INTRODUCTION TO GGGI

- The Consultant will be responsible for the following tasks:

1- Water Sector Project Identification – 20%:

- Identify and screen priority water sector investment concepts (adaptation and mitigation) suitable for international climate finance (e.g. GCF, GEF, AF).

- Support the development and refinement of concept notes, project briefs, and early-stage project documentation in line with climate fund templates.

- Integrate nature-based solutions (NbS), energy efficiency, renewable energy, and WEFE nexus considerations where applicable.

- Assess key implementation barriers (technical, institutional, financial, regulatory) and propose mitigation measures.

2- Climate Finance & Investment Readiness Support – 30%:

- Support the development and refinement of concept notes; compile supporting data (climate statistics etc.) and required documentation (e.g. feasibility studies) for submission to climate funds.

- Support the preparation of investment-ready documentation for climate finance submissions, including:

• Climate Rationale
• Theory of change
• Preliminary results framework
• Safeguards and co-benefits (gender, social inclusion, poverty reduction)

- Support government and private sector consultations to align the financing structures, co-financing options, and implementation plans for selected concept notes.

• Review consultant firm draft concept notes to ensure alignment with climate fund investment criteria and national policies and priorities (e.g. NDCs, Water Sector Capital Investment Plan etc.).

- Support PM with obtaining no objection letters from MoENV and government stakeholders for concept note submission.

- Provide technical inputs to training curriculum and meeting materials as required.

3- Institutional Capacity Building & Stakeholder Engagement – 35%:

- Support the design and delivery of capacity-building activities for government institutions and utilities, including on the job training (min. 2 days/week) for MWI and WAJ personnel on:

• Climate finance fundamentals for the water sector
• Project preparation and pipeline development
• Climate risk screening and resilience planning

- Facilitate and document validation workshops, and technical meetings with PM and key stakeholders (e.g. Ministry of Water and Irrigation, Ministry of Environment, WAJ, JVA, CVDB, and water utilities).

- Ensure that all technical outputs are contextualized to Jordan’s institutional and regulatory environment and validated by national counterparts.

4- Coordination, Reporting & Project Support – 15%

- Maintain close coordination with GGGI Jordan, GIZ, and government counterparts to ensure smooth implementation of project activities.

- Contribute to technical progress reports and documentation of results; draft meeting minutes for all project meetings led by GGGI.

- Track assigned activities against agreed timelines and deliverables.

- Provide ad-hoc technical support as required to ensure successful delivery of project outcomes.

- All outputs must be in English. In addition, the Consultant may be required to submit the outputs in other languages (e.g. Arabic).

- Deliver bi-weekly Progress and Activity Report – (5%)

• Will include narrative of progress against key project deliverables and identified risks; objective, agenda, and minutes of meetings held; listing of completed tasks; final versions of completed deliverables; # days worked; and upcoming tasks
• Deliverable Progress and Activity Report must be approved by the GGGI to validate payment. Percentages represent level of Effort estimated per outcome. Payments will be made monthly based on the daily rate and number of days worked the previous month. The total contract amount is USD 42,000 (max $350 per day for candidates meeting all requirements) payable monthly based on number of days worked and PM approval of the Deliverable Progress and Activity Report mentioned above.

Note:

• Logistical costs related to the meetings and capacity building workshops (e.g., venue, catering, participant logistics if any) will be covered by GGGI.
• A Master’s degree in a relevant field (e.g., environmental sciences, climate policy, economics, or international development), or an equivalent combination of education and relevant experience.
• At least 8 years of specialized professional experience in water sector management and capacity building, climate change, or project preparation.
• Proven operational competence in project design, implementation, financial management, monitoring and evaluation of development projects.
• Familiarity with climate finance mechanisms and global climate funds (GCF, GEF, AF, MDBs).
• Strong knowledge of Jordan’s water sector challenges and institutional mandates (MWI, WAJ, JVA, utilities etc).
• Knowledge of water-energy-food-environment (WEFE) approaches is a plus.
• Proven experience in engaging with and/or working for the private sector on climate change and environmental issues in the water sector
• Experience in stakeholder engagement, multi-stakeholder processes, and capacity building.
• Excellent command of English and Arabic (spoken and written).

• Strong analytical, technical writing, and reporting skills.
• Ability to coordinate multi-stakeholder consultations and workshops.
• Skills in project screening, feasibility assessment, and climate rationale development.
• Ability to work independently and in teams under tight deadlines.
• Familiarity with climate change and green growth in the context of developing countries and the development of bankable projects.
• Detail-oriented person, who strives for quality and consistency in all outputs and communications
• Highly organized and able to effectively and efficiently multi-task and prioritize
• Ability to engage and work closely with public sector officials at national and local governments.

Confidentiality and Proprietary Interests:

The consultant shall not either during the term or after termination of the assignment, disclose any proprietary or confidential information related to the consultancy or the Government without prior written consent. Proprietary interests on all materials and documents prepared by the consultants under the assignment shall become and remain properties of the MOF. This assignment will be administrated by GGGI, and all relevant GGGI rules, policies and procedures will apply.
