The project “Project for Renewable Energy Expansion and Capacity building development in Fiji” will assist the Fiji Rural Electrification Fund Program (FREF). FREF is an initiative that aims to bring clean, renewable electricity to outer and rural communities in Fiji that are not currently served by the main electric power grid. FREF uses a revolving fund structure under which affordable monthly tariff payments for rural communities, combined with grant financing received from development and donor partners that are placed into a trust fund and used to electrify additional rural communities throughout Fiji and set-up a sustainable operation and maintenance schedule with third parties.
More specifically, the project will assist FREF in of the project is to ensure proper operation and maintenance of already installed systems by providing training to selected people in the beneficiary communities and improve their understanding of the advantage and functioning of renewable energy as well as energy efficiency. The expected impact is to assist the Government of Fiji (GoF) to improve sustainability of installed solar systems, contribute to progress towards meeting its Renewable Energy target of 100% renewable electricity and 100% rural electrification and providing communities with reliable, sustainable energy supply.
To achieve the project objectives, GGGI is looking for an individual consultant to support GGGI’s overall implementation of providing community-level capacity building activities in Fiji (across 30 communities/ sites) through:
- Review, refine/ update and contextualize the finalized training modules.
- Plan, organize and deliver Training of Trainers (ToT) workshops for selected national and community-level trainers.
- Support the Project Manager in organizing the timely mobilization of ToT-trained trainers to designated locations in accordance with the agreed implementation schedule.
- Work closely with the Project Manager (PM) and the Department of Energy to finalize the selection of the 30 target communities..
- Provide regular progress updates and support in formulating formal reports to GGGI and the donor.
- Prepare and submit a comprehensive project closing report, including a summary of all training activities conducted and the relevant data required for project closure.
The consultant will support GGGI’s implementation of the community-level capacity-building activities in Fiji with a focus on the effective delivery of standardized training programs in selected remote communities. The main community trainings aim to reach approximately 4,000 participants nationwide, ensuring at least 40% participation from women and a minimum of 20% participation from vulnerable groups.
The consultant works closely with the Project Manager to review, refine and contextualize the finalized training modules to ensure they are appropriate, practical and easily understood by target communities in Fiji. This includes supporting final quality assurance of training content prior to delivery and ensuring alignment with project objectives and local conditions.
A key responsibility of the consultant is to organize and deliver Training of Trainers (ToT) workshops for selected national and community-level trainers. This includes planning the ToT program, coordinating logistics, facilitating training sessions and strengthening the capacity of trainers to deliver consistent and high-quality community trainings across Fiji.
In coordination with the Project Manager the consultant is responsible for developing detailed training implementation plans, including sequencing activities, proposed timelines, deployment schedules for trained trainers and coordination arrangements for conducting training in selected communities. The consultant supports the Project Manager in organizing the timely mobilization of ToT-trained trainers to designated locations in accordance with the agreed implementation schedule.
The consultant also provides regular progress updates and formal reports to GGGI, including ToT completion reports, community training reports, participation statistics (including gender and vulnerability indicators), key observations, lessons learned and confirmation of training completion against planned targets.
Through these activities, the consultancy ensures that training delivery in Fiji is well-coordinated, timely, inclusive and aligned with GGGI’s programmatic and reporting requirements. The selected consultant(s)/trainer(s) will work together with and support the respective Project Manager to conduct training(s) in selected remote communities.
The consultant shall report regularly to the in-country project coordinator. The consultant must always work as part of a team with GGGI and other consultants. Microsoft PowerPoint and Word products must be delivered using GGGI templates provided.
All professional and training products developed by the consultant and used for this project will be transferred to and become the property of the Global Green Growth Institute, and shared with project partners, counterparts and third parties as deemed appropriate by GGGI. All appropriate acknowledgements to the consultant will be made in these materials according to the GGGI standards in place
Due to the nature of the consultancy, the individual consultant shall provide, at his/her own cost, the equipment and supplies necessary to satisfactorily complete all the deliverables. This includes, but is not limited to Laptops, PCs, keyboards, mouse, external monitors, etc. GGGI will not be responsible for providing such equipment and supplies at any point during the consultancy.
All travel costs for the consultant in relation to the trainings mentioned will be covered by the project according to GGGI Travel rules and regulations.

- Master’s degree preferred (or bachelor’s with additional relevant experience in community training focused on renewable energy) in Climate/Energy, Environmental Studies, Engineering, or related fields.
- Minimum of 5 years of relevant experience working in the Energy/ Renewable Energy sector (preferably in the Pacific).
- Proven experience in supporting project management and coordination.
- Experience in teaching/ training would be an advantage.
- Strong skills in preparation of training materials, reports, presentations, etc.
- Strong analytical and drafting skills (results and feedback reports).
- Ability to carry out assessments of trainers would be an advantage.
Language: Strong command of the English language.
