Job Description

Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) is a specialized agency of the United Nations that leads international efforts to achieve food security and nutrition for all. FAO contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.
FAO Country Office for Timor-Leste (FATIM) aims to assist the Government of Timor-Leste to develop policies, programmes, and projects to achieve food security, reduce hunger and malnutrition, help develop the agricultural, fisheries and forestry sectors, and use environmental and natural resources in a sustainable manner. FAO’s work in Timor-Leste is guided by its Country Programming Framework (CPF). Currently FATIM is in process of finalising the next CPF (2026- 2030) which is aligned to the Timor-Leste United Nations Sustainable Development Country Framework (UNSDCF 2026-2030); the FAO Strategic Framework (2022- 2031).

Reporting Lines

The Junior MEAL Specialist will work under the overall supervision of the FAOR, and the day-to-day operational guidance of the Assistant FAOR (Programme), and in regular consultation and close collaboration with programme team leads:

Technical Focus

FATIM seeks a Junior Monitoring, Evaluation, and Learning Specialist to design an integrated monitoring and evaluation (M&E) system to measure and enhance the efficacy and efficiency of the country programmes in relation to the CPF and UNSDCF outcomes and outputs. The incumbent is also expected to support different FATIM teams in reviewing and improving the different projects M&E frameworks.

Task and responsibilities

Specifically, the incumbent will perform the following tasks:

•     Support in development and implementation of an Integrated Monitoring and Evaluation (M&E) system, linking the UNSDCF indicators with CPF indicators and Specific FATIM indicators for easy tracking and reporting;
•     Support FATIM project teams in M&E, including reviewing the specific project M&E frameworks, designing data collection tools and analysis;
•     Contribute to the formulation and publish the FATIM Annual Report
•     Support compilation and dissemination of knowledge and lessons learnt.
•     Perform other tasks assigned by the FAOR.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

•     Advanced University degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in Economics, Rural Development or any other discipline relevant to the work of the organization. Consultants with bachelor’s degree need two additional years of relevant professional experience 
•     Minimum two years’ related work experience in planning, monitoring and evaluation
•     Working knowledge of English (C1).

Technical/Functional Skills

•     Good knowledge in M&E
•     Good knowledge in data collection and analysis
•     Experience in developing participatory M&E tools 
•     Prior experience working on UNSDCF and CPF would be an added advantage
•     Prior experience in Timor-Leste or any Asian Pacific countries would be an added advantage
