Jordan is one of the most water-scarce countries in the world, with per capita water availability at only 61 m³ annually, well below the international threshold for absolute scarcity. Climate change is intensifying these challenges by reducing rainfall, increasing droughts, and worsening water deficits projected to reach 108 million m³ annually by 2040. Despite significant donor support in the past, the sector continues to face persistent financing gaps, particularly after the suspension of major external aid flows.
To address these challenges, the project “Enhancing Jordan’s Water Sector Access to Climate Finance” was developed with support from GIZ and in close coordination with national stakeholders. The project seeks to strengthen Jordan’s institutional and technical capacity to mobilize climate finance, with a special focus on developing bankable water sector projects that align with national climate priorities and global fund requirements.
The initiative will enhance Jordan’s ability to design and submit high-quality climate finance concept notes, foster stronger coordination among government institutions and the private sector, and prepare the country for meaningful participation in international climate dialogues such as COP. Through this effort, Jordan aims to secure sustainable financing for transformative water projects that improve resilience, reduce emissions, and safeguard water resources for future generations.

To support the identification, preparation, and development of bankable water sector projects for climate finance. The role will also contribute to strengthening institutional capacity through job training, ensuring local context and national validation of selected concept notes, organizing capacity-building programs, and ensuring effective coordination with government counterparts, utilities, and other stakeholders.
This requires knowledge and expertise in water resources management, hydrology, stormwater management, meteorological and hydrological infrastructure and socio-economic aspects of this infrastructure, with links to climate change mitigation and adaptation. The consultant will report directly to the Deputy Country Representative and work closely with GGGI Jordan’s Green Growth and Climate Change teams.
- The Consultant will be responsible for the following tasks:
1- Water Sector Project Identification – 20%:
- Identify and screen priority water sector investment concepts (adaptation and mitigation) suitable for international climate finance (e.g. GCF, GEF, AF).
- Support the development and refinement of concept notes, project briefs, and early-stage project documentation in line with climate fund templates.
- Integrate nature-based solutions (NbS), energy efficiency, renewable energy, and WEFE nexus considerations where applicable.
- Assess key implementation barriers (technical, institutional, financial, regulatory) and propose mitigation measures.
2- Climate Finance & Investment Readiness Support – 30%:
- Support the development and refinement of concept notes; compile supporting data (climate statistics etc.) and required documentation (e.g. feasibility studies) for submission to climate funds.
- Support the preparation of investment-ready documentation for climate finance submissions, including:
- Support government and private sector consultations to align the financing structures, co-financing options, and implementation plans for selected concept notes.
- Support PM with obtaining no objection letters from MoENV and government stakeholders for concept note submission.
- Provide technical inputs to training curriculum and meeting materials as required.
3- Institutional Capacity Building & Stakeholder Engagement – 35%:
- Support the design and delivery of capacity-building activities for government institutions and utilities, including on the job training (min. 2 days/week) for MWI and WAJ personnel on:
- Facilitate and document validation workshops, and technical meetings with PM and key stakeholders (e.g. Ministry of Water and Irrigation, Ministry of Environment, WAJ, JVA, CVDB, and water utilities).
- Ensure that all technical outputs are contextualized to Jordan’s institutional and regulatory environment and validated by national counterparts.
4- Coordination, Reporting & Project Support – 15%
- Maintain close coordination with GGGI Jordan, GIZ, and government counterparts to ensure smooth implementation of project activities.
- Contribute to technical progress reports and documentation of results; draft meeting minutes for all project meetings led by GGGI.
- Track assigned activities against agreed timelines and deliverables.
- Provide ad-hoc technical support as required to ensure successful delivery of project outcomes.
- All outputs must be in English. In addition, the Consultant may be required to submit the outputs in other languages (e.g. Arabic).
- Deliver bi-weekly Progress and Activity Report – (5%)
The total contract amount is USD 42,000 (max $350 per day for candidates meeting all requirements) payable monthly based on number of days worked and PM approval of the Deliverable Progress and Activity Report mentioned above.

The consultant shall not either during the term or after termination of the assignment, disclose any proprietary or confidential information related to the consultancy or the Government without prior written consent. Proprietary interests on all materials and documents prepared by the consultants under the assignment shall become and remain properties of the MOF. This assignment will be administrated by GGGI, and all relevant GGGI rules, policies and procedures will apply.
