Organizational Setting and Reporting Relationship
While the position of Senior Project Officer (Energy) resides with the Energy Sector Division (SD1-ENE) within the Sectors Department 1 (SD1), you will be strategically assigned to Kazakhstan Resident Mission (KARM) within the Central and West Asia Department (CWRD) based at our Resident Mission Office in Astana.
You will report to the designated Principal Energy Specialist or Director, SD1-ENE and have a matrix reporting line to the Country Director, KARM and will oversee junior team members.
Your Role
As Senior Project Officer (Energy), you will provide in-depth technical expertise, operations support, and leadership to help administer delegated energy sector projects and technical assistance projects. You will also support SD1-ENE in the administration of non-delegated energy sector projects. Additionally, you will be responsible for overall monitoring of the status and performance of the ADB's Kazakhstan portfolio, which includes delegated and non-delegated projects in the energy sector. Furthermore, you will support SD1-ENE in identifying new project opportunities for sovereign, non-sovereign or PPP financing structures. You will contribute to energy sector work, including programming, processing, and analysis, engagement with development partners and represent ADB in relevant meetings. At this level, you take the assigned accountabilities to the position, and demonstrate substantial and diverse experience, undertaking a variety of assignments.
You will:
- Conduct sector research, update sector information, prepare technical/financial/institutional assessments, and contribute to sector studies supporting development effectiveness and national strategies.
- Help process loans and lead processing of technical assistance (TAs) through close coordination with SD1-ENE, KARM, government agencies, development partners, private sector entities, and other stakeholders.
- Administer delegated energy projects, including consultant recruitment, procurement reviews, bid evaluations, contract awards, physical progress monitoring, and preparation of Back-to-Office Reports (BTORs) and other mission outputs.
- Support non‑delegated project administration, help process withdrawal applications, and provide technical inputs to HQ.
- Monitor project performance, maintain accurate portfolio data, prepare performance reports, and follow up on executing agencies' (EAs) submission of progress reports, audited financial statements, and withdrawal applications.
- Provide technical guidance for energy sector project processing, including review of design criteria, cost estimates, procurement plans, implementation arrangements, schedules, and RRP sections.
- Help organize missions and participate in important meetings and CAREC energy-related activities.
- Participate in consultation, programming, and portfolio review missions, including Tripartite Review Missions (TPRM) and Country Partnership Strategy (CPS) work, and engage with government ministries, executing agencies, and partners.
- Participate in sector strategy, policy work, and donor coordination, producing background notes, conducting sectoral analyses, and representing ADB in meetings and knowledge‑sharing events.
- Prepare project documents, including Project Completion Reports (PCRs), TA completion reports, procurement documents, terms of reference (TORs), implementation plans, and other required project administration deliverables.
- Provide guidance and mentorship to junior team members, supporting work planning, quality control, professional development, and contributing to new knowledge products and services.
- Perform other responsibilities that may be assigned by your supervisor and reflected in your workplan.
Qualifications
You will need:
- Bachelor's degree in economics, finance, public policy, engineering, or related disciplines with a master's degree or equivalent.
- At least 8 years' relevant professional experience in energy sector including project processing and implementation, and at least 4 years of supervisory experience.
- Work experience in one or more energy utility companies.
- Sound knowledge of issues related to energy (demonstrated application of in-depth expertise in a specific area or demonstrated scope across multiple areas).
- Familiarity with government institutions and state-owned enterprises in the energy sector, policy issues, with demonstrated experience engaging government counterparts in relevant dialogue processes.
- Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.
- Proficiency in both oral and written communication skills in English, Russian and Kazakh.

Additional Information
This appointment is open to internal and external applicants.
This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.
This opening is a local staff position. It is open only to nationals and permanent residents of Kazakhstan
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
