The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period.
The incumbent will work in the OSCE Mission to Serbia’s Comms/ICT Section of the Fund Administration Unit.
Tasks and Responsibilities
Under the supervision of the Chief of Fund Administration Unit (CFA), the incumbent is responsible for:
Overseeing the delivery and continuity of ICT services to the Mission, ensuring that local ICT operations are aligned with Secretariat and ICT Shared Services frameworks. Advising the Chief of Fund Administration on the operational status of ICT services, internal controls, assets, budget execution, and IT security matters. Monitoring ICT expenditure against approved budgets and maintaining professional relations with ICT vendors and service providers in support of service delivery and lifecycle management;
Ensuring the availability, reliability, and secure operation of Mission ICT infrastructure, including back-end and front-end systems, business applications, and end-user services. Co-ordinating configuration management, patching, and upgrades in line with Secretariat standards. Planning and overseeing the implementation of hardware and software replacement and upgrade cycles, particularly for major releases and infrastructure changes;
Supporting the implementation of OSCE information security standards at Mission level by ensuring that technical controls, monitoring mechanisms, and security processes are in place. Monitoring logs, trends, and alerts to identify potential security threats or anomalies, and co-ordinating incident handling with the OSCE Security Incident Response Team (SIRT), including containment, remediation, and recovery actions as required;
Co-ordinating the Mission’s participation in Vulnerability Assessment (VA) scanning activities. Analysing findings, developing mitigation and remediation plans, and tracking their implementation in co-ordination with relevant stakeholders. Acting as a local technical focal point during security incidents, including initial response and escalation to Secretariat-level security teams where appropriate;
Monitoring the capacity, availability, and performance of local ICT services to ensure compliance with agreed Quality of Service and service level targets. Overseeing Help Desk operations, incident and service request handling, and ensuring timely restoration of ICT services with minimal disruption to Mission operations;
Supporting the implementation of Secretariat-issued ICT policies and procedures by advising users on their application in the local Mission context. Contributing to the development and dissemination of user guidance and training materials. Identifying ICT training needs and co-ordinating training activities to enhance user competence and compliance with ICT and information security requirements;
Ensuring the availability, performance, and security of network and communications services, including WAN, LAN, Internet/Intranet services, and associated security systems such as firewalls, routers, content filtering, anti-spam and anti-virus solutions, wireless networking, network access controls, and VoIP services;
Overseeing the implementation and periodic testing of ICT continuity arrangements for local services, including backup, recovery, and restoration procedures. Supporting electronic records and data management by advising information owners on access controls, data protection, retention, archiving, and disposal in line with organizational policies;
Performing other duties as required.
Necessary Qualifications
Citizenship of or permanent residence in the Republic of Serbia;
First-level university degree in computer science, computer engineering, programming, IT networking, ICT security, MIS (Management Information Systems) or related fields;
A systems and network certification (CCNA, Windows Server etc.);
Minimum two (2) years of relevant professional experience in information technology, network administration, technical IT support, or other ICT-related fields, part of which should preferably have been in an international organization;
Demonstrated planning and organizational skills in a technology environment with the ability to work effectively in a fast-paced, demanding environment with multiple priorities;
Knowledge of OSCE or similar administrative framework would be an asset;
An ICT Management certification (ITIL) would be an asset;
A certification in project management would be an asset;
Excellent oral and written communication skills in English and Serbian;
Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
Holding a valid driving licence.

Remuneration Package
The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is approx. EUR 2,250.33. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
