The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Contingent Owned Equipment Officer reports to the Senior Logistics Officer (P5). The incumbent efficiently and effectively manages all contingent owned equipment operations of the mission. The temporary position is based in Port-au-Prince and is located in the Mission Support Section, Office of the Chief Service Delivery.
Responsibilities
Within limits of delegated authority, the Contingent Owned Equipment Officer will be responsible for the following duties: Provides policy and technical advice to the Chief of Section, senior mission and UNHQ leadership, representatives Troop/Police, Contributing Countries (TCC/PCC) and other peacekeeping partners on all matters relating to the implementation and management of the COE System; Develops mission specific policies and procedures for the implementation and management in the field of Memoranda of Understanding (MOU) between the United Nations and Member States who contribute formed military or police units to field missions including guidelines and instructions for the implementation of the recommendations of the Senior Advisory Group concerning reimbursements for personnel and COE; Provides guidance and interpretation of the COE Manual and identifies requirements for amendments to the Manual and COE system to enhance the operational capabilities of deployed military/police units and management of COE, assists and contributes in the development of LSD position papers for consideration by the COE Working Group; Liaises between field mission and Headquarters staff on COE matters and coordinates day-to-day support of COE Operations; Reviews mission's operational and logistic support plans, TCC/PCC Guidelines, assists FGS/OMA in developing the Force and Unit Requirement Statements, and other policy and guidance material produced by other technical specialists to ensure conformity with the COE Manual and mission's specifics; Planning and supervising COE/MOU Arrival, Operational Readiness, Repatriation, and other periodic inspections of all formed military and police units deployed in the mission to verify by physical inspection that the TCC/PCCs and the United Nations are in compliance with their agreed responsibilities as detailed in the MOU; Processing Verification Reports (VRs) raised as a result of inspections and forwarding them to senior mission management for approval and subsequent submission to UN Headquarters (UNHQ) on a quarterly basis in accordance with the schedules as promulgated by UNHQ; Conducts quarterly analysis over the performance of the deployed formed military and police units as per the COE Manual standards and guidelines provided by UNHQ, monitors and oversights of TCC/PCC and mission performance and compliance with MOU obligations, reviews Verification Reports (VR), organizes and manages the field mission COE/MOU Management Review Board (CMMRB) reports and prepares associated briefings for senior management and their submission to the UNHQ CMMRB and relevant bodies; Prepares responses to audit reports, observations and recommendations from legislative and oversight bodies relating to COE management; Exercises managerial and supervisory control over the proper execution of functions carried out within the COE Unit, directing work priorities, determining the Unit work plan, developing goals and performance measures; Runs the global COE KPI management programme and provides relevant analysis and trends to senior leadership; Perform other duties as required.

Education
Advanced university degree (Master's degree or equivalent) in business administration or a logistics related field. First level university degree with a combination of relevant academic qualifications and experience in property management, supply chain management or logistic support services may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven (7) years of progressively responsible experience in managing logistic support operations and property management services in military or police organisations is required. Relevant COE field experience in international military or UN peacekeeping operations is required. Demonstrated relevant experience in planning, coordinating, and supervising COE/MOU Arrival Inspections, Operational Readiness Inspections, Repatriation Inspections, and other periodic inspections of formed military and police units is required. Demonstrated experience serving as a member of, and/or Secretary to, the Mission’s COE/MOU Management Review Board (CMMRB), including preparation of case files, technical assessments, meeting documentation, recording of deliberations, and follow-up on Board decisions to ensure proper implementation and compliance with established COE/MOU policies and procedures is required. Experience in policy development at the strategic level is desirable.
