector. Furthermore, you will contribute to capacity building activities, engagement with development partners and represent ADB and meetings. At this level, you will take the assigned accountabilities to the position, and demonstrate substantial and diverse experience, undertaking a variety of assignments.

You will:

  • Conduct sector research, update sector information, prepare technical/financial/institutional assessments, and contribute to sector studies supporting development effectiveness and national strategies.
  • Provide advisory inputs on energy policies, power and renewable energy, gas transmission, methane emission reduction, regulatory frameworks, and institutional strengthening.
  • Act as a key liaison between ADB and key government counterparts. These counterparts include the Ministry of Energy, the State Committee for Construction of Arkadag City (SCCAC) under the President of Turkmenistan, Ministry of Finance, State Concern Turkmengas, and relevant line agencies, as needed.
  • Help process loans and lead processing of technical assistance (TAs) through close coordination with SD1-ENE, TKRM, government agencies, development partners, private sector entities, and other stakeholders.
  • Administer delegated energy projects, including consultant recruitment, procurement reviews, bid evaluations, contract awards, physical progress monitoring, and preparation of Back-to-Office Reports (BTORs) and other mission outputs.
  • Support non‑delegated project administration, help process withdrawal applications, and provide technical inputs to HQ.
  • Monitor project performance, maintain accurate portfolio data, prepare performance reports, and follow up on executing agencies' (EAs) submission of progress reports, audited financial statements, and withdrawal applications.
  • Provide technical guidance for energy sector project processing, including review of design criteria, cost estimates, procurement plans, implementation arrangements, schedules, and RRP sections.
  • Help organize missions and participate in important meetings and CAREC energy-related activities.
  • Participate in consultation, programming, and portfolio review missions, including Tripartite Review Missions (TPRM) and Country Partnership Strategy (CPS) work, and collaborate with government ministries, executing agencies, and partners.
  • Participate in sector strategy, policy work, and donor coordination, producing background notes, conducting sectoral analyses, and representing ADB in meetings and knowledge‑sharing events. Lead technical studies, design and delivery of capacity building programs, and deliver presentations and national and international events.
  • Prepare project documents, including Project Completion Reports (PCRs), TA completion reports, procurement documents, terms of reference (TORs), implementation plans, and other required project administration deliverables. Translate technical and other documents when needed.
  • Provide guidance and mentorship to junior team members, supporting work planning, quality control, professional development, and contributing to new knowledge products and services.
  • Perform other responsibilities that may be assigned by your supervisor and reflected in your workplan.

Qualifications

You will need:

  • Bachelor's degree in Finance, Business Administration, Public Administration, or related disciplines preferably with Master's degree or equivalent.
  • At least 8 years' work experience and at least 4 years of supervisory experience.
  • Experience undertaking background research on defined tasks, and in handling numeric work and information systems.
  • In-depth understanding of the interactions between different ADB work areas and workflows and their purposes.
  • Experience making simple causal links, prepare pro-and-con lists of reach a decision; and set priorities for tasks in order of importance.
  • Written and verbal proficiency in English Written and verbal proficiency in English and local language (as applicable).
  • Experience working with teams as a constructive team member.
  • Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.

Additional Information

This appointment is open to internal and external applicants.

This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful candidates may occasionally undertake short-term assignments in other groups or departments when required.

This opening is a local staff position. It is open only to nationals and permanent residents of Turkmenistan.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
