Established in 1951, the International Organization for Migration (IOM), as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. Having operated in Indonesia for over four decades, IOM Indonesia is one of the largest IOM country missions globally, implementing a broad portfolio of programmes in collaboration with the Government of Indonesia, civil society organizations, private sector stakeholders, migrants, and local communities. Its thematic focus includes Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMSI), Immigration and Border Governance (IBG), Migration Health, Refugee Care, Resettlement and Returns, Climate and Resilience, as well as Migration Policy and Data.
In the migration management, irregular migration poses significant risks to both migrants and smuggling facilitators. Migrant smuggling network is exploiting economic migrants seeking better job opportunities abroad. As a result, smuggling crime has evolved into highly organized and profitable criminal enterprises where Indonesia plays a vital role as a transit country to the migrants. Furthermore, IOM also recorded an increased number of coastal communities involved in the smuggling of migrants. the role of coastal communities in facilitating irregular migration is not only crucial, but also dynamic; ranging from being the captain, procuring boats and machines, supplying food, water, and fuels, as well as arranging the migrants’ accommodation.
In response, and in alignment with its global strategic priorities, IOM supports the Government of Indonesia and other key stakeholders in undertaking preventive measures. These efforts include the implementation of strategic communication campaigns aimed at increasing public awareness on the risks of irregular migration and strengthening informed decision-making among relevant communities, migrants and coastal communities.
The consultant will be responsible to conduct the following assignments:
Core Responsibilities
Design, develop, and operationalize a strategic social media plan grounded in behaviour change communication principles aligns with IOM communication standards and donor requirements;
Serve as the focal point for coordination with external vendors for materials production, providing strategic guidance, supervision, and quality assurance;
Ensure that all social media assets are developed with appropriate and culturally sensitive key messages, edited and finalized with strong and interesting visual impacts, equipped with relevant subtitles, and disseminated timely across three main social media platforms: Facebook, Instagram, and TikTok;
Support the overall online campaign activation targeted to migrants (Rohingya and Sri Lanka refugees) and coastal communities in Indonesia.
Strategy and Coordination
Lead the development of a data-driven social media strategy, including enhancement or adjustment of existing platform, audience segmentation, setting realistically ambitious key performance indicators (KPIs), conducting relevant research, and content scheduling;
Design and produce monthly report for the engagement social media accounts and contents performance, maintain regular update on the KPI achievement;
Maintain regular coordination with IOM to ensure the campaign implementation is aligned with project objectives, field activities, and key events;
Lead administrative processes related to vendor management, including documentation, verification of deliverables, and payment processing, in coordination with relevant internal units.
Media Monitoring
Provide monthly reports on social media engagement and content performance, including the statistics, challenges, and recommendations;
Conduct monthly social media listening, monitoring, and analysis on the migrant and coastal communities’ perception on safe migration, migrant smuggling, and emerging trends. The social media listening and monitoring should also connect to the project’s overall objectives;
The proposed consultant(s) should have the following competence:
Education:
Bachelor’s degree in communications, journalism, public relations, social science, digital media or a related field from an accredited academic institution with at least three years of experience social media marketing, content creation, social media management; or
School diploma with at least four years of relevant professional experience.
Experience:
Proven experience in developing content strategy and creation, planning, and implementation;
Experience in handling project objectives on Communication for Development or Social Behaviour Change Communications will be considered a strong asset;
Experienced in managing social media accounts;
Possess good understanding of modern visual design principles and elements (typography, colour theory, composition);
Proficiency in professional design tools and ability to illustrate or hand drawn materials;
Familiarity with the migration issue; forced migration; people smuggling; coastal community knowledge, in Indonesia will be an advantage;
Experience working with vulnerable communities and providing support for project implementation will be an asset.
Skills:
Highly creativity with great attention to detail;
Strong organizational and communication skills (written and spoken);
Proficiency in using Microsoft Office and professional design tools (Photoshop, Illustrator, InDesign, and other relevant tools);
Strong attention to detail, discretion, and a client-oriented approach;
Ability to write clear and concise reports;
Demonstrated ability to maintain confidentiality and work independently with minimal supervision.
