Technical Coordination Unit (TCU) and North, Central and West Africa (NCWA) WMO is committed to achieving diversity and a balanced workforce. DUTIES AND RESPONSIBILITIES

The consultant will carry out the following:

Component 1 - Product-Ingestion Plugin (Priority Component)

- Design and develop a modular ClimWeb-integrated plugin enabling institutions to easily add national, regional, and global products into their ClimWeb instances;

- Integrate key products from priority sources (e.g. Regional Climate Centers, RSMCs, Climate Station, ECMWF, NOAA GFS, GloFAS, Google Flood Hub);

- Develop configuration interfaces for dataset mapping and update schedules;

- Deliver documentation, configuration guides, and code via GitHub.

Component 2 - MapViewer/ CAP Composer integration

- Develop prototype functionality to pre-generate CAP alerts;

- Improve semi-automated workflows for the generation of impact-based forecasting information, and CAP alerts messages in local areas;

- Facilitating the generation of CAP warnings based on available support information (e.g notifications of messages to forecasters,proposed standard key messages and advisories based on hazards and risk levels).

Component 3 - Technical advisory support

- Provide technical advice on geospatial data flows and innovative forecasting communication applications in West and Central Africa;

- Develop a detailed roadmap for integration of MapRooms (IRI) functionalities into ClimWeb's MapViewer;

- Provide a proposed list of AI-based functionalities and a technical roadmap for integrating them into future versions of ClimWeb (e.g., AI-driven geospatial analysis, AI-assisted pre-filling features into the CAP Composer).
QUALIFICATIONS
Education
Advanced degree in ICT, applied meteorology, hydrology, or related discipline.
Experience
Strong expertise in geospatial data engineering, backend development, and ETL automation for vector and raster datasets.

Advanced skills in PostgreSQL/PostGIS, tile servers, pg_tileserv, MapServer/GeoServer.

Experience with web-GIS frameworks (Leaflet, Mapbox GL, OpenLayers).

Familiarity with ClimWeb, GeoManager, Wagtail.

Experience integrating meteorological, hydrological, climate, satellite, and model datasets.

Understanding climate services, impact-based forecasting, early-warning workflows, and CAP, an asset.

Experience in version control (Git) and Linux-based deployments.
Languages
Excellent knowledge of English (both oral and written). Knowledge of French would be an advantage.

Proposed fee: Payband C or D (390-750 USD) to be defined depending upon experience, knowledge, and skills.
