Background:

UN Women is committed to the achievement of equality between women, men, boys and girls as partners and beneficiaries of humanitarian action and resilience. In May 2015, UN Women engaged in Gender in Humanitarian Action and in 2017 created the Humanitarian Action and crisis Response Office to consolidate its advocacy, coordination and capacity development role for the integration of gender equality across humanitarian action. UN Women Humanitarian response includes three areas of work, namely disaster risk reduction and mitigation, humanitarian response and early recovery dealing with Women’s Leadership, Empowerment, Access and Participation (LEAP) and Resilience. The impact of conflict is often measured by casualties: Women and girls face heightened risks due to displacement and the breakdown of normal protection structures and support. 

As part of its Disaster Risk Reduction and Resilience work (DRR), the UN Women Regional Office for West and Central Africa, focusses on prevention and resilience building by ensuring that new and existing disaster risks are mitigated by putting women’s agency and voice at the center of disaster risk reduction efforts. UN Women facilitates and promotes the integration of gender equality and women's empowerment through Coordination and Leadership; Capacity Development; Mainstreaming Gender into Data, Analysis, and Advocacy and Targeted programming.

UN Women commits to strengthening the humanitarian-development-peace nexus by ensuring that humanitarian responses address root causes of vulnerability, build resilience, and support inclusive recovery and peacebuilding, with women and girls at the center.

UN Women collaborates closely with UN system partners, national institutions and civil society organizations to ensure accountability and coherence in addressing gender equality in humanitarian action and DRR. UN Women works with gender equality institutions and organizations, from grassroots to intergovernmental bodies, to strengthen their position and capacity as champions for gender equality in humanitarian action, resilience and beyond. 

About the portfolio/ thematic area

Globally, humanitarian needs have continued to rise sharply, driven by conflict, climate shocks and deepening protection crises. In West and Central Africa, overlapping crises have pushed humanitarian needs to unprecedented levels, with the number of people forcibly displaced or stateless in the region reached a record 12.7 million in 2025.

Women, girls and children constitute the majority of those affected by displacement and humanitarian needs in the region, representing approximately 80 % of the forcibly displaced population. 

Under the direct supervision of Regional Policy Adviser on Peace, Security and Humanitarian Action, and with minimal day-to-day oversight, the Regional Humanitarian Action and Resilience Specialist leads UN Women’s humanitarian and DRR technical programming across the West and Central Africa region. The incumbent exercises significant independent professional judgment in designing regional strategies, providing authoritative technical guidance to multiple Country Offices, and representing UN Women in inter-agency humanitarian coordination mechanisms. The Specialist manages complex, multi-stakeholder initiatives across approximately 24 countries in the region, navigating politically sensitive and rapidly evolving humanitarian contexts. The incumbent consults the supervisor on strategic, politically sensitive, or high-risk matters affecting organizational positioning or resource commitments

Key Functions and Accountabilities :

Lead the development of regional strategies and programmes on humanitarian action and DRR:

  • Lead the development of an integrated strategy for the delivery of technical assistance, policy advocacy and programme support across the West and Central Africa region, ensuring alignment with the UN Women Global Strategic Plan (2026–2029) and the WCARO Regional Strategic Note.
  • Direct the implement the UN Women’s Humanitarian Core Commitments across Country Offices, providing authoritative technical guidance and quality assurance.
  • Manage the formulation and review of regional programme documents on humanitarian action and DRR, ensuring coherence with organizational priorities and regional humanitarian response frameworks;
  • Oversee the contextualization and localization of programme documents, country strategies, and knowledge products, and ensure systemic monitoring, evaluation and reporting on      humanitarian action and DRR programmes across the region. 

Lead the design of humanitarian action and DRR programmes in the region and the development of relevant knowledge products:

  • Lead the formulattion of policy recommendations and guidance to strategic planning and positioning on gender and humanitarian response and DRR;
  • Advise and represent UN Women regional and national inter-agency bodies; represent UN Women in interagency groups that influence policies related to humanitarian action and DRR; 
  • Lead the research, development and presentation of analytical reports, research papers, briefing notes, background papers, summaries, correspondence and talking points on  humanitarian action and DRR;
  • Lead the collection and analysis sex- and age-disaggregated data collection,  gender analysis of humanitarian context, and intersectional evidence to inform humanitarian planning, programming and funding decisions
  • Identify and develop promising practices, strategic opportunities and innovative approaches to advance gender equality in humanitarian action and DRR.

