Result of Service
Under the supervision of the Head of Programme Office in Guatemala the Monitoring and Evaluation Specialist will perform, among others, the following tasks: A. Operationalization of the projects’ M&E framework The Monitoring and Evaluation Specialist will implement the change map, results matrix and indicators of the Project by translating them into a practical implementation plan that clarifies how data will be captured directly through the Case Management System, who is responsible for entering and validating information, and how often case related data will be reviewed, ensuring that the CMS provides a clear and shared basis for monitoring cases across all involved actors and, where needed, proposing targeted adjustments to keep indicators realistic and aligned with actual use of the system. B: Development and refinement of data collection tools The Monitoring and Evaluation Specialist will adapt and develop concise data requirements, templates and specifications so that the CMS incorporates fields, drop down menus and standard categories that make it possible to record the full lifecycle of a case, key procedural milestones and relevant qualitative information, ensuring that these elements are simple for end users but structured enough to later generate statistics, dashboards and trend analyses once the system is in operation. C. Routine monitoring and data quality assurance The Monitoring and Evaluation Specialist will define, from the design stage, the basic data quality standards and controls that the CMS should incorporate, such as mandatory fields, consistency checks and time stamps for critical events, so that, when implemented, the system naturally supports reliable monitoring and follow up of cases and provides a solid basis for management oversight and performance review. D. Analysis, learning and adaptive management The Monitoring and Evaluation Specialist will work with the technical team and counterparts to ensure that the CMS design includes options for simple reporting views, filters and export functions aligned with the approved indicators, so that the system can later be used to visualize workloads, processing times and case trajectories, and will document lessons and recommendations during the development process to further strengthen the system’s monitoring and follow up capabilities in future iterations. E. Reporting and support to donor and corporate requirements The Monitoring and Evaluation Specialist will provide clear, technical inputs to project and donor reports on the project's implementation and also in relation to how monitoring and follow up needs have been incorporated into the CMS design, describing the key data elements, validation mechanisms and basic reporting functionalities agreed with counterparts, and formulating concrete recommendations to ensure that, once deployed, the system can generate the statistics and trends required by PNC for corporate reporting.

Duties and Responsibilities
Under the supervision of the Head of Programme Office in Guatemala the CMS Local Developer shall support UNODC Developers and coordinate with PNC Developers in the following tasks and substantive duties: A. Assess Current State of SGIC IT Infrastructure B. Assess Interoperability Requirements C. Integrate CMS with Existing Databases D. Finalize Development of the Case Management System E. Develop Rollout/Implementation Plan F. Implement Rollout in Pilot Units G. Develop Training Plan for PNC IT Programmers and Developers H. Develop Technical Manuals for CMS Maintenance I. Deliver Technical Training to PNC IT Personnel
Qualifications/special skills
High school diploma or equivalent is required. • At least ten (10) years of work experience in the development, implementation, and management of information technology systems, preferably in the public or security sector, is required. • At least five (5) years of experience implementing M&E frameworks in development or security projects is required. • Demonstrated experience defining data requirements for information systems or case management tools is desirable. • Experience with police, justice or public security institutions in Latin America is desirable. • Prior work with UNODC or international donors is desirable. • Previous knowledge or work with the United Nations system and/or other international organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in Spanish, with oral and written proficiency, is required. Knowledge of another United Nations official language is an advantage.
