Duties and Responsibilities
The International Trade Centre (ITC) is the joint agency of the United Nations and the World Trade Organisation for trade-related technical cooperation in developing countries. ITC is implementing the project "El Salvador: Llamatepec - Sustainable Exports," funded by the European Union under the framework of the Action "Support to El Salvador's Social Plan: Private Sector Development." The project will contribute to the generation of income and employment in El Salvador through exports to the European Union and to Central America. The project will make this contribution via two specific objectives by: • Improving the export supply capacity and the sustainability of Salvadorian ICT, orange tourism and coffee providers (companies, entrepreneurs and communities). • Increasing the internationalization of companies, entrepreneurs and communities that provide ICT and orange tourism services, including sustainable coffee. To achieve the above objectives, the project will produce the following outputs: Under objective 1: • Output 1.1. Companies, entrepreneurs and beneficiary communities improve the management of their business and their services (relevance, quality, customer service) to meet the needs of European buyers/consumers • Output 1.2. Companies, entrepreneurs and beneficiary communities are equipped to monitor their social and environmental sustainability. • Output 1.3. A new local talent of youth, women and returned migrants is available to provide services to ICT and tourism companies Under objective 2: • Output 2.1. The national sales force of El Salvador improves its support for the promotion of the Salvadorian ICT and Orange Tourism Industries • Output 2.2. The beneficiary companies, entrepreneurs and communities access new business opportunities with local, regional, and European partners. This consultancy is required to organize and coordinate locally the activities that ITC is planning or delivering in El Salvador under the Ilamatepec project during the period of the contract, including but not limited to workshops, counselling sessions, project missions, project events and visibility actions among others across the five project results as well as those related to the collection of results associated with the activities delivered. Description of Duties/Responsibilities The consultant will work under the overall guidance and supervision of the Project Manager in the office for Latin America and the Caribbean (OLAC), and under the direct guidance of the technical sections. The consultant will carry out locally the planning, implementation, monitoring, reporting, and visibility tasks relevant for the activities that will be implemented during the period of the contract including: 1. IDENTIFICATION AND MOBILIZATION OF NEW STAKEHOLDERS AND BENEFICIARIES • Identify new potential participants or beneficiaries with relevant experience and needs for various activities and events organized under the project, ensuring maximum impact and outreach. • Facilitate consultations with project stakeholders and beneficiaries (including bilateral meetings and roundtables), identifying and mobilizing key public and private sector actors, as well as national resources. • Foster and maintain positive working relationships with public officials, private sector representatives, academia, and other key actors, ensuring smooth project implementation and effective collaboration in trade facilitation, investment, and competition activities. 2. TECHNICAL ADVISORY • Research, analyze, and present necessary information and reference documents for sectoral studies and other assessments as required. E.g. Draft background papers, analytical notes, sectoral analysis, etc. • Monitor and report on institutional, legislative, or policy developments that may impact the project’s implementation in the country and the fulfillment of activities. • Provide guidance or advice on the regulatory and policy framework applicable to El Salvador, with a particular focus on the country’s trade policy related to the coffee, ICT and Orange Tourism Sector, • Inform the ITC project manager about other ongoing projects or initiatives that can have synergies or overlapping with the Ilamatepec project. • Identify issues and challenges to address, propose corrective actions, coordinate with relevant parties, and track pending actions. 3. MONITORING AND REPORTING OF RESULTS • Monitor and ensure the timely implementation of project activities according to the work plan. • Contribute to the collection and analysis of data related to institutional diagnostics and other surveys aimed at measuring the results of technical assistance activities implemented during the project. • Contribute to the preparation of monthly, quarterly and annual reports on project results, as required. • Contribute to the preparation of the elaboration of the narrative progress reports to the donor and the presentation of results during the steering committees. 4. COMMUNICATION AND VISIBILITY • Maintain close coordination with project partners to ensure synergies and prevent obstacles or delays in project implementation. • Regularly collect feedback and suggestions from stakeholders on implemented activities, their impact, and areas for improvement, ensuring continuous enhancement and alignment with project objectives. • Follow up on requests and concerns from relevant contacts and stakeholders, ensuring regular dialogue to facilitate smooth activity implementation. • Collaborate with other donors working in the same area or related sectors and provide relevant project information. • Organize effective external communications for the project, such as presentations at key events in the country, providing content for press releases and other media or social media articles, and disseminating project results among stakeholders. 5. ADMINISTRATIVE TASKS • Participate in the development of project work plans. • Take notes and produce concise meeting minutes and reports on outcomes from meetings, workshops, and other activities in English or Spanish as required, including helping with registration of the participation list. • Assist in preparing missions for ITC experts and international consultants and accompany them during meetings, providing interpretation between English and Spanish as needed. • Ensure effective coordination of the necessary logistics for activities, events, and missions. • Attend project events and stakeholder consultations. • Support the identification of relevant service providers (e.g., hotels, interpreters, media companies, event organizers) in compliance with UN rules and procedures. • Facilitate the collection and review of quotations, supporting documents, and relevant data for project activities. • Take photographs/videos during activities and events to generate visual materials for project visibility. Note: The consultant will perform a set of recurring tasks throughout the duration of the contract. These tasks are ongoing in nature; however, they will be implemented within different project activities that evolve over time across the sectors covered by the project and the outputs to be delivered by ITC. As a result, the consultant will submit monthly progress reports using a consistent structure and format for all deliverables. While the reporting template will remain the same, the content of each report will vary depending on the specific project activities carried out during the reporting period. Copyright: The Consultant is required to ensure that they have obtained the necessary authorization concerning intellectual property rights required to perform the services under this consultancy contract and for subsequent dissemination by ITC in any form. Documentary evidence must be submitted to ITC. Additionally, the Consultant must obtain accreditation for events as required. If a licensing fee is applicable for the use of copyrighted materials from third parties, the Consultant must obtain prior written permission from ITC. Qualifications/special skills
• Postgraduate degree (MA/MSc/MBA, PHD or other) • Advanced university degree (Master’s degree or equivalent) in International Relations, Business Administration, Trade and Development, or related field. • Extensive relevant experience may be accepted in lieu of the university degree. • At least 5 years of relevant professional work experience • Experience of working in/with government agencies and institutions. • Experience in managing projects and/or organisations would be an asset. Skills · Excellent communication and interpersonal skills. · Strong organizational skills. · Ability to present information in a clear and easy-to-understand manner. · Ability to work autonomously and in a team.