Lead the provision of technical support and capacity development to Country Office teams and partners:

  • Provide authoritative gender expertise to relevant inter-agency and inter-governmental forums, clusters, inter-agency coordination mechanisms;  
  • Lead the development/ adaption of tools and training/orientation on gender equality and Humanitarian Action and gender and DRR with UN Women Offices, UN Women partners;
  • Design and advise on strategies for strategies to preventing, mitigating and responding to gender-based violence (GBV) in humanitarian settings and conflicts related violence against women;
  • Provide technical guidance to women’s organizations, women-led networks and local actors as key partners and first responders in humanitarian action.
  • Lead country office programme teams in developing and strengthening policies, projects/ programmes and modalities; and ensuring the proper monitoring, and ensure results-based monitoring frameworks are in place;
  • Design, implement and monitor capacity building initiatives initiatives for CO staff and partners on gender-responsive humanitarian programming and DRR;
  • Provide authoritative technical policy advice to programme/ project managers/ specialists in the CO.

Build and manage strategic partnerships with stakeholders, regional and international actors:

  • Build, cultivate and manage strategic partnerships with key regional and international stakeholders  for the advancement of gender and   humanitarian action agenda and gender and DRR;
  • Develop and sustain strategic relationships with relevant donors and other actors supporting efforts towards enhanced implementation of gender and humanitarian and key actors working on DRR
  • Advise and guide Country Offices on resource mobilization strategies for humanitarian and resilience programming, including the identification of new funding opportunities and the development of compelling donor proposals.

Lead the resource mobilization strategy for humanitarian action and DRR in the region 

  • Lead the implementation, monitoring and periodic updating of the resource mobilization strategy on humanitarian action and DRR across the region;
  • Provide strategic guidance and technical support to COs in mobilizing resources for the implementation of humanitarian action and DRR;

    Conduct strategic analysis of donor landscapes, funding trends and emerging opportunities to inform resource mobilization priorities

Lead  inter-agency coordination on gender in humanitarian action:

  • Represent UN Women and provide authoritative provide advice to regional/ national bodies and interagency groups that influence policies related to humanitarian action;
  • Lead UN Women’s substantive contribute inputs to the regional Humanitarian Clusters and inter-agency coordination platforms;
  • Chair and provide strategic direction to the the regional GIHA group and provide technical expertise to gender groups in different countries 
  • Lead specific efforts in mainstreaming gender and protection in disaster preparedness, response and recovery efforts of other clusters and relevant working groups;
  • Champion the engagement and meaningful participation of local women’s organizations and civil society networks in humanitarian and DRR coordination mechanisms.
  1. Lead advocacy and strategic communication efforts of humanitarian action and DRR
  • During emergency response, lead the development and implementation of startegic communication and advocacy messages and contribute inputs to strategies on key gender and protection concerns;
  • Direct the development of information, education and communication (IEC) materials, press releases, situation reports, alerts and contribute gender and protection-related inputs to documents prepared by the Office for the Coordination of Humanitarian Affairs (OCHA) and other inter-agency partners.

Lead knowledge management and institutional learning for enhanced contribution of women to humanitarian and DRR planning processes:

  • Lead the identification, documentation  and disseminate of lessons learnt, good practices and innovative approaches in collaboration with country offices;
  • Ensure technical skills and knowledge on gender-responsive humanitarian action and DRR are systematically are systemicallt shared within and among country offices across the region;
  • Manage and provide strategic direction to the regional knowledge platform on gender, humanitarian action and DRR,  including the promotion of innovative;
  • Consolidate and analyze information at the regional level to inform strategic inputs to regional mechanisms and reporting requirements; Prepare authoritative strategic briefings, analytical summaries and situation reports on humanitarian emergencies and DRR developments in the region for senior management.

Recruitment Qualifications : 

Education and certification: 

  • Master’s degree or equivalent in human rights, gender, international relations, international development, international law or other social science fields is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience: 

  • At least 7 years of progressively responsible experience in designing and managing humanitarian or DRR programmes, with a particular focus on gender and protection in emergencies and resilience is required.
  • Technical experience in inter-agency coordination, preferably protection cluster coordination, and/or ProCap/GenCap in a natural disaster setting is required.
  • Experience in policy analysis and strategic planning is required
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field is required.
  • Experience working with the UN is desirable.
  • Experience working in the region is desirable.

Language Requirements:

  • Fluency in French and English (both oral and written) is required ;
  • Knowledge of the other UN official working language is desirable.
