Job Description

NORCAP works to improve aid to better protect and empower people affected by crisis and climate change. We do this by providing expertise and solutions to humanitarian, development and peacebuilding partners, because we believe working together is the best way to reduce needs, risks and vulnerability over time. We seek and promote more effective ways of working at the global level and in the field. NORCAP’s aim is not only to reduce needs, but also to create choice and opportunity for people.

We work with and through our partners to improve aid in two complementary ways:

  • We provide targeted expertise to strengthen our partners’ response

  • We collaborate with partners to develop solutions to unmet gaps and challenges

We are looking to recruit an Environmental Adviser for the European Union Mission to Armenia. The Environmental Adviser will be the mission’s lead expert on climate and environmental issues, guiding the integration of sustainability into all mission activities. The role supports EU climate policy implementation, strengthens the mission’s environmental performance, and provides analysis, training, and advice on the climate–security nexus. The adviser also engages with local and international partners to promote climate‑smart and sustainable approaches across the mission.

This position is for Norwegian citizens ONLY

Main tasks:

  • To serve as the Mission’s focal point for environmental and climate issues and advise leadership on applying EU climate and environmental policies.
  • To integrate climate and environmental considerations across Mission operations and improve overall environmental performance through technical and managerial guidance.
  • To deliver training, raise awareness, and contribute to environmental and climate analyses, including security implications, Mission footprint and duty of care.
  • To develop mechanisms to monitor and implement EU and international climate frameworks, including the EU Green Deal and EU Climate Law.
  • To support strategic communications, SOP development, and cooperation with local and international stakeholders promoting sustainability.
  • To ensure Mission staff remain informed on sustainability and climate‑smart approaches and maintain long‑term partnerships aligned with the Sustainable Development Goals.

Essential Qualifications and Experience

  • Completion of at least 3 years of university studies (Bachelor’s level or equivalent to EQF level 6) in environmental health, environmental science, natural resource management, sustainability or a related field, plus a minimum of 5 years of relevant professional experience.

Essential Knowledge, Skills and Abilities

  • Ability to conduct environmental assessments and analyses; provide advice on sustainable and climate‑smart solutions; deliver training; and apply the Sustainable Development Goals and Paris Agreement.
  • English language proficiency at minimum B2 level.

Desirable Qualifications and Experience

  • Knowledge of climate footprint analysis, green engineering, environmental management systems and climate mitigation/adaptation.
  • International experience, especially in crisis contexts with multinational or international organisations.

Desirable Knowledge, Skills and Abilities

  • Knowledge of Russian and/or Armenian.
